II. Project Summary

World Vision Development Foundation (WVDF) in partnership with the

Department of Education signed a Memorandum of Agreement (MOA) in

2019 for the Brigada Pagbasa Program.


The Brigada Pagbasa Program is a national movement for reading that

aims to bring together all education champions and supporters to

contribute to nation building by helping all Filipino children enhance their

reading skills in the context of partnership. This is to support the DepEd’s

goal to provide children access to quality education.

Brigada Pagbasa has its own legal bases:

• DepEd Memorandum No. 173, s. 2019 dated November 22, 2019, from

Secretary Leonor Magtolis Briones, DepEd-Central Office entitled “HAMON:

BAWAT BATA BUMABASA (3Bs Initiative)”.

• Republic Act (RA) 9155, also known as the Governance of Basic

Education Act of 2001, provides the overall framework for principal

empowerment by strengthening principal and leadership goals, and local

school-based management within context of transparency and local

accountability.

III. Project Background

Two thousand twenty (2020) is full of uncertainties that are quite difficult

to handle. Natural calamities and unprecedented crisis such as the

infamous COVID-19 have overwhelming impact on individuals and

communities around the world. Schools are not exempted from suffering the

consequences of these situations. Education leaders were greatly affected by

their displacement, the destruction of classrooms and facilities, and the

disruption of all classes and academic activities.


The COVID-19 pandemic has accelerated efforts of the K to 12 educators

around the world in making schools more capable of providing flexible

learning options thus providing innovations that will cater the needs of

learners and different learning facilitators.

Brigada Pagbasa will be an avenue in bringing together education

partners and experts to help struggling learners as identified by the school

to read, count and become functionally literate.

Cabatianuhan Elementary School recognizes the remarkable roles of Ka-

Brigada Pagbasa Volunteers in the attainment of the outcomes that the

school have sought to achieve, all gearing towards one purpose for the

betterment of the learners in terms of literacy and numeracy skills for

nation-building purposes even in these perilous times.

With the name of the project, “Busina Ko, Kabubuwason Mo” brigada

pagbasa volunteers with the assistance of the teachers will go hand in hand

to help struggling learners for this academic year to becoming functionally

literate both in literacy and numeracy. Brigada pagbasa volunteers were

trained on the different strategies and techniques on teaching literacy and

numeracy in order for them to be expert in the teaching and learning

process.

The said project is a 4-month long implementation as patterned in the

World Vision Development Foundation (WVDF) matrix and was adapted by

the different regional offices of the Department of Education. Ka-Brigada

volunteers will teach the identified learners three (3) times a week preferably

Monday, Wednesday and Friday and/or any days based on the availability

of the schedule of the volunteers. Visiting and teaching the learners three (3)

times a week is a must.


Education leaders and institutions must be vigilant in making

educational reforms to further deliver quality and relevant education to all.

Indeed, education must and should continue.

IV. Project Objectives

Project Busina Ko, Kabubuwason Mo has the following objectives:

1. Craft and reproduce quality-assured materials for teaching literacy and

numeracy;

2. Deliver quality instruction that will cater the needs of identified learners;

3. Promote collaboration among teachers and the different stakeholders

within the community.

Expected outcome in this project, struggling learners will become

functionally literate both in literacy and numeracy.

C. Project Risk Management


In order to achieve the targets if this project, different working
committees will be formed. Each one will be given well-defined terms of
duties to perform. Timelines will be made explicit. Evaluation will be
done every now and then to check on the progress of each task.

VII. Monitoring and Evaluation

Lead proponent and volunteers will hold a bimonthly conference


each month to monitor the progress of the learners and find out
different concerns during the implementation of the project.
Pre-test will be administer to identify the reading level of the
learners and if they are numerate and non-numerate.
After the 4-month implementation, posttest will be done to know if
there are progress or not from the learners.
On February 14, 2021, there will be a project evaluation and
appreciation program.
