I. Introduction
Thanh Vinh is one of leading company that are very popular with design, interior decoration
and manufacture furniture for office, factory, school, hospital, and home in Viet Nam. Thanh
Vinh Company is established in Feb 04, 1991. With over 15 experienced years in furniture
industry, Thanh Vinh decorated many projects of internal and foreign customers. Thanh Vinh
equips high technology machines and uses materials with high quality imported from various
countries to create their unique outputs that attract a majority of clients. With 2 factories – 1
in Ho Chi Minh City (about 10,000 square meters in area) and 1 in Hanoi (about 2,000
square meters in area) and 2 showrooms – 1 in Ho Chi Minh City & 1 in Hanoi of over 450
staff, Thanh Vinh continues to grow from strength to strength meeting the needs of all
customers around the country. Thanh Vinh Company is known as a reputed furniture
company with enthusiastic service. All most all of customers satisfied with Thanh Vinh’s
outputs.

This report will demonstrate some information of Thanh Vinh’s production process, their
objectives, and plans

II. Report
LO3. Be able to monitor appropriate systems to improve organisational performance

3.1. The systems to manage and monitor quality standards specified by Thanh Vinh
Company

 Definition
Quality management suggests a concern that the organization’s products or services
meet their planned level of quality and perform to specification. Management has a
duty to ensure that all tasks are completed consistently a standard that meets the
needs of the business.

 To achieve the best quality that meets the need of business, Thanh Vinh uses Total
quality management system (TQM) that can ensure their production process and
service achieve the highest quality. Thanh Vinh knows that the satisfaction of
customers is an important factor of quality management. Customers are always
complex and they require difficultly about products and service. Thanh Vinh has to
manage and improve their outputs’ quality standard that meets their customers’
expectation. To achieve this, Thanh Vinh has to research market situation, analyze
competitors to produce products with low cost but still are high quality. This can help
Thanh Vinh to meet customers’ needs and compete with their rivals

Process quality, involvement, leadership and culture are needed conditions to have a
TQM system

 Process quality: Thanh Vinh has a high opinion of outputs’ quality so they strictly
concern about ensuring good quality before giving outputs to customers. Thanh Vinh
has a form for customers to fill in their requirements of products or service.

When a customer orders products, the sales department will receive the order and transfer it
to design department. After designing the product, the blueprint will be switch to customers
to let them see and decide to order this product or not. If customer agrees, the blueprint of
product will be transferred to manufacture after signing contract. Before giving completed
output to customer, quality checking department will test it to know if its standard meet
customer’s need or not. If it has true standard, it will be given to customer.

This is really important because from these forms filling by customers, Thanh Vinh can have
comment of their customers and grasp the need of market. Thereby, Thanh Vinh can control
their quality of products, see what are already good or what need to be improved to be better
and can compete with their rivals.

 Involvement: TQM helps all employees to be involved in company’s activities. When


employees are given more roles and responsibility, they will have higher and better
spirit and can work more effectively. Besides that, Thanh Vinh trains employees to
be more skilled to work well with their high technology machines because employees
are who directly use these machines in production process. Getting everyone
involved is really important because it brings back to Thanh Vinh the much better
working result of their employees.

 Leadership: good leadership is very important and it decides the outcome of work of
company. Thanh Vinh Company should implement the plan on time, divide right
people into right work section and use right number of employees. Moreover,
manager of Thanh Vinh has to consider budget suitably. This can reduce waste and
save cost for Thanh Vinh Company. In addition, Thanh Vinh has to use leadership

style that suits their company. In my view, I think that democratic style is suitable
with Thanh Vinh company because they better can work together to improve and
develop their brand name

 Culture: Thanh Vinh Company wants their customer to buy and use their products
with the satisfaction. They focus on motivating their employees to make them have
good spirit to work well. Moreover, Thanh Vinh Company aims to strive for a visible
profit from what they do. The striking of Thanh Vinh Company culture are respect,
diversity, integrity, ethics, and safety. Thanh Vinh Company operates with giving
prominence to high standards and conduct principles. Role culture is the good choice
for Thanh Vinh Company because it is suitable with flat structure that Thanh Vinh
Company has.

By implementing these above conditions, Thanh Vinh has a good TQM that can help them to
achieve the best quality in operating.

