2011 HON. HERMINIA M. RAMIRO Governor Province of Misamis Occidental Thru: PD TEODORO M. PALLER DILG Misamis Occidental Dear Governor Ramiro, Philippine President Benigno Simeon C. Aquino III committed to sign the comprehensive peace agreement with in his term of administration. He had expressed support to the continuation and completion of the formal peace talks with all the rebel groups. Members of the different panels had been identified and have resumed peace talks specifically with the Moro Islamic Liberation Front and the National Democratic Front. Local Government Units in the Caraga and Northern Mindanao regions, churches and civil society organizations in the Cagayan, Butuan, Surigao, Tandag, and Malaybalay (CABUSTAM) areas are closely monitoring development issues including the current peace pronouncements of President Noy including the recent peace processes in the country. The incident on the MOA AD between the MILF and then GRP has given everyone a lesson. NEVER AGAIN SHOULD WE GAMBLE FOR PEACE! Peace should not be left only to the hands of the negotiators. We should now contribute solutions and be part of the process. Secretary Jesse Robredo of the DILG mentioned in his speech during the celebration of the 2010 Local Government Code Anniversary that Peace and order is shared responsibility among all stakeholders.
