WHAT IS AN INTERNATIONAL
ORGANIZATION?
The term is commonly used to
refer to intergovernmental
organization or groups that are
primarily made up of member-
states.

IO’s are actors in world politics.

They are constituted by
international law as independent
entities, separate from the states
that make them up as their
founders and their members.
International organizations are thus fraught with
conceptual and practical problems. They exist only
because states have created them, and their powers
only apply only to the extent that states consent them.

IO’s shape the politics and controversies among

countries in a number of ways. They can be powerful
forces in their own right, as when an international
court decides that a state is violating its legal
obligations or when the UN sends peace keepers to
intervene in conflict.
