Classification of roads in the Philippines

The Executive Order (EO) No. 124, series of 1987, Section 5(i) mandates the DPWH to

classify roads and highways based on objective criteria. The following are the classifications of

roads in the Philippines:

A continuous length of

National significant road sections extending

Primary linearly without any breaks or forks

Roads that connect major cities comprising

the main trunk line or the backbone

of the national road system.

Highway plan and specifications

Plans and specifications are a collection of directive documents that specify how roads

and bridges should be built. The specification, which are considered to be written instructions

and conditions that are thought to be a part of the contract between the contractor and the

highway agency, are recognized as legal documents by law. The project engineering drawings

are included in the plan.

Definition of Terms

Highway. It refers to any significant public or private land road. a rural or urban road

with limited and controlled points of entry and departure for vehicles to facilitate the transport of

people and commodities.

Expressway. This major arterial divided highway has two or more lanes of traffic in each

direction, with opposing traffic separated by a median strip; grade crossings have been removed;

controlled entries and exits have been implemented; and cutting-edge designs have eliminated

steep grades, sharp curves, and other driving hazards and inconvenience.

Collector Street. It is a road with a low to moderate traffic volume that directs traffic to

busy parts of a community. It frequently crosses both local and arterial roads.

Local Road. It is a road or set of streets used mostly for access to nearby buildings like

residences and businesses.

Road Shoulder. It is a section of pavement that is not part of an outer lane; it is there to

serve as a safety buffer between traffic and the pavement's borders in case of an emergency.
