2. CONDITIONS AS PER
The Water(Prevention and Control of Pollution)Act, 1974
2.1 Sewage Treatment Plant (STP) consisting of treatment units having adequate capacity shall be made
functional/ arrangement for sewage treatment shall be provided, as per the proposal submitted along
with the application, before commissioning of the establishment. Additional facilities required, if any,
to achieve the standards laid down by the Board u/s 17(1)(g) of the Water Act shall also be made along
with.

3. CONDITIONS AS PER
The Air(Prevention and Control of Pollution)Act, 1981
3.1 Adequate air pollution control measures shall be provided before commissioning of the industry.
Additional facilities required, if any, to achieve the standards laid down by the Board shall also be made
along with.
4. CONDITIONS AS PER
The Environment (Protection) Act, 1986.
4.1 The construction activities shall be carried out strictly in compliance with the provisions of the Noise
Pollution (Regulation and Control) Rules 2000.
4.2 Used lead acid batteries shall be disposed of as per the Batteries (Management and Handling) Rules,
2001
4.3 e-waste shall be disposed off safely as per E-Waste (Management) Rules, 2016.
5. ADDITIONAL CONDITIONS
5.1At the end of the validity period if the construction is not completed, the same shall be got renewed. Late
application shall be accepted only with fine as applicable.
5.2 Consent to Operate / Authorisation shall be obtained before commissioning the establishment under

the Water (Prevention and Control of Pollution) Act, the Air (Prevention and Control of Pollution) Act and
the relevant Rules under Environment (Protection) Act.
5.3 Necessary arrangements for scientific storage, handling and disposal of solid / hazardous wastes
shall be provided as per the Solid Waste Management Rules, 2016, before commissioning of the unit
5.4 During construction, adequate sanitary facilities shall be provided for workers; sewage shall be
treated in septic tank as per IS 2470 (Part I): 1985 and discharged through soak pit with concreted bottom,
honey comb brick work or perforated ring side wall, 75cm thick 2mm sand envelope outside it.
5.5 Adequately high wind breaking walls shall be provided to prevent escaping of dust and sound during
construction
5.6Natural drainage of the area shall not be disturbed and precautions to prevent construction debris and
materials from flowing off with rain water shall be taken
5.7Flow meters or other arrangements like Parshall flume or weir shall be provided to measure flow
5.8 Time of the Day (TOD) type energy meter shall be provided for STP and reuse system, if provided
5.9 Performance guarantee to achieve the effluent standards prescribed and annual maintenance contract (or
other equivalent system) with the consultant or other suitably qualified agency shall be produced at the time
of Consent to operate
5.10 The STP shall consist of the following units. Receiving Chamber, Screen Channel, Grit Separator,
Parshall Flume, Equalization Tank, Mixing Tank, Rotating Media Biological Reactor, Chemical dosing,
Settling Tank, Chlorine Contact Tank, Pressure Sand Filter, Activated Carbon Filter, Treated Water Tank.
For sludge – sludge drying tray.
5.11 The location of the unit shall be as per the approved site plan. No change/alteration from that of

Circular
Ref: - 1. Circular no.PCB/T4/115/97 dated 03.07.20210.
2. Circular of even no. dated 04.11.2020.
Common Sewage/Effluent Treatment Plants and Fecal Sludge Treatment Plants are being
established in various parts of Kerala with a view to prevent contamination of water bodies
by unauthorized discharge of sewage, effluent and fecal sludge into water bodies. As Kerala
is thickly populated; space constraint is a major issue in establishing such plants. In areas
where space constraint is a deciding factor, the establishment of such plants has to be
fulfilled with stringent control measures. However, a minimum distance criterion is
essential to ensure that the plant is not established too close to the nearby residence to
prevent nuisance. Considering the said matters, the distance criteria for Sewage Treatment
Plants, Common Sewage Treatment Plants and Fecal Septage Treatment Plants shall be as
follows from the date of this circular.

→Q is maximum capacity of the treatment Plant in cubic metres per day.
*→minimum distance to nearby residence means the minimum distance from the nearest
residence to the closest structure of the Treatment Plant.
**→minimum distance to water bodies means the minimum distance from the point of
discharge of treated sewage/effluent to the nearest water body, the discharge, being into
land for percolation/irrigation/gardening or into water bodies. It is not applicable if the
discharge is into sewer lines to sewage treatment systems.
***→ setback means the minimum distance from the closest structure of the Treatment
Plant to the nearest boundary of the plot.
The following may be ensured while processing applications pertaining to treatment plants.
1. Stringent monitoring is required for Common Sewage/Effluent Treatment Plants and
Fecal Septage Treatment Plants. Online monitoring system for at least two parameters
(pH & BOD in case of common STP and pH & COD or other parameter likely to be
significant in the discharge in case of common ETP) shall be installed and connected to
the OCEMS of the Board. Separate water meters and energy meters shall be installed.
CCTV, exclusively for the treatment plant, with one month recording facility shall be
provided (with facility for recording the water meter and energy meter readings).
2. There are many instances where the applicant applies for the consent of the Board after
completing the construction of the treatment plant with the distance criteria being not
satisfied. This often happens due to the ignorance of the applicant about the distance
criteria of the Board. In all such cases, where there are no complaints, the application
may be considered overlooking the distance criteria provided they provide monitoring
facilities as mentioned in the previous paragraph and in addition to that provides odor
control facilities (like bio-filter) to contain the odor likely to be generated and provide
advanced treatment system like ultra filtration/reverse osmosis in case the distance to
the water body is violated. No exemption in distance criteria mentioned in this
paragraph shall be permitted from the date of this circular. Hence, LSGD’s, Real
Estate Regulatory Authority, Industries Department, Building Construction Agencies
and other related agencies may be given intimation in this regard.
3. As far as possible Treatment Plants are to be constructed above ground level. If there
are space constraints, the STP shall be installed in a cellar space where adequate
lighting and ventilation are provided. Lighting shall be connected to the backup power
facility. The exhaust from the cellar shall be vented out through exhaust pipe of
adequate height. However, in the case of residential complexes, owing to severe space
constraints, the STP is permitted to be constructed below ground level, subject to the
condition that they give an undertaking that they do not have adequate space to
construct the STP above ground level or in cellar. In such cases, the applicant is
required to install online monitoring system for at least two parameters (pH & BOD)
for instantaneous analysis results of the quality of sewage at the raw sewage inlet, after
aeration and the final outlet point of treated sewage and get it connected to the OCEMS
of the Board. They are also required to install separate water meters, energy meters and
CCTV with one month recording facilities exclusively for the STP (with facility for
recording the water meter and energy meter readings). Proper lighting arrangements are
to be provided so that the inspecting persons shall get a clear view of the inside of the
underground tanks when the manhole is opened.
