FOREWORD
The National Skills Standards Authority (NSSA) under the Ministry of Labour, Employment and
Social Security (MoLES) has been facilitating the development and qualification of workforce.
For this purpose, 14 Sectorial Committees composed of representatives from relevant
ministries and the private sector were formed. The committees developed 173 occupational
standards at four levels in 15 economic sectors, of which 93 occupational standards have been
approved by the Cabinet.
In 2016, expert groups were formed to review the country’s competency standards. This
National Occupational Competency Standard for Overheadline installerNC Level-1 is an
outcome of this review. It was drafted by selected professional electricians and experts
nominated by the Electrical Engineering Sectorial Committee of the NSSA. This standardwas
used by the NSSA during the fast-track skills assessment pilot project for priority occupations
from July to December 2018 with the assistance of GIZ and Swisscontact.
Overheadline installerNC Level-1 Standard (Version No.1) contains (3) competency units, one
each for Technical, Industrial and Basic Competencies.The standard can be used for training and
assessment leading to certification by NSSA. The standard’s initial version will be reviewed in
the future for updating.
This was developed by the Electrical Engineering Sectorial Committee chaired by U Kyaw Thu ,
Chief Engineer of the Electric Supply Enterprise, Ministry of Electricity and Energy.
