Re: Not accepting assets from non-
state budget capital

Attention to: Power companies nationwide

Pursuant to Document No. 2281/EVN-TCKT dated 4 May 2022 of the Vietnam Electricity
Corporation is on the process of accounting of assets received off-budget.

Vietnam Electricity Corporation requires subsidiary units not to accept assets from capital
sources outside the state budget until there are written instructions from competent State
agencies.

The Corporation requires the Power Companies to:

1. Do not accept assets from capital sources outside the state budget under the direction of
the Electricity of Vietnam in Document No. 2281/EVN-TCKT.

2. Report on the actual volume and value of assets with capital sources other than the state
budget which are currently accepting from 1 January 2022 until now (completed signing
the handover minutes with customers) and report difficulties and problems (if any) to the
Corporation before the date of 10 May 2022.

The subsidiary units are requested to strictly follow the above instructions.