3.2. A quality culture to ensure continuous monitoring, evaluation and development


of the process

 Definition: Quality culture is a collection of routines, believes and behaviours that


related to the quality shared by employees within organization. Quality culture
positively affects efficiency and sustainably of quality program. Organizations need to
build their own culture value quality to meet the needs of customers and achieve
success.

1. Creating quality culture helps Thanh Vinh to be more effective

 For example, Thanh Vinh can use skilled employees who can work better and
more effectively. Furthermore, Thanh Vinh can save cost by cut down office
cost, such as, resist use too much papers and use thriftily electric. These ways
can save amount of money paying for office operation
 Moreover, Thanh Vinh forces their employees to completed plans on time
without delay of over 2 days. That can save a big amount of money and time
for Thanh Vinh because more working time, more money Thanh Vinh has to
pay

 Communication: communication within organization is really important because it


makes people more comfortable and helps everyone to be easier to work together.
Thanh Vinh accepts their employees to connect to the manager to discuss their
questions and complaints. Moreover, Thanh Vinh guides their staff to work with
SMART objectives to have specific goals in work. This helps manager and employees
of Thanh Vinh Company has a common goal and they can work together effectively.

 System and procedure: Thanh Vinh has a high opinion of quality so they strictly
testing their output’s quality before giving them to customers. Thanh Vinh

Company’s quality assessment is really good. Thanh Vinh always checks and
improves production process to identify and eliminate spoiled products.

 Reward employees: Thanh Vinh encourages and tells their employees to try to done
their work on time. Thanh Vinh has rewards for hard-working employees who
achieve the best result. Reward can make receivers fell they are deserved and they
will try more. With people do not have rewards; they will recognize that they need to
try more to get the reward. Giving reward for employees promotes employees’ morale
and brings back better work outcome. This also helps Thanh Vinh company to
achieve the strategic planning of their business, so it is important

 Leadership: leadership in companies is very important that significantly affects the


work efficiency of companies. Good leadership brings back a good outcome and vice
versa. Thanh Vinh Company has a good leadership. Thanh Vinh’s leadership is
democratic style. Manager of Thanh Vinh accepts employees to join discuss, tell their
opinion and the manager will consider it. This makes employees feel that they are
respected and responsible, so they can work better. Besides that, good leadership with
suitable strategy help Thanh Vinh build their company image up. Leadership of
Thanh Vinh Company always cares about safety in work for their employees and they
strictly supervise it.

 Work pressure: in working environment, pressure is unavoidable. When employees


get pressure, they will be stressful and cannot work well and this influence work
performance. To help employees to avoid pressure, Thanh Vinh creates a good
environment for their employees to work. Needed conditions for working are
provided for them. The manager of Thanh Vinh also allow staff to connect to him to
present their problems, manager will consider and solve it for them. Moreover, in
work, manager of Thanh Vinh encourages staff to work better by material and spirit
rewards, he does not force them to reach what he wants. If staffs cannot achieve the
requirement of work, the manager will tell them their matters and guide them how to
improve it. Therefore, employees of Thanh Vinh feel comfortable when they work.

 Continuous learning: learning is never enough. More experiences and knowledge


staffs have, more chances they have. Thanh Vinh encourages all their employees to
learn whenever they can. For example, Thanh Vinh design department members are
fostered to meet other designs from outside Thanh Vinh Company to exchange and
inquire. Through the exchange, they will learn more from other many things related to
their work, so it helps them to enhance their ability of work. This markedly
contributes to Thanh Vinh to be stronger. In addition, employees can learn from
incidents they met and from that, they can avoid the same incidents next time.

 Resources: resources should be used effectively by company. Thanh Vinh


understands that resources usage is a high considered factor that they have to pay

attention to. Thanh Vinh always divides right people and number of people into
works. For example, sales function just need 6 people, Thanh Vinh will choose 6
employees with good communication to take responsibility of working in this
department. Moreover, Thanh Vinh forces their employees to complete tasks on time
as they planned. Furthermore, Thanh Vinh always has full of safety equipment for
employees to work in safe. Resources of Thanh Vinh is prepared carefully and use
effectively.

