Chapter 1

Introduction

Project Context

The PNP are typically in charge of upholding law and order, protecting the public, and

stopping, spotting, and looking into illegal activity. the branch of government having

executive, judicial, and legislative powers that is principally responsible for maintaining

public order, safety, and health as well as enforcing laws. The government agency in

charge of criminal activity and public nuisance identification, prosecution, and prevention

. preserve order and determine crime, make preventative arrests, carry out investigations

and detection, manage vehicular traffic, control crowds during festivals, and more. The

cops perform a variety of tasks like this. In order to maintain peace in the society, both

enforces and public or the community should go hand in hand to attained such peace and

order. In the Philippine context, Philippine National Police (PNP) plays a very vital role

in maintaining public safety and crime prevention thus, the PNP shall enforce the law,
prevent and control crimes, maintain peace and order, and ensure public safety and internal

security with the active support of the community.

Now a days, due to the large number of the people who may use the hotline number and

the ease with which it can be repeated, as well as the fact that our police officer is unable

to see the identity of the person who called or gave them the alarm, there is a mixture of

spam and scams in very occurrence. the fact that there is already emergency hotline

established in the country but still there some reports saying that, this emergency hotline

is unreliable. In a report by Inquirer.net, they blame the death of the taxi driver to the

emergency hotline namely the national hotline 911 for it fails to function and respond at

the very moment of the crime. Apparently, just this last September 2020, the DILG had

announced the Philippine Emergency Hotline 911 had resumed its full operation after a

brief hiatus after several of its Emergency Tele communicators were infected with

COVID-19. Thus, these emergency hotlines were necessary, but some unpredictable

instances cause its gaps and lapses to not be reliable all the time. Aside, this hotline is not

remembered by most of the Filipino citizen hence, people are more on high technologies
, and this technology can be used to fill in the lapses and the gaps.

Further, given the above mentioned lapses with the emergency hotlines the researchers

come up with an application that would be more reliable, functioning and easy responds

to reports. Moreover, this give citizens access to emergency responses by making

interactions with the police simpler, more comfortable, and easier. The program is known

as “PNP Responder.” With just one click of this app, you can alert immediately alert the

police that there is a taboo or crime happening and that be easily track because of its

tracking device. Moreover, it also contains a camera that will capture the means of the

crime that will serve as a primary proof or evidence. This application will not be only

beneficial to the people in the society but also to the PNP in order to lessen the number of

prank call they’ve been receiving, without any proofs and evidence.

Purpose and Description

The purpose of this study it to help and provide to create an application that would give

citizens access to emergency responses by making interactions with the police simpler, more
comfortable, and easier. The program is known as "PNP Responder App." One of the contents
of

this application is the camera button that you can use to capture the incident and use it as
evidence

or send to our police. As soon as you open the application, the first thing you will see is the

emergency button at the top of the application. With just one click on it, you can alert our police

that there is a taboo or crime happening and it can be easily reached by the police because it
comes

with a tracking device where the incident takes place. This program satisfies community needs

while also making it simple to locate crime-prone areas. This can be accomplished by uploading

a 15–30 second video of the crime scene while avoiding any disruptive application evidence.
The

admin receives a notification and a reaction right away, along with support from the PNP police.

Objectives

The Tangub City, Misamis Occidental PNP Responder App aims to enhance police

services and community relations.

The objectives of this study include at the following:


 To provide and support the PNP and the community in terms of criminal incidents

and issues.

 To make the PNP have the least amount of time to respond to crime incidents.

 To increase community confidence and effectiveness of police.

 To mitigate spam crime reports.

 To have a fast and immediate reporting of crime incidents

Scope and Limitations

This investigation was conducted to determine the possible information and crime cases

of every individual in Tangub City, Misamis Occidental. This study looked into how can PNP

easily response in an assistance of the situations. Also to provide help and keep the people

safe in the said city without any worries. This provides the community and the PNP police
hotline

and cases. The responder app takes two buttons which are the users and the admin.

 User may able to login through typing phone number as well as the username of
the user. After entering you can find out there will be some features which contains

camera, gestures, SOS. Another thing is both user and admin has FAQ to represent all

queries and information about the application.

 Admin must login their username and the code be given to the super admin to
access

this application.

Significance

This study is significant to the following:

1. Residents

This study is significant to every resident in order for them to easily access general

and specific information relating to their area of residency. This includes easy access on police

officer’s hotline and facilities. Further, it is also significant for them in terms of emergency.

2. PNP Police

This study is also significant to the side of the police officer addressing concerns with

regards to information disseminations.


