MESSAGE
Dear Patrons,

Greetings!!

I would like to thank you all for the feedback provided on present policies/procedures and
accreditation services. We will review and make necessary changes as committed in the
stakeholders meeting.

I take this opportunity to request you all to visit NABL website/ portal regularly where
announcements/ meetings/ events information are made available and updated for the
benefit of CABs.

Hope you have experienced the improvement in workability of NABL web portal. We have
also removed ''submission of application for onsite surveillance activity'' tab from portal.
NABL will initiate the process to conduct the onsite surveillance assessment for existing
accredited scope of the CAB. This process will be completed within 10-12 months from the
date of grant of accreditation.

Laboratories are encouraged to explore business opportunities in the area of testing Electric
Vehicle Chargers (IS 17017 Part 1/IEC 61851-1, IEC 61851-23), testing of PVC Resins (IS 4669,
IS 10151), testing of fan motor for Evaporative Coolers/ Desert Coolers (IS 3315, IS 2312),
testing of Gang Operated Air Break (GOAB) Switches (IS 9920 Part 1 -4) and testing of Bio
Degradable Plastics (IS/ISO 17088).

Hope the above information will benefit labs which are looking ahead to expand their scope
of accreditation. We were also thinking of introducing a page in the newsletter about lab's
contribution (to motivate other labs) and from next newsletter onwards, it will appear under
'Achievements of labs'. Request to provide us the information to publish.

July 2022 at Jamshedpur. Around 20

8th SAARC SEGA Meeting, Mr. Avijit Das, Sr. Director and Mr. Sumit

(SEGA) held on 30 June - 1 July 2022
through virtual mode. The meeting was

As we all are aware that single use plastic is

banned wef. 01.07.22 and it is being
replaced by bio-degradable or compostable
plastic. Such plastics undergo complete
degradation by biological processes under
ambient environmental conditions in the
specified time periods, without leaving any
micro plastics, or visible, distinguishable or
toxic residue, which have adverse
environment impacts.

The Plastic Waste Management (second
amendment) Rules, dated 6th July, 2022
notified that compostable plastic material
shall confirm to the specification of IS/ISO
17088: 2021 or as amended from time to
time. Biodegradable plastics shall conform
to tentative Indian Standard IS 17899 T:2022
as notified by the Bureau of Indian
Standards, IS 17899 is a tentative/provisional
standard until a standard referred in sub-rule
(3)
of the Plastic Waste Management (Second
Amendment) Rules, 2022 is notified by the
Bureau of Indian standards.

NABL has received several queries from
labs on the implementation of the letter
“Guidelines for improving quality and
standards of laboratories”.
Response to all such emails and letters
dated 18.05.2022, 20.05.2022,
23.05.2022, 24.05.2022, 25.05.2022,
26.05.2022, 27.05.2022, 30.05.2022,
01.06.2022, 02.06.2022, 03.06.2022,
04.06.2022, 06.06.2022, 09.06.2022,
13.06.2022, 14.06.2022, 20.06.2022,
22.06.2022, 23.06.2022, 02.07.2022,
03.07.2022, 15.07.2022, 16.07.2022,
21.07.2022 are mentioned below and no
separate replies will be sent.
The use of QR code is mandatory on all
test reports (containing only accredited
parameters) issued by the laboratory. QR
code is given by NABL and is available on
the accreditation certificate issued to the
laboratory. It is to be placed on the
reports issued by the laboratory to enable
customer to authenticate the accredited
scope.
Laboratories are encouraged to include
the calculated parameters in scope of
accreditation.
NABL will explore options to provide or
recommend any app or software to
generate QR code or its CDR format. The
method to copy and use the QR code
given in accreditation certificate is
explained in detail in this newsletter.

Selecting the position of QR code on reports
can be decided by the laboratory. No
internet connection is required for placing
the QR code given on NABL accreditation
certificate. In case the scope of the
laboratory changes, the QR code issued by
NABL will reflect the same. The QR code is
not related to change in laboratory
personnel or surveillance undertaken by the
laboratory. The QR code on all test
reports/calibration certificates issued should
be such that it can be scanned using any QR
scanning application available on mobile /
any other device to authenticate and
reproduce the test report/calibration
certificate online.
For safeguarding against fake test reports
the QR code of the complete authorized test
report / calibration certificate has to be
generated by the laboratory. The test reports
and / or calibration certificates can be
uploaded on blockchain portal through
“upload calibration certificate / test report”
option on the NABL web portal.
Confidentiality of uploaded reports is fully
ensured. The reports are not required for
NABL use and are not accessible to NABL.
This has been done to eliminate fraudulent
practices and to increase credibility of
laboratories. Each report generated by the
laboratory under the NABL accredited scope
is to be uploaded on blockchain portal.
There is no limit on the number of test
reports that can be uploaded. Customers
apprehensive of the confidentiality breach
have to be informed by the laboratory that