 Training and competency: even though Thanh Vinh has skilled employees, they still
tend to train their employees more. In period, Thanh Vinh has tests for employees to
check their employee’s ability. After having the result from tests, Thanh Vinh will
organize suitable training course for all employees to help them develop and improve
strength and weakness. Therefore, Thanh Vinh’s employees have good skills and the
products they made are very good and satisfied the customers. Besides training to
enhance skills of work, Thanh Vinh trains their employees to work safely. Using
machinery is very danger and accidents may occur whenever. Therefore, Thanh Vinh
has measures to help employees always remembers to work in safety.

 Worker involvement: Thanh Vinh always allows and encourages their employees to
be involved decision. Thanh Vinh listens to workers who directly use machinery to
collect information and give the method for safety work. Thanh Vinh manager also
encourage employees to tell their solution of safety working and consider it.

 Investigating and report: Thanh Vinh always wants an accurate report so they require
all employees to report about their activities. Because some leaders may be afraid of
reporting mistakes, such as, an employees get hurt during using wood cut machine; so
they sometimes may hide it and do not report to the CEO. If CEO does not know, he
cannot solve and compensate this problem for the victim. The more terrible thing is
that if this news is spreaded out, Thanh Vinh image will be influenced.

 Relationships: Thanh Vinh’s manager always listens to employees, so the relationship


among them is quite close. Thanh Vinh Company encourages their staffs to keep good
relationship with others to build up their company image culture better
 Risk taking: as we know that Thanh Vinh Company has a high thinking of safety
work, so if an employees work unsafely, others people detect this must be tell him/her
to stop immediately. Thanh Vinh manager will punish who not follow safety rules
because it is very dangerous, and the detector will be rewarded. This thing mainly is
not only for promoting spirit of safety working of each individual but also care about
other’s safety.

2. Working environment quality:


 As what regarding in my assignment 1, Thanh Vinh has role culture and they focus on
motivating employees. Thanh Vinh creates a good work environment with many good
conditions for their staff to make them comfortable to work well, thereby; Thanh Vinh
will have good products, save cost of rework, and gain more benefits.

 Furthermore, Thanh Vinh gives holiday vacation for all staff, such as, paying for staff
to go the sea in summer or tour in holiday. This can build more good spirit for
employees and helps them to work more effective.
 Besides giving good work environment for employees, Thanh Vinh also trains staff to
create more chances for them in career path. More knowledge and skills employees
have, more good motivation they get

3. Knowledge sharing system is the system that enables members of an organization to


acquire tacit and explicit knowledge from each other. (Becerra-Fernandez. (2007).
Knowledge Sharing Systems: Systems that Organize and Distribute Knowledge. In:

There are several advantages that knowledge sharing system brings to companies

 Good team knowledge leads to good decision-making.


 Easier leadership. People share knowledge and information to each other, so
they all are clear on what role they play and then take responsibility to complete
it.
 Gap spotting: working together with same various information from various
source helps workers can see other's mistakes and thereby they can fix it easier
 More creative thinking because they are working together while learning from
each other. This helps them to have more ideas

 Companies are expanding knowledge management concept more and more. They
always try to find new ways to transfer concept of enterprise knowledge to
customers. Most organizations enhance knowledge sharing within their organization
 In Thanh Vinh Company, knowledge sharing system is highly focused. Manager
encourages their staff to work together to learn experience and knowledge from each
other. Moreover, extra learning is organized in period to helps employees to have
more information.

By implementing this quality culture, Thanh Vinh achieves ISO standard and good TQM.
Therefore, Thanh Vinh achieves their standard of continuous monitoring, evaluation and
development of the process
3.3. Improvements which align with the Thanh Vinh objectives and goals and which
result in improvements

3.3.1. Goal
Thanh Vinh Company has a goal of ensuring most its work comes from those markets where
it can earn higher returns. In order to do this, Thanh Vinh plans to increase number of product
more compared with usual production. Thanh Vinh also tends to improve and develop their
quality standard of products better due to needs of customers. In other side, Thanh Vinh focus
on health and safety in workplace because it partly build their company image up.
3.3.2. SMART objectives based on Thanh Vinh Company’s goal

