NSO Develops Three Labour Indicators, says 15% Of 60+ Employed People Worked Part Time
in 2017-20
The National Statistical Office (NSO), Ministry of Statistics and Programme Implementation (MoSPI), in
its Working Paper on Compilation of Labour Indicators of the Minimum Set of Gender Indicators to
develop a methodology for compiling three labour indicators, reported that between 2017 and 2020, the
proportion of employed people working part-time in the 46–59 years age group across all of India was greater
than 10%, while the proportion was greater than 15% in the above 60 age group.
Key Parameters
The National Statistical Office (NSO) developed three labour indicators based on Periodic Labour Force Survey
(PLFS) data available in “Person level data of first visit schedule”: “Proportion of Employed who are Employer,
by sex” and “Employment Rate of persons age 25-49 living in a household with at least one child under age 3
years and with no children under age 3 years living in the household, by sex”
• These indicators are managed by the International Labour Organization (ILO).
• It has considered part-time employed workers as the proportion of those working less than 30
hours a week.
Key Points:
i. The NSO in its Working Paper noted that in India, the proportion of employed persons working part time is
higher among females than males regardless of the age categories.
ii.According to the paper, Employment Rate of Employed Worker in the 26 – 49 years age group, living in
households without children under the age of 3 years increased from 58.37 % in FY18 to 61.2 % in FY20. (FY-
Financial year)
• It also indicated that for 2017-18, 2018-19, and 2019-20, the proportion of employed persons who
are employers was estimated to be 1.91%, 2.17%, and 2.02%, respectively.
iii. It also stated that policymakers in developed nations have encouraged part-time employment in an effort to
redistribute working time in nations with high unemployment rates, thereby lowering politically sensitive
unemployment rates without necessitating an increase in the total number of hours worked.
