SEX WORK

NOT:
There is a tension in the laws regulating sex work in the Philippines. The Revised Penal
Code, enacted in 1930, criminalises the sale of sex and defines prostitutes as 'women who,
for money or profit, habitually indulge in sexual intercourse or lascivious conduct. ' It imposes
fines or imprisonment on offenders.

Philippine Commission on Women (PCW), the government’s policy-making body on gender

equality and women’s empowerment, calls for the decriminalization of persons in
prostitution.
INSTEAD, WE CAN DECRIMINALIZE RATHER THAN LEGALIZE SEX WORK.

We are advocating for the decriminalization of prostituted persons so that they will no longer
be arrested, treated and fined like criminals, but we are not in favor of legalizing prostitution

YES:
Legalizing sex work was more largely considered to be legitimate work rather than criminal
activity. In order to further protect the rights of these workers.

The most well-known country to have legalized prostitution is the Netherlands, where sex
work has been legal for almost twenty years. Bringing the industry out of the black market
and imposing strict regulations has improved the safety of sex workers.

Not only does sex work become safer when it is regulated, but legalization also works to
weed out the black market that exists for prostitution, thereby making women safer overall.

By legalizing sex work will provide many other positive externalities, including tax revenue,
reduction in sexually transmitted diseases, and reallocation of law enforcement resources.
