I love the performing arts and the Upper Valley abounds with world class music,
drama and more. For that reason, I was shocked at how pedestrian Alex Hansons
recent article about two opera performances opening this month made it all seem
(Opera companies ready to resonate this year, July 21). Insert ho-hum emoji. The
article featured both Opera North, which is celebrating its 40th year in the Upper
Valley and the Berlin Wagner Group, whose New England-born singers are visiting New
London from Berlin, Germany.
While I am not familiar with the Berlin Wagner Group, I do know Wagners Ring cycle,
which the group plans to reduce from four multi-hour performances to one. However,
the article certainly did nothing to engender my enthusiasm for this visiting
group.
I admit to being a fan of Opera North, which I have been attending for at least two
decades. Why else would I have agreed to chair the board of trustees?
On behalf of all of us who support the wonderful art scene here in the Upper Valley
of New Hampshire and Vermont, I respectfully ask Valley News to give our performing
arts their due appreciation. It is not the number of words that counts, but the
genuine sentiment they convey.

I was inspired when Charity used her own resources to make it possible for a child
to travel to Vermont to be reunited her family. She followed up with the collection
of clothing and toys for this Brattleboro family.
Charity grew up working at her family grocery store in Londonderry. The valuable
lessons she learned stocking shelves and serving customers were the foundation for
the strong, competent person she is today. She has never forgotten her roots and
she understands the challenges of concurrently parenting, working and serving
others .

It appears that Hartford officials has struck The Haven again. First they nixed The
Havens informal hot lunch takeout service. Now it appears they have told The Haven
they must have a connector road between two parking lots which would then leave no
room for the low barrier shelter The Haven has planned, which is badly needed.
Shelter or paved driveway: Which in these difficult times is needed more?
Come on Planning Commision, stop behaving like pea brained bureaucrats and start
using good old New England common sense. You know why bureaucrat is a dirty word,
right? Well dont prove it to be true. Approve the low barrier shelter and forget
the connector road.
And, while youre at it, let The Haven pass out a little hot lunch. The Haven is an
essential organization in our area. The Planning Commission needs to stop
arbitrarily hindering them from doing their good and essential work for the Upper
Valley.

out Saturday by the independent outlet Mediazona, which interviewed two inmates
held in different facilities in different regions of Russia. Numerous reports have
emerged in recent weeks about Wagners alleged new recruiting drive among inmates,
with the private Russian military force ostensibly trying to shore up Russian
forces that have been depleted by heavy losses in the nearly six month war.

commonly known as Putins chef, personally appealed to inmates. They are primarily
interested in murderers and robbers, they treat the drug addicts warily, the same
with the rapists. Its better, he said, for it to not be common killers, but
straight up calculating onesyou will like it with us, he said. In general, he gave
the impression of a mania, one unnamed inmate was quoted telling Mediazona. The
inmate went on to note there seemed to be no coercion to join, though very many did
sign up, he said, estimating that at least 200 inmates eagerly accepted the offer.

said theyd be back for another visit in two or three months if they run out of

Several human rights groups have also reported on Wagners alleged recruiting drive,
including Rus Sidyashaya, which said both inmates and their families have told of
overtures from Wagner, and Gulagu.net, a human rights group that monitors
conditions for prisoners in Russian penal colonies.
Vladimir Osechkin, the founder of the human rights group Gulagu.net, wrote on
Facebook recently that a prisoner at a high-security facility had spoken of the
Putin crony Prigozhin arriving by helicopter in late July and convincing about 150
inmates to join the war.

The man identified by inmates as Prigozhin reportedly tried to relate with them by
noting hed served prison time himself, according to Mediazona.
So far, according to the independent outlet Verstka, which has also closely covered
the alleged Wagner recruiting drive, the mercenary group has recruited more than
1,000 inmates at 17 different penal colonies throughout Russia.