1. Objectives of increase in production

 Specific: increase 5% of monthly production from 1st July 2013 to 1st December 2014
 Measurable: 5% increase in number of products per month
 Achievable: Thanh Vinh Company has high technology machines, products are made
by professional workers. Moreover, Thanh Vinh employees often done work on time
because they follow the manager’s rule. Therefore, 5% increase in quality of monthly
products is achievable
 Realistic/Relevant: Thanh Vinh Company runs their business about 22 years with
many experienced and skilled workers. Furthermore, Thanh Vinh has more than 450
employees, 2 big factories in Ho Chi Minh City and Hanoi, and modern machinery.
These conditions of Thanh Vinh is enough to increase 5% quantity of products per
month
 Time bound: from 1st July 2013 to 1st December 2014

2. Objectives of no accident in workplace

 Specific: none of employees get accidents during production from 1st July 2013 to 1st
July 2014
 Measurable: none of employees get accidents during production
 Achievable: Thanh Vinh highly considers safety working so they will pay money for
protective equipments.
 Realistic/Relevant: in a work environment that may harm healthy and safety of
workers like furniture factory, protection equipment can partly reduce risks of safety
 Time bound: from 1st July 2013 to 1st July 2014
3.3.3. Recommendation for Thanh Vinh to achieve above objectives

I have some recommendation for Thanh Vinh to help them to achieve their objectives. Firstly,
regarding their objectives of increase in production, Thanh Vinh should invest more in
maintaining machinery and eliminate which are too old. Buying new technological machinery
which is improved performance faster can help Thanh Vinh to manufacture on time. Besides
that, Thanh Vinh manager should focus on supervising employees to work hard to ensure
they will complete work on planned time. The work performance of employees significantly
affects production so tightly supervision is needed. Increasing production is good for Thanh
Vinh because they can earn more benefit from selling them. However, Thanh Vinh should
research market situation and have suitable strategy to sell goods because their benefits will
reduce if they have too much inventory.

Secondly, in terms of Thanh Vinh of reduce accident in workplace to zero. Accident is unable
to foretell because it may occur due to small loopholes. To avoid accidents for employees,
Thanh Vinh Company should buy good protective equipments for workplace, such as,
fire/explosion warning system, using voltage stability, cover all machinery by protective
cover, protective clothes, marks, gloves, shoes, cap, and so on. This can protect employees
effectively from accident. This is good for Thanh Vinh because their employees will be
protected
3.4. The wider implications of proposed changes within Thanh Vinh Company

When Thanh Vinh uses my recommendation above, they can be able to achieve their goal.
However, there are some notices that Thanh Vinh has to know. Increasing production is good
but it also depends on market situation and expenditure. If Thanh Vinh can sell all their
products including 5% products increase, it is great luckily but if they cannot, they will lose

their money due to inventory. Depending on average consumption, Thanh Vinh should make
strategic plan, such as discount or incentives, to sell their products effectively.

Improving health and safety in workplace is good for Thanh Vinh because people will see
from that to appreciate their company. If Thanh Vinh implements their rules of health and
safety working rules, employees will feel secured and work better without worry of damages.
Even though, good protective equipments cost Thanh Vinh considerable amount of money, it
build Thanh Vinh image up and brings a good look of Thanh Vinh to people. Therefore,
Thanh Vinh still gains benefit from it.

In conclusion, Thanh Vinh needs strategic plans to achieve their objectives and considers
about consequences in parallel. From doing that, Thanh Vinh definitely reaches their
expectation.

In order to implement risk assessment, Thanh Vinh has to follow these 5 steps:

 Step 1: identify the risk factors

In a furniture company as Thanh Vinh, dangers in work are difficult to avoid. “Woodworking
machinery causes significantly more major injuries than machinery in any other industry”,
manager of Thanh Vinh Company said. Working with cut machines, dust, and toxic is very
harmful for health and safety of people.

There are several existing risks in Thanh Vinh Company:

 Wood cut machines and unguarded machinery may cut on workers’ body
 Employees’ lungs, ears, eyes may be influenced by dust from cutting wood, smell of
paint, and noises of machinery
 Poor waste management and explosion
 Non-ergonomic handling/procedures

 Step 2 : Decide who might be harmed and how

If one accident occurs, it does not only harm the victim but also affects to company’s
reputation. It means that both employees who get hurt and company have to suffer damages

 Step 3: Evaluate the risks and decide whether the existing precautions are
adequate or more needs to be done

Bases on risk rating, Thanh Vinh Company can consider and decide which risk has to be paid
attention first. Normally, the risk that extremely likely to occur will be focuses immediately
and Thanh Vinh will plan precaution for it first, then is frequently and unlikely possible risks.

