VI. Rationale:

The Republic Act 10121 otherwise known as the Philippine Risk Reduction Management Act
of 2010 mandated all government agencies to institutionalize policies, structures, coordination
mechanisms and programs with continuing budget appropriation on Disaster Risk Reduction and
Management (DRRM) from National to local levels. Moreover, R.A. 9155 or the Governance on
Basic Education Act of 2001 vested the Department of Education (DepEd) with authority;
accountability and responsibility to ensure access to basic education which is often disrupted by
emergencies and disasters.

The implementation of DRRM in basic education is guided by DepEd’s three major outcomes
—Access, Quality and Governance. These set the program and policy development agenda of the
agency. As a member of the National DRRM Council (NDRRMC), the Department is also committed
to implement DRRM in basic education within the following thematic areas: Prevention and
Mitigation; Preparedness; Response; and Recovery and Rehabilitation.

Also among its provision is to adopt a disaster risk reduction and management approach that
is holistic, comprehensive, integrated, and proactive in lessening the socioeconomic and
environmental impacts of disasters including climate change, and promote the involvement and
participation of all sectors and all stakeholders concerned, at all levels, especially the local
community;
In light of promoting resilience education, the Division will be conducting a Roll-Out
Training of the Remaining Modules of the School DRRM Manual and Standard Basic Life
Support/Occupational First Aid for Municipal/District and School DRRM coordinators. This will
provide the target participants with basic knowledge and skills on disaster preparedness and
management and Basic Life Support. This training will also ensure that DRRM coordinators are with
standards on how to reduce risks and manage the effects of hazards in their schools so as to improve
the implementation of school-based management. This Manual is designed to guide school heads and
administrators in facilitating the protection of children, education personnel, and education itself. This
manual also guides the development or improvement of existing policies, practices, protocols and
plans at the school level.

VII. Training Objectives:

General Objectives:

To equip DRRM Coordinators with foundational, technical and functional


competency skills on Basic DRRM, School DRRM Manual and Basic Life Support to
effectively and efficiently operationalize DRRM in schools. To capacitate DRRM
Coordinators for them to help people in emergencies by equipping them with knowledge and
skills in responding to emergencies with confidence. This course teaches the first aid skills a
person needs to act as the first link in the emergency medical services (EMS) system.

Specific Objectives:

 To provide Basic Life Support (BLS) Training for DRRM Coordinators.


 Give proper and immediate care to an injured person or to those taken suddenly ill.
 Identify life-threatening emergencies and to call for medical assistance.
 Provide first aid care to patient with injuries and illnesses commonly occurred at work.
 Properly transfer and endorse patient to a medical personnel.

The Training on Basic DRRM and School DRRM Manual/Basic life Support is a three- day
activity designed for the DRRM Coordinators. The discussion and workshop will focus on
providing program re-orientation, updates and sharing of strategies to resolve the encountered
issues and concerns of along program implementation.

X. Evaluation Mechanism:

An evaluation tool was crafted in order to assess the effectiveness of the


Training and identify other significant areas that needs to be address in response to
the capability building of DRRM coordinators and or school heads.