Northeast Donetsk
The only military action in this region was limited to artillery exchanges with
both Ukrainian and Russian forces targeting ground lines of communication (GLOC
supply lines) and working on holding troops in defensive positions.
Bakhmut
Terrorist forces of the Imperial Legion fighting for Private Military Company (PMC)
Wagner Group supported by elements of the 1st and 2nd Army Corps of the Donetsk
(DNR) and Luhansk (LNR) Peoples Republics attempted to advance on Bakhmutske,
Soledar, and Yakovlivka. They were unsuccessful at moving the line of conflict.
In the Bakhmut area, PMC Wagner attempted to advance on Bakhmut and Vershyna from
Pokrovske. They were unsuccessful. Ukrainian forces destroyed at least one bridge
that leads into Bakhmut, taking up defensive positions.
Russian forces continue to focus their resources and the largest attacks in Ukraine
on Avdiivka and Pisky. Elements of the 1st Army Corps of the DNR and the 2nd Army
Corps of the LNR attempted to advance into both settlements with no success.
Russian forces attempted advances on Niu York and Krasnohorivka north of Avdiivka.
Additionally, they attempted to advance on Avdiivka from Spartak and Donetsk both
advances were unsuccessful.
In Pisky, Russian and Ukrainian forces are trading control of the middle-third of
the settlement, with Rusian forces advancing from Lozove and the recently captured
Butivka Mine ventilation shaft compound.
Kharkiv
North of Kharkiv, Ukrainian and Russian forces fought positional battles near
Vesele, Borshchova, and Pytomnsk. The front is frozen northwest, north, and
northeast of the city, with both belligerents slowly drawing down offensive
capabilities.
Kherson
Ukraine hit an ammunition depot in Tokmak, causing a large fire with secondary
explosions. Operational Command South reported that ammunition depots in Berislav
and Kherson were destroyed.
Ukraine also targeted the command posts of the 76th Airborne Assault Division and
49th Combined Arms Army.
Russian VDV forces supported by tanks attacked Ukrainian positions on the Inhulets
River bridgehead at Lozove from Sukhyi Stavok but were unsuccessful.

Energoatom claims that Russian forces launched a false flag attack on the
Zaporizhzhia Nuclear Power Plant, firing rockets from MLRS that landed near one of
the reactor houses. It was reported that a nitrogen-oxygen station and the combined
auxiliary building were badly damaged, but there were no casualties or release of
radiation. Before the shelling, Russian Rosatom representatives hurriedly left the
station.
Sumy
Dmytro Zhivytsky, Sumy Region Administrative and Military Governor, reported that
Seredyna-Buda, Esman, and Hlukhiv were shelled. There was one casualty.
Chernihiv
In Chernihiv, the settlements of Zaliznyi Mist and Hremyach were shelled by Russian
forces over the international border. There wasnt additional information on damage
or casualties.

Russia, France, and now the US. Its like a new Cold War is playing out in Africa,
William Gumede, director of Democracy Works, told AP, ahead of US Secretary of
State Antony Blinkens three-nation African tour.
It follows the tours of Russian Foreign Minister Sergei Lavrov, who visited Egypt,
Uganda, Ethiopia and the Republic of Congo to rally support for Russia amid its
ongoing war in Ukraine, and of French President Emmanuel Macron, who visited
Cameroon, Benin and Guinea-Bissau with the aim of renewing Frances relations with
the African continent. US Agency for International Development head Samantha Power
and US ambassador to the UN Linda Thomas-Greenfield also embarked on Africa tours
of their own.
The trip is Blinkens second to Africa since being appointed secretary of state. His
first visit in November 2021 was aimed at resetting US-African relations following
Donald Trumps presidency, demonstrating the US commitment to democracy and showing
that the US cares about its relationship with African countries, according to
Douglas Yates, a political scientist specialised in African politics who teaches at
the American Graduate School in Paris.
Blinken visited Kenya, Senegal and Nigeria during his 2021 tour, three countries
that meet the minimum requirements for democracies and have all come out of
military rule, Yates said.
Since Trumps presidential term, during which the US pulled out from a number of
initiatives important to South Africa, including the Paris Climate Agreement and
the Green Climate Fund, South Africa has seen the US as an unreliable partner,
Yates said.
As such, the US, South Africas second-largest trading partner in 2021, is trying to
get South Africa back in the fold, he said.
Blinken has been given authorisation for such a mission by H.R. 7311, the
Countering Malign Russian Activities in Africa Act, which the US House of
Representatives passed on April 27, 2022. So-called malign Russian activities
include the use of hard and soft power to expand Moscows influence on the
continent.
Russian hard power includes the Wagner Group, a mercenary group with apparent links
to Moscow that is present in many countries including the Central African Republic,
Sudan and Mali. The group has been sanctioned by the EU for fuelling violence,
looting natural resources and intimidating civilians. Russian soft power includes
the use of social and official media to disseminate anti-Western and anti-democracy
propaganda.
Blinken has carefully selected the three countries he will visit, as, excepting
South Africa, they [DR Congo and Rwanda] are not considered models of democracy and
the US wants to make sure these countries are on their side, as they have military
capacity, which they can use to counter Moscows influence, Yates said.
South Africa, like 16 other African countries, abstained from voting on the UN
resolution condemning the Russian invasion of Ukraine, while DR Congo and Rwanda
voted for it. Furthermore, South African President Cyril Ramaphosa refused to
condemn Russias invasion. South Africa is part of the BRICS group, composed of
Brazil, Russia, India, China and South Africa, countries that are seen as the
worlds leading emerging market economies. While Russias February 24 invasion
resulted in widespread condemnation from G7 countries and their allies, the only
BRICS country to support the UN resolution was Brazil, with South Africa, China and
India abstaining.
The South Africa visit and the Africa trip as a whole would be a major success for
Blinken if he managed to get a statement from Ramaphosa condemning the Russian
invasion of Ukraine and ensure that South Africa does not migrate to the Russian
camp, Yates said.
This is not just a shaking hands with different officials trip, but rather a
policy-oriented one, he said.
After his visit to South Africa, Blinken will head to DR Congo from August 9 to 10,
when he is expected to state US support for regional efforts, led by Kenya and
Angola, to advance peace in eastern DR Congo and the broader Great Lakes region.
Blinkens last stop will be in Rwanda from August 10 to 11, where he will meet for
the first time with President Paul Kagame, whom DR Congo has accused of supporting
the M23 rebel group in eastern DR Congo. In both the DRC and Rwanda, the secretary
will highlight the need for respect for territorial integrity and explore how the
United States can support efforts to reduce tensions, US assistant secretary of
state for African affairs Molly Phee, who will be accompanying Blinken on his tour,
told The Africa Report.
Yates said that in addition to these official reasons for visiting DR Congo and
Rwanda, behind the scenes, this is about developing a strategy to counter Russian
influence in Africa and its efforts to undermine democracy. If Rwanda, DR Congo and
South Africa are stable allies, they will be able to contain Russian influence and
ensure it doesnt spread south of the equator, to countries like Madagascar and
Mozambique.
Despite Rwandas small size, it has the most impactful military in the region, he
added.
One of the many reasons some African countries have not taken a stance on the war
in Ukraine is the continents historical relationship with the former Soviet Union,
which supported several independence movements in Africa diplomatically, and
eventually, financially and militarily against European colonial masters.
According to Russias TASS news agency, Lavrov, in an article for the African media
published on the foreign ministrys website, said that Russia does not impose
anything on anyone or [tell] others how to live. We treat with great respect the
sovereignty of the States of Africa, and their inalienable right to determine the
path of their development for themselves.
The challenge that Blinken, along with other Western powers, seems to be facing is
that many African countries simply do not want to get entangled in what appears to
be a new cold war between the US and Russia and have to adopt a definite position.