 Step 4: Recording the findings, inform affected employees

The manager of Thanh Vinh has to record what his finding as proof to prove the hazards can
be able to occur, who can be harmed and what actions can reduce the risks. For example, the
manager will present a situation of accident of an employee who got arm-hurt due to using
wood-cut machine without gloves. The manager will show why that employee got hurt and
how to avoid it. From that, manager will show that protective is very essential that each
employee has to wear during production if they do not want to have pity consequences. If
staff can see this recording, they will believe and try to perform the actions of minimizing
risks.

 Step 5: Monitor and review

After having plans in step 4, Thanh Vinh will implement them and see if they work
effectively. Thanh Vinh will have a review on result of plans, if it does not work as they
expected, they will start again from step 1 to identify risks and make plans to reduce them.
4.2. Health and safety regulations and legislation applicable in specific work
situations (at Thanh Vinh) are correctly and effectively applied

4.2.1. Vietnam health and safety legislation

According to Decree no 45/2013/ND-CP that issued by Vietnam Government on 10th May,


2013, Vietnam Government stipulates that all enterprises and workers to implement health
and safety legislation as content in table below:

A. Plan measures to ensure safety and healthy work

1. Enterprises have to ask competent authority the permission if they want to build more
foundation, expand or improve facilities. Moreover, when enterprises manufacture,
preserve and store machinery, equipment and materials which required extremely
serious labor safety, they should have measure of ensuring healthy and safety in
workplace.

2. Measures of ensuring healthy and safety work has to contain these follow contents:
 Construction work scale, places and facilities must indicate clearly the distance
from their location to the residential place and other buildings
 List and describe specifically all elements of construction work and facilities
 Indicate specifically hazard and harmful factors, problems may arise during
operation process
 Explicit methods to eliminate and minimize hazard and harmful factors, specific
measures to solve urgent problems

B. Just use elderly employees for labour pains if the enterprises implement all
conditions below:

 Elderly workers are skilled with many experiences years (more than 15 years), are
given the professional qualification or be recognized as artists according to the
law.

 Elderly workers are healthy enough as health standard of working that issued by
minister of “Ministry of Health”

 Do not use each elderly worker more than 5 years

D. Control dangerous and harmful factors

In dangerous workplace with harmful materials that can influence health of workers and
be able to cause accident, the employer has to take responsibility of :

 Checking and evaluate hazard factors to have suitable method to eliminate and
minimize risks. In parallel, employer has to improve work condition and care about
health of employees

 Measuring harmful factors at least one time per year, recording a file to store and
monitor it

 Equipping technical medias, health service to ensure timely give first aid to
casualties when incident happens

proof is that there is none of sue or complaint about Thanh Vinh Company in safety
workplace field. Thanh Vinh always considers about safety and health highly, so they

Because furniture manufacture may have serious accidents, Thanh Vinh forces all their staff
to implement “Vietnam health and safety legislation” and follow the regulation strictly. In
Thanh Vinh Company, supervisor really has load. They must control and supervise their
employees workers all the time during production process not only about work performance
but also if they perform regulation in the right way or not. If accident occurs, supervisor will
be given a penalty by CEO.

To reduce risks in manufacture, Thanh Vinh has plans that may be effective applied. Each
work situation is equipped differently but safety still be ensured for all workers in the
company.

In office: office work environment: office staff, manager and CEO work in work
departments. The office rooms of each staff in Thanh Vinh are always clean and equipped
full of needed devices for work, such as, computer, print, air condition, etc. In office place of
Thanh Vinh, one thing they ensure is that office employees can work in fresh environment.
Thanh Vinh always try to create a good work environment for their staff.

In factor: employees in manufacture are people who directly use machinery and contact
with harms in production. all people work in factory are significantly needed to protect
including supervisors. Thanh Vinh understands that so they provide full of protective
equipments like protective clothes, gloves, shoes, masks, glasses, and so on. Furthermore,
Thanh Vinh encourages employees care about other when they are working. For instance,
they should remind others to wear protective equipment before and during working. Thanh
Vinh will rewards the detector (who detect others do not perform the rules of safety work)
and warn the workers who make mistakes.
Besides equipping for employees, Thanh Vinh also guides and trains employees how to avoid
incidents and what need to do in urgent situation. This helps employees to cope with danger
when it happens.

