CRESCENT HILLS SUBDIVISION HOMEOWNERS ASSOCIATION

Minutes of Board Meeting


Wednesday, August 17, 2022

The Crescent Hills Subdivision Homeowners Association held its regularly scheduled
Board meeting on Wednesday August 17, in the Cedar City Library.

1. CALL TO ORDER
Meeting called to order at 9:30. All members present.

2. HOMEOWNERS PRESENTATION ON NON-AGENDA ITEM

3. FINANCIAL REPORT
A. Operating Account
Debbie reported that there is currently $9496.44 in the operating account
and $4357.10 in the reserve as of August 17. There are currently 206
recorded homeowners. It was reported that there are 3 homeowners who
are currently delinquent more than one year and 6 who have small
balances.

MOTION: Clarissa motioned to approve the financial report. Joe seconded the
motion and it passed unanimously.

B. Budget
The board reviewed the proposed budget to be presented to the
homeowners.

4. OLD BUSINESS
A. Property Management
Bids were obtained and reviewed. It was discussed that during the special
meeting, that the board would call for a vote at the annual meeting. It was
further discussed that this is a board decision and not a homeowner
decision.

MOTION: Clarissa motioned to retain AMRE as the HOA’s property


management. Sharon seconded the motion and the motion carried by majority with
Shane abstaining.

B. Landscaping
Bids were obtained for grounds maintenance and reviewed. It was
mentioned that the board would like to see three bids and we only had
two. Joe agreed to reach out to another landscaper for bid. Once the bid is
received, Debbie will email out to all for a vote.
There was discussion as to what the current landscaper does and how often
he prunes. Debbie mentioned that pruning is typically done once a year in
the fall but previous boards agreed to leave “natural”.
C. Vinyl Fencing Requirements
Debbie heard from a few homeowners after the email went out in June
reminding of the requirement who were waiting for materials.
Lot 40, Phase 4 has indicated that all fencing other than their east side is
complete. They are waiting for new home to be built for retaining wall to
be installed. The board agreed to visit this topic again after the newsletter
goes out.

D. Homeowner Weed Control


Place in the newsletter. It was acknowledged that the weeds are out of
control this year due to the amount of moisture we have received.

E. Other

5. NEW BUSINESS
A. Homeowner Drainage Damage to Common Area
It was identified that there are at least 4 homeowners whose drainage from
their yard is leaching into the common area causing erosion and damage to
the rock/landscaping.

B. Newsletter
Topics to include in the newsletter are: Vinyl fencing requirements,
weeds, homeowner drainage, 2 board positions, and the HOA web address
crescenthillshoa.weebly.com

C. Annual Meeting
Annual meeting will be held on Monday, September 19 at the city library
at 6:00 p.m.

D. Other