to NABL accredited laboratories. It is
simple and user-friendly. No separate
training or orientation is required to use
the same. Lab can upload calibration
certificates/test reports as per their
convenience at the earliest.

TESTING LABORATORIES

Several NABL laboratories are having NABL accredited medical laboratories,

patient care activities, medical devices
are also used by medical testing
laboratories in carrying out activities
related to testing. There may be events in
which some of these devices may not
perform as per the requirements. This may
lead to serious adverse events like, events
of false negative or false positive results
associated with in-vitro diagnostics. This
is a cause of serious concern.

FSSAI APPROVED TEST METHODS FOR

TESTING OF FORTIFICANTS (VITAMIN B9,
VITAMIN B12 & IRON) IN FORTIFIED RICE
AND RICE KERNELS
As per the directive of our Hon'ble Prime
Minister, the rice to be supplied through
the Public Distribution System (PDS) has
to be fortified. Therefore, there is a need
to develop a robust testing network of
labs (Private and Government) in the
country for testing of fortified rice and
rice kernels. In order to meet this
requirement, FSSAI approved test
methods are being included in the
Method Manual of FSSAI.

Method for Determination of

Cyanocobalamin (Vitamin B12) in
Fortified Rice.
Method for Determination of Iron in
Fortified Rice.
Method for Determination of Folic
Acid (Vitamin B9) in Fortified Rice.

Laboratories are encouraged to apply for

NABL accreditation for the analysis of
Iron, Vitamin 9, and Vitamin B 12 in
fortified rice and rice kernels as per the
FSSAI approved test methods. Please find

CLARIFICATION ON NABL SYMBOL
Clarification regarding permission
from NABL to use NABL Accredited
CAB Combined ILAC MRA Mark
If any NABL accredited CAB wishes to use
the NABL accredited CAB combined ILAC
MRA mark, they shall need to fill in the
Appendix ‘A’- Agreement for use of NABL
accredited CAB combined ILAC MRA
mark and submit it to NABL.
The NABL accredited CAB shall use the
NABL accredited CAB combined ILAC
MRA mark only after getting written
permission from NABL.
The permission granted from NABL to
accredited CAB for use of NABL
Accredited CAB combined ILAC MRA
mark is valid only up to the date of
validity mentioned in the accreditation
certificate and agreement.
In case of renewal of accreditation, CAB
is required to seek fresh permission for
use of NABL accredited CAB combined
ILAC MRA mark in the renewed
accreditation cycle even though there
may be no break in continuity of
accreditation between two accreditation
cycles, (for eg. a CAB whose
accreditation cycle was 03.06.2020-
02.06.2022, got renewed without break
in continuity of accreditation from
previous cycle to the next. For the new
cycle i.e, 03.06.2022- 02.06.2024 CAB
is required to seek fresh permission from
NABL for use of NABL accredited CAB
combined ILAC MRA mark.

NABL shall only grant permission to use ‘NABL
accredited CAB combined ILAC MRA mark’
to NABL accredited CABs established in
economies where the ILAC MRA mark is
registered, or where an application for
registration has been lodged and
registration is pending.
NABL shall not permit the use of NABL
accredited CAB combined ILAC MRA mark to
the CAB, if there is any on-going complaint
against that particular CAB.
The NABL accredited CAB combined ILAC
MRA mark shall be reproduced only as per
the copy of the image provided by NABL.
The NABL accredited CAB combined ILAC
MRA mark is for use only in reports /
certificates issued by the accredited CAB
during the accredited period. It shall not be
used in any other way by the accredited
CAB.
The accredited CAB can issue report /
certificate with NABL accredited CAB
combined ILAC MRA mark only for the
accredited scope.
The ILAC MRA mark shall be positioned at
the left side of the NABL symbol, but shall
appear in close proximity to each other.

Any violation of NABL 133 and mis-use / misrepresentation of
