SYNOPSIS
This report documents a summary of my observations, actions and findings. This fire investigation involved a large
commercial warehouse, which was an Amazon fulfillment center. The fire originated on the roof of the structure, within a
section of solar panels. The fire burned over an area of the roof, approximately 130’ X 160’ in size. The fire caused major
damage to the structure and solar equipment. After my investigation, the cause of the fire was determined to be an
undetermined electrical event within the solar system mounted on top of the roof. The fire cause classification was
Accidental. There were no injuries as a result of this fire.

SOURCE OF ACTIVITY
On Tuesday, April 14, 2020, at approximately 1448 hours, Fresno County Dispatch received a 911 emergency call
reporting a fire at 3575 S. Orange Ave., Fresno CA; in the County of Fresno. A three-alarm commercial response
responded. First arriving fire units reported fire burning on the solar panels mounted on the roof of the structure.

At approximately 1526 hours, while working my normal schedule with the Fresno Fire Department as Staff Investigator, I
logged onto the incident with Fresno County Dispatch. I responded code-two from my office at Fresno Fire Department
(FFD) Headquarters, 911 H Street, Fresno City, CA. I arrived at the fire scene at approximately 1533 hours. I cleared the
fire scene at approximately 1745 hours.

OBSERVATIONS/ACTIONS
Upon my arrival I observed multiple FFD apparatus and personnel on scene in front of a large commercial warehouse
(approximately 880,000 sq/ft) structure. The fire was actively burning and fire personnel were in suppression stage.

I made contact with the Fresno Fire Department (FFD) Battalion Chief Tucker (BC TUCKER) to notify him that I was
available to assist with the investigation. I was assigned to fire the fire origin and cause investigation.

FFD Investigator Mason (INV MASON) also responded to this scene to assist with the investigation. INV MASON
assisted with the investigation by conducting interviews of available parties. Refer to his report (20-022541 DAM) for a
summary of statements received.

INVESTIGATION
My investigation actions and findings are the result of conducting a fire origin and cause investigation including scene
processing, photographing the fire scene, interviews of identified and available parties and taking field notes used to
compile this report.

Systematic Approach
I began my investigation by systematically and methodically walking through the fire scene, from exterior to interior
identifying all available data relevant to determining where and how the fire started. I searched for fire, smoke, and heat
damage and any indicators of fire travel and/or origin.

INTERIOR

INV MASON walked through the interior of the structure. There was no visible fire extension into the structure interior.

EXTERIOR
This fire was limited to the exterior roof of the involved structure. The fire burned over an area of the roof, approximately
130’ X 160’ in size. The fire involved approximately 220 solar panels, 2 inverters and the upper portion of the roof
decking. The fire did not burn through the metal deck of the roof.

Area of Origin (AOO)


FFD Engine 03 (E03) Captain Perkins (CAPT PERKINS) was one of the first firefighters on the roof, and assisted with
suppression of the fire. Per CAPT PERKINS, when he accessed the roof the fire was approximately 25’ X 25’ in size.
CAPT PERKINS directed me to the location of the fire at this time, which was centered near the two inverters on the north
end of the fire.

CAPT PERKINS advised the fire was moving in south, southwest and southeast directions. The fire was backing slowly
to the north.

AOO Competent Ignition Sources


I examined the fire area of origin for competent ignition sources. The only possible ignition sources found were the
electrical components of the roof mounted solar system. There were no other potential ignition sources identified. It is my
opinion the only possible cause of this fire was an electrical event of some kind. A forensic analysis of the solar
equipment is needed in order to determine the event.

CONCLUSION
On Tuesday, April 14, 2020 at approximately 1448 hours a fire occurred on the roof of a large commercial warehouse.
The fire burned over an area of the roof, approximately 130’ X 160’ in size. The fire involved approximately 220 solar
panels, 2 inverters and the upper portion of the roof decking. After investigation it is my opinion, based upon the witness
statements, fire effects and my training and experience, this fire originated as a result of an unknown electrical event
which occurred within the solar system at the location of two inverters located within the fire area of origin. There were no
other possible causes for this fire within the area the fire originated. A forensic exam of the solar equipment is required to
determine the electrical event which caused the fire.