3. The Future Researchers

This study is also significant and beneficial to future researchers in order for them to have

a prior guide as to the invention of a new related and similar system but with different functions.

Moreover, they can also use this study if they want to alter or improve some parts of the system

for it to be more effective’.

Chapter 2

REVIEW OF RELATED LITERATURE AND RELATED STUDIES

Related Literature

The PNP's customary procedures and initiatives in criminal investigations. Investigators

are mainly concerned with bringing the proper charges and apprehending suspect(s),infrequently

considering the case's airtightness, which is of significance in the prosecution and conviction of

the latter. Case filings by themselves do not assure the conviction of defendants. There have

even been situations where cases due to several errors that may have been prevented, it was filed

right away. The purpose on doing these research is to help and reduce some instances in the

PNP and also the community. According to the Field Manual on Investigation of Crimes of
Violence and Other Crimes(2011); SITG. actions, tasks or lines of inquiry that were not

undertaken but were identified by the review team as requirements being a policy, guidelines,

procedure and good practice, or would have added value to that specific investigation. Calls

coursed through this number include those that require police assistance, fire reports, emergency

medical assistance, search and rescue, and even those that concern chemical, biological,

radiological, nuclear, and explosive (CBRNE) materials.

A lot of people rarely want to be safe in any place that they live, however this research

basically give the best and fastest ways to send reports , alerts, help, and produced the evidence

in the said casualties. As the report a weeks a go month in July, 2022 there are reports about

murders in the city of Cagayan De Oro and until now the case is still not solved. That’s why

having and implementing these application we can easily identify and reports our emergency’s

and in just a click automatically there is a response on it.

Crime through the years. Data show that there was a steady drop in crime rates from 108

per 100,000 people in 2002 to 69 in 2007. It slightly increased the following year to 75 but took

a large jump to 552 in 2009, due to changes in the crime reporting system of the PNP. It must be
noted though that while there was a decrease in (national) overall crime incidence, crime volume

in the National Capital Region (NCR) has increased from 2011 to 2012 by 10 percent. In 2012,

the average monthly crime rate in the NCR is 38.6, a substantial increase from 32.8 in 2011 and

28.2 in 2010 (Crime Statistics, Sepo).

Our social structure mirrors to citizens and communities what we value and how we set

priorities. Social root causes of crime are: inequality, not sharing power, lack of support to

families and neighborhoods, real or perceived inaccessibility to services, lack of leadership in

communities, low value placed on children and individual well-being, the overexposure to

television as a means of recreation (The John Howard Society of Alberta "Crime Prevention

Through Social Development" 1995). Crime can be closely linked to the conditions for children

in our community. There is a strong link between reducing risk and building resilience in

children and decreasing crime. Problems arise when the larger social, political and economic

systems within which children live jeopardize the family's resources and create stress on the

family unit. As a result, the provision of appropriate care and required resources to all children
will have great significance for their long term physical, intellectual, and emotional well-being

and their development into independent, healthy adults.

Review of Related Studies

The Philippine National Police formally launched to the new mobile app named

Police Alert App this App provides an electronic platform for public access to PNP mobile

service. According to this app responder it contains infographics on Project Double Barrel’s

latest updates, drug rehabilitation channels, and how to report a crime to the PNP which also

covers Cybercrime modus operandi and common crimes. This project was made possible

through the unwavering support of the PNP leadership. These systems are mobile apps that will

be installed in smartphones of residents in community. For emergency situations where the

victims don’t have the opportunity to make a call to Emergency Hotline 911 a press of a button

of the Police Alert App will alert the server at the PNP Command Center indicating the nature of

emergency, name and address of establishment, contact number of nearest police/fire station and

other vital information. This information will allow the command center to quickly coordinate

with the concerned for the needed assistance. As a counter-measure to check hoax and malicious
reports, these apps are integrated with a registration module where responsible citizens will be

registered. Reports from 2 registered numbers will be identified by the system and be given

greater priority over reports from unregistered numbers that need to be validated.

iSerbis complements other existing mobile apps developed by the PNP such as

the ITAGA MO SA BATO, Bantay-Krimen; and is linked with similar service apps of other

government agencies. According to PCSupt Edwin Jose Nemenzo, Director ITMS, the iSerbis

app is basically the response to the pronouncement of President Rodrigo R Duterte in his SONA

2016 speech to make use of information technology to reduce red tape and in support of the

ongoing 2-pronged national anti-drug campaign under “Project Double Barrel” of PNP Chief,

