The Constitution, Article 2, Section 13 provides:

Section 13. The State recognizes the vital role of the youth in nations-building and

shall ' promote their physical, moral, spiritual, intellectual and social well-being. It shall

inculcate in the youth patriotism and nationalism, and encourage their involvement in

public and civic affairs.

Who are the youths?

The United Nations—without prejudice to any other definitions made by the

Member States—defines' youth' as those persons between the ages of 15 and 24.

An Act is creating the National Youth Commission, establishing a National

Comprehensive and Coordinated Program on Youth Development, Appropriating Funds

Therefor, and for Other Purposes.

Youth Political Participation

Political participation has many diverse forms; it can be conventional and

unconventional, including activities such as voting, being members of political parties,

serving on a local youth council, engaging through a youth organization, or taking part in

online political activism, boycotts, or protest movements.

The National Democratic Institute is a nonprofit, nonpartisan organization

working to support and strengthen democratic institutions worldwide through citizen

participation, openness and accountability in government

it is designed to help democracy and governance practitioners deliver more effective

youth programs.

This contains tools and guidance for young people to lead local level, grassroots

advocacy campaigns

3. Youth Leading debate

Youth Leading Debate (YLD) is a global dialogue and debate program for young

people, age 18-24

SANGGUNIANG KABATAAN

● Ferdinand marcos enshrined youth participation in politics

● Kabataang barangay (kb) or village youth

● KB’s demise was concurrent with the return of constitutional democracy in the

aftermath of 1986

● Unique representation in the grassroot level

● Under local government code of 1991, provides for the election of barangay youth

councils by those from 15 to 18 years of age

● SK president is automatic member of municipal or city council aside from participation

in local policy-making

● SK receives 10% allotmecation from barangay budget to implement youth

An elective official of the Sangguniang Kabataan must be a citizen of the

Philippines, a

qualified voter of the katipunan ng kabataan, a resident of the Barangay for at least one

(1) year immediately prior to election, at least fifteen (15) years but not more than

twenty-one (21) years of age on the day of his election, able to read and write Filipino,

English, or the local dialect, and must not have been convicted of any crime involving

moral turpitude

POWERS AND FUNCTIONS OF THE SANGGUNIANG KABATAAN

a. Promulgate resolutions necessary to carry out the objectives of the youth in the

Barangay in accordance with the applicable provisions of this Code

b. Initiate programs designed to enhance the social, political, economic, cultural,

intellectual, moral, spiritual, and physical development of the members;

c. Hold fund-raising activities, the proceeds of which shall be tax-exempt and shall

accrue to the general fund of the Sangguniang Kabataan: Provided, however, That in the

appropriation thereof, the specific purpose for which such activity has been held shall be

first satisfied;

d. Create such bodies or committees as it may deem necessary to effectively carry out its

programs and activities;

e. Submit annual and end-of-term reports to the Sangguniang Barangay on their projects

and activities for the survival and development of the youth in the Barangay;

f. Consult and coordinate with all youth organizations in the Barangay for policy

formulation and program implementation;

g. Coordinate with the appropriate national agency for the implementation of youth

development projects and programs at the national level;

h. Exercise such other powers and perform such other duties and functions as the

Sangguniang Barangay may determine or delegate or as may be prescribed by law or

ordinance

Creations and Elections

The Sangguniang Kabataan serves as the voice of the youth in the local

government. It is a prototypical example of youth participation in local governance. It

gives the youth the privilege to be represented and be involved in societal affairs. The

council represents youth who have resided in their barangay for at least one year and

registered to vote. It leads the local youth programs. Members of the SK receive payment

for serving on the council.

It is very important to conduct elections to keep the country functioning in the

best way.

Elections provide the right for people to choose their government. Citizens are

free to introduce reforms that do not form the agenda of any party. They are also free to

compete in the elections by way of creating a new political party.

SK CHAIRMAN

Sangguniang Kabataan (SK; lit. 'youth council') is a council in the Philippines that

represents the youth in each barangay. The Sangguniang Kabataan is led by the SK

Chairman.

The SK chairperson shall have the following powers and responsibilities: (a) Call

and preside over all SK and KK assemblies, and vote in a tie, unless one (1) of the agenda

items to be discussed in such assembly involves disciplinary action against the SK

chairperson, in which case the highest ranking SK member shall preside.

The SK, the KK's governing body, was created with this goal in mind. SK officers

represent the youth in their respective local government councils and have the same

powers and privileges as any other council member. They serve three-year terms and get

10% of barangay money for youth programs.

Powers and Duties of Sangguniang Kabataan Chairman

a. Call and preside over all meetings of the katipunan ng kabataan and the Sangguniang

Kabataan;

b. Implement policies, programs, and projects within his jurisdiction in coordination with

the Sangguniang Barangay;

c. Exercise general supervision over the affairs and activities of the Sangguniang

Kabataan

and the official conduct of its members, and such other officers of the Sangguniang

Kabataan within his jurisdiction;

d. With the concurrence of the Sangguniang Kabataan, appoint from among the members

of the Sangguniang Kabataan, the secretary and treasurer, and such other officers as may

bedeemed necessary; and

a. Exercise such other powers and perform such other duties and functions as may be

Powers and Duties of the Sangguniang Kabataan Secretary

1. Keep all records of the katipunan ng kabataan and Sangguniang Kabataan

2. Prepare and keep the minutes of all meetings of the katipunan ng kabataan and

Sangguniang Kabataan

3. Prepare all forms necessary for the conduct of registrations, elections, initiatives,

referenda, or plebiscites, in coordination with the Barangay secretary and the Comelec.

4. Perform such other duties and discharge such other functions as the chairman of the

Sangguniang Kabataan may prescribe or direct.

Powers and Duties of the Sangguniang Kabataan Treasurer

1. Take custody of all Sangguniang Kabataan property and funds not otherwise deposited

with the city or municipal treasurer

2. Collect and receive contributions, monies, materials, and all other resources intended

for

the Sangguniang Kabataan and Katipunan ng Kabataan.

3. Disburse funds in accordance with an approved budget of the Sangguniang Kabataan.

4. Certify to the availability of funds whenever necessary.

5. Submit to the Sangguniang Kabataan and to the Sangguniang Barangay certified and

detailed statements of actual income and expenditures at the end of every month.

6. Perform such other duties and discharge such other functions as the chairman of the

Sangguniang Kabataan may direct.

Privileges of Sangguniang Kabataan Officials

During their incumbency, Sangguniang Kabataan officials shall be exempt from

payment of tuition and matriculation fees while enrolled in public tertiary schools,

including state colleges and universities. The national government shall reimburse said

college or university the amount of the tuition and matriculation fees: Provided, That, to

qualify for the privilege, the said officials shall enroll in the state college or university

within or nearest their area of jurisdiction

Terms of service of Sangguniang Kabataan

- Every Sangguniang Kabataan official have a 3-year term.

Issues concerning SK

● SK in rich areas have enough funds to engage in feeding programs and support,

while their counterparts in poorer barangays are struggling

● In many localities, SK is best known for staging beauty contest and tournaments

rather than critically engaging issues of the day

● SK become the training ground to the so-called “trapolitos”

● SK representatives are children or relatives of established politicians who are

groomed for higher office

National Youth Commission

● Under RA 8044, it provides that NYC shall be the policy-making body of all

youth –related institutions, programs, projects, and activities of the government

● NYC specifically addresses surrounding the Filipino Youth
