DOCUMENTATION INVOLVED:

NATURE OF QUERY:
(A)The Contract Specification-DEP 61.40.20.30-Gen (1993) Section 5.4.1, specifies that “Nondestructive testing personnel shall
be certified in accordance with ASNT Recommended Practice SNT-TC-1A, for the test method used or an equivalent
certification scheme approved by the Principal. Only Level II or III personnel shall interpret the test results”.

(B) The Contract Specification-AWS D1.1:2006 Section 6.14.6.1-ASNT Requirements states” …Personnel performing NDT other
than visual shall be qualified in conformance with the current edition of the American Society of Nondestructive Testing
Recommended Practice No.: SNT-TC-1A. Individuals who perform NDT shall be qualified for :
(1) NDT Level II, or
(2) NDT Level I working under the NDT Level II.
(C) The Contract Document-Section IV SCOPE OF WORK requires in Article 3.4.1.4 that “CONTRACTOR shall read and
interpret the radiographic films and ultrasonic test data for each weld using personnel qualified in Radiographic / Ultrasonic
inspection to ASNT level III or equivalent and submit a report to SHELL for acceptance prior to pipe laying”.

DETAILS OF PROPOSED SOLUTION/ MODIFICATION:
Previous experience, industry best practice and code specifications show that NDT Level II hands-on interpreters perform as
good as, if not better than, NDT Level III interpreters. SAIPEM has a NDT certification program in accordance with the
requirements of ASNT SNT-TC-1A.
Consequently, SAIPEM proposes that NDT Level 11, Level 111 or equivalents (as practicable and available) shall be used for
interpretation of all NDT results in lieu of NDT Level III only which is specified in the CONTRACT.
