“BIMH: Bucharest –Ilfov Multimodal Hub”:
history & description
Institutional steps:

√ March 2014: Cooperation Agreement signed by Ilfov County Council, National


Railways Company “NRC”-S.A., National “Bucharest Airports” Company-S.A.,
National Company of Motorways and National Roads in Romania-S.A.,
Dascălu Local Council, Moara Vlăsiei Local Council, Otopeni Local Council and
Tunari Local Council for the studies necessary for the construction of the
intermodal transport hub “Bucharest – Ilfov Multimodal Hub”(BIMH)
√ March 2014: Ilfov County Council applies for European funding for the studies
related to “BIMH” project through the TEN-T Programme of the Innovation and
Networks Executive Agency (INEA) of the European Commission

√ August 2014: Ilfov County Council obtaines European funding for carrying out the
studies related to the “BIMH” project

√ September - December 2014: Ilfov County Council continues public consultations


with institutional partners signatories of the Agreement, railway, road and
airway transporters

The role of Ilfov County Council in planning and
implementing the “BIMH” project

PROJECT SUSTAINABILITY

Ilfov County Council, through public consultations, will involve institutional


partners signatories of the Agreement, state and private operators and
transporters in selecting the optimal technical-financial solution for the
realization of the project.

Project funding will be provided by several partners, being open to private


operators and transporters.

The operation of “BIMH” will be done by concession / rental by state or


private operators, providing users with services at the same rates charged
in Europe.
The proposed location for the BIMH project– 114 ha
Moara Vlăsiei commune (Ilfov County), between A2 highway (Bucharest – Constanța)
and A3 highway (Ploiești – Brașov)
and in the proximity of Henri Coandă International Airport - Bucharest

The feasibility study will determine the optimal location, stages of


achievement and investment value of the “BIMH” project!

Bucharest/Constanţa), PA 22 (NRC - Athens - Sofia - Budapest - Viena - Prague -
Nürenberg/Dresda-Curtici - Braşov - Bucharest/Constanța), Pan-European Corridor

Proposal for the BIMH project’s capacity and
functionality

Multimodal railway platform

• A transfer cargo capacity of approx. 800.000 – 1.2 mil tons per year,
approx 90.000-100.000 TEU/year.
• Double access (in both directions) to CFR’s Balotești-Bucharest (North Station)
(a Feasibility Study for electrification already exists, commisioned by CFR).
• 5 electrified railways of 750 meters each are proposed for the interior,
in order to load / unload.
• A train – auto cargo zone will have 2 electrical cranes of 45 tons each.
• A temporary cargo handling / storing area of 12.000/50.000 square meters.
• Storage and handling for all types of cargo and containers, including reefers.

Multimodal Cargo Airport Platform - Located close to the A2 motorway in an area of about
80 ha, it has been the subject of the feasibility study contained in “The Airport Infrastructure
Development Strategic Program”
Its traffic operating capacity is for about 50 tons/hour (arrivals and departures) and a
maximum storage capacity of 400 tons/day (arrivals and departures). For both flows, it will
provide a storage capacity for perishable food freight of maximum 200.000 tons/year.
Multimodal Cargo Airport Platform Structure:

- Multi Aircraft Ramp System (MARS), allowing for simultaneous service to 10 aircraft with
large fuselages (IATA code E) or 20 middle-sized fuselage aircraft (IATA code C).

- Interim storage capacity – extensible platform, 6 modules from 35.000 tons/yearly to


maximum 200.000 tons/year (planned for 10 tons/square meters) - semi-automated, efficient
ULD/Cargo handling, traceability for location of shipments and containers/pallets.
One electrified rail line for freight (750 m) with 2 access points – assuring the connection with
the national rail network.

Passenger Railway Terminal

Located inside the airport terminal between the two motorways, and sized with
3 platforms of 350 m for 2 tracks, electrified, and ERTMS level 1 ready. This
Passenger Terminal, together with Multimodal Cargo Airport Platform and direct
connection between the airport and the main railway station in Bucharest
(Bucharest North Railway Station) was the subject of the abovementioned feasibility
study “The Airport Infrastructure Development Strategic Program”.

ILFOV LOGISTICS PARK
Developed in the proximity of the CFR (Romanian Railways Company) multimodal
platform, on an area of 60 – 80 ha, with direct road connections to the railway and
airway multimodal platform.
It has a modular design, with storage spaces for all types of goods.
Industrial Park

Objectives:
• Attracting investors in the county and/or keeping the ones that already exist
by offering locations that have the appropriate equipment and facilities

• Creating job for the local labor force

Estimated budget: EUR 100,000,000

Technical and scientific park

Objectives:
• Attracting high-tech companies / activity interested in capitalizing on the R&D
infrastructure created through the ELI NP project
• Creation of local jobs in knowledge-based economic areas
• Maximizing the economic impact of the ELI NP project
Estimated budget: EUR 100,000,000

Possible location: Măgurele town and its neighboring communes

Mini - Romania Park

Objectives:
• Developing a tourism park in the north area of Ilfov County;
• Promoting the sights of Romania;
Estimated budget: EUR 25,000,000

Possible location: The north area of Ilfov County

Potential Partners: Local Councils, private partners, Ministry of Tourism

Potential financing sources: ERDF, local budgets, PPP