Thanh Vinh’s health and safety policies consist of two stages that are analysis of current
health and safety performance and identification and analysis of hazards and problems.
Thanh Vinh investigates and understands clearly the harmful factors in their enterprise to
create a health and safety policies effectively. For instances, wood cutting machines is
dangerous so warning notices are glued on those machines, and there is a plastic that covers
each machines to avoid dust and wood segment evolve out. Employees are guided carefully
how to use it in the right way. In addition, protective equipments that Thanh Vinh provides to
their workers, such as protective gloves, glasses, masks, etc, are at very high quality. Thanh
Vinh understands that protective equipments can reduce cost for their company but will
increase ability of risks occurring, therefore, they never use them.

Monitoring and control of health and safety performance in Thanh Vinh is good because it
helps Thanh Vinh to deploy, apply and maintain their safety and health policies. Monitoring
can control and restrict employees resist Thanh Vinh regulation, force them follow and
therefore, safety and health policies of Thanh Vinh are performed well. Besides that,
education and training is also essential. Educating employees helps them to conceive and take
precaution of risks. Training helps them to have ability to cope with occupational accident if
it occurs. In addition, education helps employees to understand about their rights and if
incidents occur and damage them, they know how to ask company compensation. Thanh
Vinh respects the rights of their employees so educating and training is impossible to be
lacked. Thanh Vinh always enhances educating and training employees to help them gain
more knowledge.

Occupational health procedure is an important factor of health and safety policies of Thanh
Vinh Company. It is used for ensuring all employees are working well in health and safety
environment. Thanh Vinh establishes this procedure to detect and prevent dangerous diseases
from work environment. In addition, from this procedure, Thanh Vinh sets up guideline for
working safely and baseline health data for future comparison.

Accident prevention procedure and prevention of fire and explosion is very important that
Thanh Vinh highly considers them. In a dangerous work environment like Thanh Vinh’s
furniture production department, explosion and accident are easy to occur. Thanh Vinh
establishes these procedures to prevent risks of fire and occupational accident. Thanh Vinh
deploys and monitors these produces and policies effectively therefore, the efficiency brought
by these approaches is as the same as what Thanh Vinh expects.
4.4. Carry out practical application of health and safety policies and procedures in
the workplace

By applying the policies and procedures regarding above, Thanh Vinh Company maintains
their health and safety work culture very well. The policies and procedures are suitable with
their company characteristics. Providing high quality equipments, using cover for machines
with gluing notices on each machine, setting up fire warning system and fire extinguishers
are located on many area of work place, the ability of occurring risks reduce significantly.

However, as we know that risks are still able to happen. I will demonstrate examples that may
occur whenever with methods of restrain them to happen

 Even though machines are maintained, one day some of them which are too old still
can cause fire. No one can foretell whenever it happens, so to prevent damage from

this; Thanh Vinh should organize practical days of coping with explosion. It means
that, everybody will image that explosion is occurring and cope with it according to
what Thanh Vinh trained them. There should be some practical days in several
months to help employees to be accustomed to face with fire. After several practices,
they will have better reflex. Therefore, damage of people will be reduced

 Spoiled protective equipments cannot protect workers well. For example, glasses are
spoiled cannot prevent a wood segments cast out to worker’s face and the workers
may get hurt. Changing equipments in fixed period is good but in the case of
protective equipment break down, the user should report it the manager to change
other one. Each employee also should be accustomed to check their own equipments
before working.
Thanh Vinh implements health and safety regulation and legislation very well. Two
procedures above can help health and safety work of Thanh Vinh to be enhanced much better,
so Thanh Vinh should use it.

III. Conclusion
In this report, I demonstrate the change of operations to enhance efficiency and achieve
expected result. In summary, Thanh Vinh Company has their good quality management so
that they can control their business very well. Moreover, with great performance of health
and safety regulation, Thanh Vinh becomes a company that other companies should learn
from it. Good and effective management of production brings to Thanh Vinh Company better
results of work. In the near future, Thanh Vinh would beat other same level company to
become one of big furniture company.
