Background: Concern Identity: Concern Worldwide is a non-governmental, international, humanitarian
organization dedicated to the reduction of suffering and working towards the ultimate
elimination of extreme poverty in the world’s poorest countries. Currently, Concern is
working in 27 of the poorest countries, mostly in sub-Saharan Africa and has been
implementing both emergency response as well as long term developmental projects in areas
of livelihood security, education and health. Concern has been working in Afghanistan since
1998, when it responded to an earthquake disaster in Takhar province. Currently Concern
has been working in Takhar and Badakhshan provinces undertaking both emergency
response and long term developmental work in the areas of livelihood security, primary
education and Water, Sanitation and Hygiene.
Job Purpose: To Manage and supervise the Citizen Charter Project in Takhar and Badakhshan Provinces
and increase the participation of communities in development and strengthened governance
structures, women inclusion, and capacity development of CDCs, CCDCs in North Eastern
Afghanistan.
The CCAP programme is currently being facilitated by Concern in 2 districts of Badakhshan
( Yawan, Shari Buzurg) and one district of Takhar Namely Namakab.
Job Summary: Main Duties & Responsibilities:
Programme Development:
 Prepare and submit proposals for CCAP (Technical and Financial) to World Bank /
MRRD / AKDN according to the agreed plans.
Project Implementation:
 Ensure the effective implementation of the CCAP project in 3 districts of Takhar and
Badakhshan, through support, guidance to District Managers and their staff at various
locations of the provinces.
 Ensure field staff are trained, properly supervised and continue to improve on
community development and CCAP approaches and OM.
 Manage the performance of key staff reporting through developing and reviewing
their objectives twice a year.
 Attend JV Partner and FP meetings in Kabul on agreed schedule
 Network with agencies not only working in Takhar and Badakshan but throughout
Afghanistan to increase knowledge of programme and learn from other FPs
 Monitor the implementation of CCAP according to the terms of the agreed plans in
project contract, budget, and proposal.
 Ensure that Concern’s approach meets the process as outlined in the JV project
proposal and MRRD’s Operational Manual
 Adapt a flexible approach to CCAP training and make changes when and where
necessary.
 Ensure gender equality in all aspects of CCAP
Capacity Building::
 Ensure that there are regular efforts carried out by district Managers for the capacity
building of staff. And CDC and CCDCs capacity development and successful
delivery of trainings to the intended beneficiaries.
 Assist the district managers to identify staff training needs and organise trainings.
 Organize twice yearly workshops for sharing of experiences, problem solving and
project advancement with all CCAP staff
 Work closely with Concern Worldwide programmes in Afghanistan in identifying
strategies for working with CDCs and CCDCs.
 Ensure Capacity building of MRRD (Afghan Government Ministry of Rural
Rehabilitation and Development) staff such as CLDD within the timeline provided in
the CCAP project proposal in line with CCAP OM.
Evaluation:
 Ensure that evaluation of the programme is carried out where necessary either
internal or external.
 Ensure that lessons learned are shared within Concern and with other FPs.
 Ensure community participatory monitoring team are established at all communities
and each community will have community profile.
 Ensure regular CDC and CCDCs maturity assessment carried out as per the plan.
Reporting:
 Provide internal monthly reports to Program Director.
 Provide external narrative and financial reports for JV partner, CCAP and other
donors as per the schedule agreed (Quarterly).
 Supervise and monitor the collection of success stories for promotion of the CCAP
both internally and externally.
 Prepare and support final report of current CCAP phase in 3 target districts ( package
9)
Networking:
 Represent Concern in JV partner meeting at the provincial, and national level
meetings
 Represent Concern at donor, inter-agency, and FP coordination meetings relevant to
the CCAP Programme.
HR:
 In collaboration and consultation with HR, responsible for the recruitment of all
required staff.
 To directly line-manage relevant project staff such as CCAP district managers,
Documentation officers and core trainers.
 Know and understand Concern’s national staff policy manual.
Finance:
 To directly manage the CCAP budgets provided by MRRD.
 Submit payment invoices to AKDN as JV lead partner through which to
MRRD/Kabul as required based on targets met
 Review management accounts monthly as provided by the Finance Dept.
 Follow up with AKDN and MRRD/Kabul on payment of invoices.

Security:
 To ensure that all project staff are aware of Concern’s security management system,
including security guidelines.
 Know and understand the Concern Security Manual.
 Follow and comply with Concern’s security procedures.
Others:
 To ensure that CCAP is carried out according to the OM in line with Concern
policies and field staff complies with the policies especially the 4P policy
(Programme Participants Protection Policy).
 To participate in programme meetings, and any other events organised for staff.
 Manage the CCAP programme according to agreed plans and budget in the contract
with MRRD and AKDN.
 Ensure the recruitment and retention of necessary programme staff.
 Ensure Documentation of project progress accurately.
CHS & Emergency:

Qualifications, Qualification & Experience:
Experience, skills:  Education (Bachelor level or Master) Advanced degree in humanitarian aid, rural
development, community development, organisational and institutional capacity
building and development.
 Bachelor degree on rural development and or relevant field previous experience with
CCAP/NSP.
Experience Required:
 At least three years previous experience in a role directly involved with managing
and implementing community development programmes or partner/local institution
organisational capacity development programmes. At least two years’ experience of
managing a team of national staff.
 Previous experience (one year or more) of working as a trainer in an area related to
the objective of this job.

 Strong planning and organisational skills
 Knowledge and experience of a range of participatory approaches
 Knowledge and experience of community conflict resolution approaches
 Strong communication, facilitation, training and interpersonal skills
 Commitment to using security-conscious approaches in all aspects of work
 Able to cope with a lot of travel (mainly by car along bumpy dirt roads)
 Empathy with organisational goals & objectives
Desirable:
 Knowledge and experience of project cycle management
 Strong writing skills
 Strong computer skills – Word, Excel, Outlook, Access
 Patience, sense of humour, and an appropriate mixture of optimism and realism
 Fluent English, reading and writing.
 Fluent Dari, reading and writing.
