PERSONAL NOTES
This School Learning Action Cell exposes the recurring problem of academic dishonesty
in schools which became worse during this pandemic as the difficulties of distance learning
push most of the learners to their limits.
Academic dishonesty undermines these assessments along with the entire learning system.
It creates the illusion that the learner has mastered subject matter when that is not the case.
That may benefit them in the short term, but it catches up with them eventually.
Preserving academic integrity and excellence is more complicated in an online learning
environment. Unique challenges, like whether cheating will increase as students work and
take tests away from the eyes of instructors, are presented when students use devices to
facilitate their learning. But it’s not a lost cause.
Mr. Jessie P. Dunca, Head of the ESP Department, exposed the anomaly which became
known as the “On-line Kopyahan” pages in social media platforms. According to this exposé,
there are students who are uploading and downloading answers to their modules from the said
social media pages – a practice that is considered CHEATING. This problem is not just
happening in a local scale, but nationwide that is why the whole of the Education sector is
involved for that matter. According to Mr. Dungca, this problem is rooted from the degrading
morality of students due to the lack of monitoring and correcting from parents and teachers as
figures of authority.
Mrs. Maria Sherita Takagi, the next discussant, reported about the different practices
which are considered under academic dishonesty. To name a few, these are plagiarism,
fabrication or falsification, sabotage, contract cheating. These immoral practices are
widely done, not only by students but also by professionals and adults, which shows
the depreciating morals of our society. According to her, these corrupt practices must
be put to stop, and it can only be done by practicing integrity and standing by that
virtue.

PERSONAL NOTES

Good governance is almost always a contentious topic. The way public institutions manage
public affairs and public resources is something that draws controversy and criticism. This
also concerns us to the very core. Why? As the premiere human resource institution of the
Philippine bureaucracy, our work cuts across human resource management, organization
development, national development, and anti-corruption.

Historically, the CSC was created to uphold a merit-based recruitment system. We should
take this in the context of reversing the growing culture of corruption in the colonial
government, where positions could be bought and officials could be bribed. This means only
the best and the brightest should be in the government service. The rationale behind this is
that excellent human resource equals excellent public service. From a bureau in the early
1900s to a Commission in the 1950s and onwards, the CSC has assumed many roles in the
broad range of HR functions, all in a bid to rid the bureaucracy of corrupt and mediocre
practices.