Police Director General Ronald M Dela Rosa to further boost the overall anti-crime effort. This

mobile app allows the public, through their smart phones and gadgets, to view information on

the different available PNP services, view infographics on common illegal modus operandi like

as well as find emergency hotlines and links to other available PNP apps such as the PNP

Telephone Directory, PNP Pension, and Bantay Krimen. his project was made possible through
the unwavering support of the PNP leadership, the PNP ICT Family and its Advisory Council,

and the ITMS personnel particularly the development team as well as counterparts from the

academe: the Technological Institute of the Philippines (TIP) Development Team for the basic

features of the android version of iSerbis. Commitment to excellence of ITMS personnel as well

as their untiring efforts and more importantly, the full support of PNP leadership and the

effective management and utilization of its resources makes iSerbis possible. (PNP-PIO)

Officials of the PNP Directorate for Information and Communications Technology

Duterte Management (DICTM) and Samsung forged a partnership for the development of

“Samsung 321,” a mobile app that provides a database of national institutions and

facilities, which the public can use in case of emergencies. “We are honored to have partnered

with the PNP,” Samsung president and chief executive officer Ki Ho Lee said. PNP will provide

Samsung with contact numbers of all police offices, including police community precincts in the

country. Once installed on smartphones, people can call police stations within a five-kilometer
radius to seek assistance during crimes and emergency situations. The mobile app will also

guide smartphone users on the location of a police station through the use of GPS or Global

Positioning System. DICTM chief Director Napoleon Taas assured the public that their mobile

phones would not be compromised and would be safe from hackers. The mobile app has been

operational since 2016 and contains contact numbers of fire stations and other emergency rescue

units. Julis Arguson, Samsung’s product engineering and technical compliance head, said at

least 800 contact numbers of police stations have been uploaded on the mobile app. To date,

the mobile app covers over 84 locations nationwide including Metro Manila, Batangas, Nueva

Ecija, Pampanga, Ilocos Norte, Occidental Mindoro, Albay and Palawan. “We verify first before

we upload to the database so rest assured that the numbers can be contacted,” Arguson said.

PNP Launches new Android app in time for the holiday season called “The PNP
Telephone

Directory Application” that contains contact numbers of all PNP office and units, and allows to

call the number right from the application itself. Aiming to reach and respond quickly from the

call of the people. “While the policeman's duty is to protect and serve the people, it id the
public’s
responsibility to know the location and contact numbers of the nearest police station or office in

their area to immediately report any untoward incident”. Explain police senior superintendent

Napoleon Taas, Director of the PNP information Technology Management Services(ITMS). “

The PNP Telephone Directory App was developed for the user to seek police assistance in just a

few clicks on his device without the aid of a telephone operator. Through this, the public may

need to contact the PNP for a variety of reason: to get assistance in an emergency situation, to

report a crime, report a wanted person, report erring policemen or perhaps to commend an
officer

who provided exceptional service to them or transact with the PNP.” PSSupt Taas added. With

this application, a user will be able to easily search and dial a telephone number right from my
he

mobile device thereby minimizing the need to have a printed and often bulky telephone
directory.
“Aside from the PNP text hotline: 09178475767 or patrol 117, this application is very timely as
it

will support the mobilization of local police and National Support Units during the traditional All

Saints’ Day holiday this week.” Said the PNp-PIO Chief, Police Senior Superintendent Theodore

Reuben Sindac. On instruction of PNP Chief Police Director General Alan L. Purisima,
extensive

public security and safety coverage will be deployed in the observance of all Saints’ Day. The

PNP Telephone Directory App will foster support to the conduct of strengthened police visibility

operations and security patrols in the different areas of convergence like churches, cemeteries,

malls, transport terminals and train station as well as major thoroughfares and roads leading to
the

provinces as these places are expected to bring influx of people.

Synthesis

The applications above have the same goal, responsibilities and both use

smartphones, which is a collaboration between the community and the PNP. They are both the
same goal, which can also help users save time by remembering their preferences and taking

proactive actions on their behalf. Users and administrators will receive communication with this

application that are more specifically tailored to their interests, locations, usage patterns, and
other

factors.
The researchers of the PNP Responder App contain a lot of details that will help

the residents as well as the Tangub City Police Station. This application provides the needs and

gets information easily accessible, tracing the location, accident or crime, and others using this

application. This app designed to improve response time and involve application processing

directly to the PNP Emergency Hotline.


Chapter 3

DESIGN AND METHODOLOGY

This chapter gives a quick overview of the many elements and processes that the

researchers who are developing a "PNP Responder App" for the community of Tangub City and

the local police. This study examined how quickly PNP might react to circumstances requiring

the creation, processing, and reporting of data.