The report, prepared by UN experts and presented to the Security Council, includes
eyewitness accounts of the arrival of "white-skinned soldiers" in the Malian town
of Robinet El Ataye, in the Segou region. At least 33 civilians were killed there
on March 5, including 29 Mauritanians and 4 Malians.
These "soldiers" proceeded "to round up the men and older children, tied their
hands behind their backs and blindfolded them", according to a witness, adding that
they were subsequently arrested in the center of the village and the surrounding
houses were ransacked.
Apparently and according to the document, the soldiers began to beat the men, who
were blindfolded and already immobilized, with truncheons and clubs, while other
assailants "blocked the entrances to nearby houses and told the women and children
to stay inside".
"They could only hear the screams of the men as they beat them," according to
witness.
They then took as many as 34 men, including 29 Mauritanians and four Malians, whose
charred remains were discovered nearby the next day, according to testimonies
collected.
The Russian mercenary group Wagner, which provides troops to Mali's military junta,
is not mentioned in the report but DPA agency sources indicate that experts have no
doubt that the mercenaries described were provided by the Kremlin-linked
organization.
Among the evidence there is evidence that these military personnel used a type of
rope that matches the one used by the Russian Army.
Since the coup d'etat in May 2021, Mali has been under the rule of a military junta
with close ties to Russia and its Wagner mercenary group.

