TRAINING ON ZONING ADMINISTRATION AND ENFORCEMENT

March 16-18, 2022

RATIONALE

The Department of Human Settlements and Urban Development (DHSUD) is the primary
agency tasked by law to issue guidelines and provide technical assistance to Local
Government Units in terms of land use planning and zoning implementation.

It is tasked to provide capacity building measures to develop the capacity of local zoning
officers to efficiently and effectively perform their functions.

It is in this note that the ELUPD Division of DHSUD Region 2 proposes the conduct of
the above-stated activity to requesting LGUs and others with newly designated/appointed
zoning officers and LGUs with newly approved Comprehensive Land Use Plans.

METHODOLOGY

A face to face training will be conducted on March 16 to 18, 2022 in Tuguegarao City.

The training will involve discussions on the following subject matter:

1. Overview on Zoning Administration and Enforcement;
2. Functions of the Zoning Officer;
3. Processing and Evaluation of Locational Clearances;
4. Computation of Fees;
5. Minimum Design Standards on Special Projects; and
6. Monitoring and Evaluation.

Workshops and on-site application of the lectures will also be facilitated.

PERSONNEL INVOLVED

Two (2) Provincial Engineers are directed to conduct project monitoring and inspection
in each Local Government Unit. The Provincial Focal Person or the FASCU chief will
also join when necessary. Along with the Provincial Personnel, the cluster officer and the
C/MLGOO will likewise join the undertaking.

Five (5) members of the implementation team of the Local Government Unit will
likewise join the inspection.

In summary, 5 personnel from the DILG and 5 personnel from the

Provincial/City/Municipal Government will participate in the undertaking.

FUNDING REQUIREMENT

A total of Three Hundred Thirteen Thousand Pesos (P313,000.00) will be needed to

finance the monitoring activities of the Provincial Project Development and Management
Unit for the 2nd Semester of Fy 2021. The table below provides the particulars.
