For and on behalf of the Food Corporation of India (hereinafter called the Corporation) the Divisional Manager,
Food Corporation of India, Divisional Office, Moradabad invites online tender/Bids UNDER TWO BID SYSTEM at
Government E Marketing Portal (URL: https://gem.gov.in) from Experienced/ Sole Proprietary concern or Registered
Partnership Firm or a Private Limited Company or a Public Limited Company incorporated in India for appointment of
Mandi Transport Contractor (MTC) for food grains and allied material etc. of under mentioned Wheat Purchase Centre/
Depot (as specified in the table below) of Divisional Office, Moradabad for a period of 06 months.

IMPORTANT :-

1. Cost of each Tender/Bid Form will be Rs. 500/- + Rs. 90/-(GST)=Rs.590/- (Non refundable).
2. No negotiation will be held wth any of the bidders/ tender/Bider who participate in this tender/Bid. Hence
tender/Biders/ Bidders are requested to indicate their lowest rates at the very first instance.
3. Tender/Bid/Bid documents may be downloaded from Government E-Marketing Portal https://gem.gov.in
Suppliers who have not registered in GeM portal should enroll/register before participating through the
website https://gem.gov.in. The portal enrolment is free of cost. Bidders are advised to go through
instructions provided at Annexure-A regarding ‘instructions for online Bid Submission’.
4. Tender/Biders can access tender/Bid/Bid documents on the website fill them with all relevant information
and submit the completed tender/Bid document into electronic tender/Bid on the website https://gem.gov.in
Tender/Bids and supporting documents should be uploaded through Government E-Marketing portal. Hard
copy of the tender/Bid document will not be accepted.
5. Corrigendum to the Tender/Bid Notice, if any shall be issued/ available online only Prospective Bidders are
requested to view website regularly.
6. Tender/Biders are also requested to furnish the following details, while submitting thier tender/Bids
1. Name of party as mentioned in Bank A/C.
2. Bank A/C No. and Name of Bank
3. Nature of A/C (Current/Saving)
4. IFSC No.
5. MICR No.
6. E-mail ID and Fax Number.
7. The tender/Bid shall be submitted online in two parts, viz., technical bid and price bid. All supporting
documents except tender/Bid document have to be scanned and uploaded in Technical Bid. Price Bid as
prescribed by GeM, has to be submitted in absolute rupess per quintal for transportation of Paddy/CMR for
upto 8 km (1st Slab) and encrypted at the requisite places in the Government e-Marketplace. Separate bid
has to be submitted for each purchase center.
8. Submission of incomplete tender/Bid will not be considered nor shall the organization entertain any
queries/persons, whatsoever, on the subject.
9. THE TECHNICAL BID SHALL INCLUDE THE FOLLOWING:
1. Each page duly signed and stamped Tender/Bid form should be uploaded.
2. Proof details of Earnest Money Deposit, Add. EMD and cost of tender/Bid form with receipt if any
should be uploaded (UTR/Transaction No and date, amount should be clearly readable).
3. Attested copy of Registered Deed Partnership/Memorandum and Articles of Association/ Bye Laws/
registration certificate etc. as applicable.
4. Attested Power of attorney in favour of person signing the tender/Bid and other documents.
5. Attested Certificate of experience and details there of (Ref. para-3 of MTF)
6. Duly audited Balance Sheet of relevant completed years for which experience certificate has been
submitted by the tender/Bider.
7. Self attested Copy of Income Tax /PAN Card of firm/Individual.
8. Self attested Copy of GSTIN.
9. Self attested Copy of MSME/Udyam/UAM registration.
10. Self attested Copy of ITR of previous three financial/assessment years.
11. Self attested Copy of Identity proof of person siging bid.
12. Self attested copy of registration under EPFO/ESIC.
10. Tender/Bidder have to bring the original documents as uploaded during applying for participation in
the tender/Bid after opening of technical bid for verification of documents.
11. Apart from above, tender/Bider will also be bound by all the rules and regulations of GST.
12. The above paddy purchase center is of tentative nature. In case, the purchase center shifted to any
other place due to any reasons the MTC will be liable to work in that center at the same rate and
conditions.
13. The tender/Bider who have credited EMD to FCI Account but due to some reason could not
submitted online tender/Bid shall inform Divisional Office, Moradabad for refund within 30 days.
Opening of technical bid otherwise EMD will be subject to forfeit. The decision to release EMD will
be final of Divisional Manager, Moradabad.
14. The Food Corporation of India reserves the right to reject any or all tender/Bids without assigning any
reasons.

Every handling and transport contractor whose tender/Bid is accepted by the Corporation shall immediately
apply for license to the prescribed licensing authority through the FCI (Principal Employer) in terms and section 12 of the
Contract Labour (R&A) Rules 1971 before entering upon any work under the contract.
The prospective tender/Bider should have E.S.I Code No. for Handling and Transport Contracts in notified areas.
The Food Corporation of India reserves the right to reject any or all tender/Bids without assigning any
reasons.
