emergency admissions------- reduced the inefficiencies of the system
 Arrangements with unions to increase flexibility and productivity
 Medical cards to improve coverage to poor people

impact of this measures

 In the short term, positive impact (more people covered by the medical cards specially
important to poor people, more output of the health system with less input, less
waiting times)
 In the long run not so positive, (less people covered by medical cards, more waiting
times, etc) MORE RESOURCES NEEDED!!!