Time for the U.S. to Cut the Saudis off in Yemen
The war in Yemen broke out in 2014 when Iranian-backed Houthi rebels overthrew
Abdrabbuh Mansour Hadis government. Because the Houthi rebels were supported by
Iran, the Saudis intervened in 2015. The United States has provided intelligence
and logistical support for Saudi Arabias war in Yemen.
While the United States has limited itself, in President Bidens words, to support
and help Saudi Arabia defend its sovereignty and its territorial integrity and its
people, many critics of Riyad consider any logistical support to be a bridge too
far.
Nearly 50 members of Congress introduced a resolution earlier this year to end U.S.
involvement in the Yemen war. The resolution calls to end U.S. support for the
Saudi-led coalition that includes providing spare parts, intelligence sharing, and
other logistical support.
In 2013, the Rapid Support Forces was officially formed under the supervision of
the National Intelligence and Security Service, but in 2017, the Sudanese
parliament passed a law that brought the Rapid Support Forces under the army and
under the direct authority of the president. The Rapid Support Forces were utilized
by the Sudanese government to fight rebel groups in Darfur, South Kordofan, and the
Blue Nile regions in the country.
Mohamed Hamdan Dagalo, previously the Deputy Chairman of the Transitional Military
Council following Sudans 2019 coup, has led the militia since 2013. The day after
Russia invaded Ukraine, Dagalo visited Moscow and openly showed his support for
Russias invasion.
It has been speculated that Dagalo discussed an agreement between his government
and the Wagner Group. The Sudanese government has strenuously denied that the
Wagner Group is operating in the country or that Sudan has any sort of agreement
with the group. They alleged that the Russian Wagner security company was present
in Sudan and carrying out training, mining, and other illegal activitieswhich the
government of Sudan denies completely, the Sudanese government said in a statement
after Western officials suggested the group was active in the country.
Upon his return home, Dagalo welcomed the idea of building a Russian naval base in
eastern Sudan, one more gesture of his long-term interests with the Russians.
The Rapid Support Forces destabilizing role has even extended to Libya, where it
gained a foothold in the Libyan conflict, sending its soldiers to back Khalifa
Haftar and to protect oil installations in the region. According to news reports,
4,000 Sudanese forces were deployed to Libya in 2019. These troops were accused of
attacking civilians and committing numerous crimes.
One of the primary financial sources that support Dagalos militia is the Yemen war.
Dagalos forces have been fighting at the behest of the Saudis for years. They have
been helping the Saudis secure their border, helping to capture many northeastern
cities and towns in Yemen, and creating a buffer zone in the northern region. In
December 2019, after the overthrow of Omar al-Bashirs regime, Dagalo reaffirmed his
commitment to the Saudi-led coalition.
Sudans involvement in the Yemen war does indeed reflect its bloody and exploitative
background and comes with many human rights violations. A report by the New York
Times exposed that the militia recruited children from Darfur and sent them to
Yemen. Some of these children are as young as 14 years old, and even worse, the
same report mentions that these children make up somewhere close to 40% of the
militia fighters.
Previous attempts to withdraw U.S. support for Saudi Arabia were hamstrung by
former President Donald Trump. In April 2019, he vetoed a bipartisan measure that
would have stopped the U.S. from providing intelligence support and targeting
assistance to the Saudi-led coalition. In a letter to the U.S. Senate, Trump said
that the measure is an unnecessary [and a] dangerous attempt to weaken my
constitutional authorities, endangering the lives of American citizens and brave
service members, both today and in the future.
Its time for the U.S. to stop creating a fertile ground that Sudans militia is
using to nurture and grow. Yemens ongoing humanitarian crisis is feeding Dagalos
militia with money and is having a destabilizing effect. This is a long-awaited
resolution, legislators should act and understand the serious harm of delaying
passing it and should hold the government accountable and not let it sacrifice the
stability and peace of the region in exchange for immediate economic interests with
the Saudi regime.

recruited detainees to join the fighting in Ukraine. That is according to new
reporting published Saturday by independent media agency Mediazona, which
interviewed two prisoners held in different facilities in different regions of
Russia. In recent weeks, numerous reports have emerged of Wagners alleged newfound
recruitment drive, with the private Russian armed forces ostensibly trying to
support Russian forces depleted by heavy casualties in the nearly six-month-long

this appears to be the first time Yevgeny Prigozhin, commonly known as Putins

A prisoner in a penal colony in Plavsk, in the Tula region, told mediazona inmates
received a visit from Prigozhin on July 25 in which he allegedly said: I have
special authority from the president, I dont give a fuck, I have to win this damn
war at all costs.
After the visits, during which Prigozhin was allegedly accompanied by other Wagner
representatives, the use of telephones by prisoners was reportedly blocked. And
according to a friend of one of the prisoners in Plavsk, Wagners representatives
said they would be back in two or three months for another visit if the first wave
of recruits run out.
Several human rights groups have also reported on Wagners alleged recruitment
drive, including Russian Sidyashaya, who said both inmates and their families have
talked about Wagners rapprochement, and Gulagu.net, a human rights group that
monitors the conditions of prisoners in Russian penal colonies.
Vladimir Osechkin, the founder of the human rights group Gulagu.net, recently wrote
on Facebook that a prisoner in a high-security facility had spoken about Putins
friend Prigozhin arriving by helicopter in late July and convincing about 150
prisoners to join the war. .
The man identified by inmates as Prigozhin reportedly tried to deal with them by
noting that he had served jail time himself, Mediazona said.
According to TBEN outlet Verstka, which has also closely followed the alleged
Wagner recruitment drive, the group of mercenaries recruited more than 1,000
prisoners in 17 different penal colonies across Russia.
In a statement to Verstka about Wagners alleged recruitment drive for the war in
Ukraine, the press office of Prigozhins company Concord Management reportedly
returned comments from the businessman in which he avoided answering directly when
recruiting prisoners, but admitted that he [penal] colonies in the 1980s.
