CHILD PROTECTION/ ANTI-BULLYING POLICY


Prefatory Statement
The School values a healthy and peaceful educational environment. All members of the School community, which includes
students, parents and guardians, and the community members should be made aware of the negative effects that bullying
can have on victims and the School in general, and should work towards ensuring that students can work in an
environment without fear.

The School will do whatever is reasonably necessary and possible within its authority to eradicate bullying in all its
forms.

The School takes a strong stance against bullying.

Bullying is unacceptable in our School and will not be tolerated.

I. Preliminary Provisions
Section 1. Legal Basis. This Policy is adopted in compliance with Republic Act No. 10627, otherwise known as
the “Anti-Bullying Act of 2013.”

Section 2. Scope and Coverage. This Policy applies to the Kindergarten, Elementary, and High School programs
of St. Columban’s College hereafter referred to as the “School.”

Section 3.The following shall be the parties and/or stakeholders in bullying incidents:

II. PRINCIPLES
1. Saint Columban’s College shall be conducive to learning and students shall have the right to education
free from fear;
2. All pupils shall be protected from all forms of abuse and bullying to develop self-esteem and self-
confidence;
3. Saint Columban’s College shall advocate a positive and non-violent mode of disciplining students to
foster self-discipline and to improve self-esteem; General punishment shall not be imposed on any student
in school for the purpose of discipline training or control;
4. The School Principal shall take steps from any forms of abuse and ensure that the appropriate
interventions, counselling and other services are provided for the victims of abuse, violence,
discrimination and bullying;
5. Pupils shall respect the right of others and restrain from committing acts of bullying and peer violence;
6. Parents shall actively involve in all school activities or events that raise awareness on students’ right,
positive discipline and the prevention of bullying.
III. DISCIPLINARY MEASURES
Where students resist or refuse to respond to intervention or preventative strategies to address bullying,
the School will resort to stringent actions to deal with persistent and violent bullying. Disciplinary actions
may or may not be resorted to by the School depending on the circumstances of each case with due
consideration to the age of the students or pupils involved.

IV. CHILD PROTECTION COMMITTEES


The Anti-Bullying Committee. The School’s existing Child Protection Committee (CPC) shall also be
designated as the School’s Anti- Bullying Committee as required under DepEd Order No. 40, series of 2012.

V. CHILD PROTECTION PROCEDURES


a. In an instance when a member of the teaching staff is suspecting or hearing a complain of abuse.
b. Must listen carefully to the student and keep an open mind. Staff should not take decision as to whether or not
the abuse has taken place
c. Must not ask leading questions, that is, a question which suggest its own answer.
d. Must reassure the person but not to give a guarantee of absolute confidentiality. The member of the staff'
should explain that they need to pose the information to the chairperson who will ensure that the correct
action is taken.
e. Must keep a sufficient written record of the conversation. The record should include the date, time and place
of the conversation and the essence of what was said and done by whom and whose presence. The record
should be signed by the person making it which must be kept securely and handed to the chairperson.
f. In other instances, a complaint of abuse should be reported immediately to the chairperson to expedite action
g. Parents will normally be kept inform of any actions to be undertaken under this procedure. If the chairperson
is concerned that disclosing information to parents put a student at risk, or is against it ill of the student's
wishes, she will take further advice from relevant professionals to teaching staff before making a decision to
discuss details with parents.
h. A student against whom an allegation of abuse has been made should be interviewed by the Chairperson and
Guidance Teacher and the school policy on positive and non-violent discipline of students will apply.
VI. SUSPECTED HARM FROM OUTSIDE THE SCHOOL
A pupil who disclosed to his/ her teacher that she is suffering harm from outside the school should be reported to
the chairperson During the interview, the chairperson should sock information with tact and sympathy using open" and
not leading questions A sufficient record should be made of the conversation.

VII. CONFIDENTIALITY AND INFORMATION SHARING


The school will keep all student records confidential allowing disclosures only to those who need the information
to safeguard and promote welfare of the students. The identity or other information’s that may reasonably identify the
student whether victims or offender shall be withheld from the public to protect his or her privacy.

VIII. REFERRAL AND ASSESSMENT


In all cases involving child abuse, the Child Protection Committee (CP) shall accomplish the intake sheet (Annex
B). The school head as the chairperson may refer the victim and the offender in extreme cases involving child abuse, etc
to the Local Social Welfare & Development Officer for assessment. The LSWDO should determine the appropriate
intervention.

IX. RECORD KEEPING


To monitor the keeping, confidentiality and storage of records in relation to child protection, these records should
be stored in a file in the principal's office.

X. POLICY REVIEW
The Child Protection Committee (CP) is responsible for the annual review of this policy and that the list of key
persons on covet sheet is kept up to date.