Methodology

The data being gathered helps by the researchers to conduct this study “The PNP

Responder App”. This study focuses between the residents and PNP located in Tangub City,

Misamis Occidental. The researchers conducted an interview in one of the officers who was

found in their office and asking multiple questions that will operate at the police station level

providing transaction processing modules that will feed into a crime database, tracking, and

monitoring system that will enable crime mapping and analysis at station and higher

geographical levels. This will help to determine whether the information system will be available

to represents an appropriate of working system and strengthen crime research to support more

effective crime management operations by the appropriate set of indicators that will guide the

researchers in doing a monitoring and corresponding process for data generation and reporting

process of PNP Responder App.


Technical Background

Development Phase

The proponents of this study use the following programming languages such as PHP

(Hypertext Preprocessor), JavaScript, and Dart for flutter, as well as markup languages like

HTML, CSS, and VUE. PHP was chosen since this is one of the most widely recommended

languages for system development. It may also be favored by web developers worldwide because

it offers them the breadth to create highly interactive and intuitive websites and web applications

with simple execution. JavaScript was used by the researchers because it has become integral to

the Internet experience as developers build increased interaction and complexity into the

applications. Search engines, e-commerce, content management systems, responsive design,

social media, and phone apps would not be possible without it. It is used because it is a

foundation for the client-optimized language for fast apps on any platform. Flutter is a fantastic

piece of technology that helps create a cross-platform for PNP Responder Applications. HTML

enables the embedding of objects and images, and it can be used to build interactive forms that

can also support data. Moreover , there will be numerous elements in HTML that have names

that clearly indicate what they are. Cascaded Style Sheets (CSS) are also used by this

application, whereas the website's appearance and structure are determined by the coding

language used. Fundamental to web design, along with HTML, is CSS. Websites would still

have white backgrounds with simple text if it didn't exist. Building user interfaces may be done

with the JavaScript framework VUE. It provides a declarative and component-based

programming model that aids in effectively creating user interfaces, whether they are

straightforward or intricate. It builds on industry-standard HTML, CSS, and JavaScript. The

targets of this platform are the web and the android. The proponent of this study uses a PC
(Personal Computer) with a system requirement of Windows 10 64-bit and above OS, an Intel i3

10 Gen Processor, the Internet, and Microsoft Edge Browser v.100. Having at least 4GB of RAM

will let users load up a reasonable number of browser tabs and leave enough RAM for using

email and working with applications to hold data temporarily. The team used the Android 9 OS

(Operating System) and the Internet to open the application.

Narrative Report

A wide range of societal challenges, starting with neighborhood problems, are addressed

through the PNP Responder App. By having these applications, the community may be more

willing to accept their use to address pressing societal issues. Before using the mobile app, it

responds promptly and requires user registration. It is aimed to reduce the time to collect, which

will increase response time. This application focuses on the user and the admin. The user is the

residence of the community, while the admin focuses on the police officer. Before using the

application, both user and admin must need to register and grant authorization.

The registration for the user starts with the username and a phone number. Once you

enter your phone number a verification code will be sent to you in order to verify it and to
continue to login. If it doesn't work, retry until you successfully log in to the said application.

After you login and get into the main menu, on the upper right hand side of the application,

you'll find an account setting which contains the information of the user. Another thing is the

homepage has three buttons: SOS , Camera, and Gestures. SOS determines what kind of

criminality the users want to use. The second is a camera. A camera sends a video clip for 15 to

30 seconds. In a rush, an emergency gesture must be used for whereas it can easily be accessed.

You just shake your phone and it directly sends help to the administrator. Moreover, you can also

logout of your account and you can find it in the lower part of the home page of the application.

By handling clerical duties and projects, the super admin is a chief of police , who
generates

and gives a code to the admin, who is the police officer. Admins will need to login with their

username and key code given by the super admin. After the admin successfully logged in, they

found the homepage. Like what the user has, the admin also has an account set up at the top of

the upper right side of the homepage, which also contains the information of the admin or a
police

officer's profile. Admin has only one button in the center of the homepage, which is called the

"Map" button. This button receives the notification coming from the user who has sent for help.

Protection of the general public and the crime scene is the duty of the first responding officer.

Furthermore, this button has the full information of the user as well as where they are located.
The

admin button also has a logout account found in the lower part of the homepage. By logging out,

you can stop other users from using the system without first confirming their identity. It is a
crucial

component of security since it aids in preventing illegal acts during the current login session or

protecting the access of the current user.
