The layout of the following specification is based on the SFI GROUP SYSTEM.
This group system has been deigned primarily to provide shipyards and shipping
companies with a tool for the specification of ships and an estimation of shipbuilding cost.

Components specified twice or under different sub-groups shall only be delivered once.

0.1 General
This specification, no. 3175, and the General Arrangement no. 3175-101-001 describe the
basic characteristics and design for an Anchor Handling Tug Supply Vessel type
VS 4612 AHTS for world-wide operation.
The Builder shall be responsible for the Vessel’s design and construction and for the
incorporated materials and components.
The Vessel shall be equipped and ready for sea in accordance with the technical
specification.
Before delivery of the Vessel, the Builder shall drydock the Vessel, clean the underwater
part and apply antifouling according to the paint specification. Any deviation from the above
is allowed after written approval by the Buyer.
It shall be understood that anything not mentioned in this specification, but required by the
rules shall be supplied and installed by the Builder.
For the equipment or systems which are not clearly identified or mentioned in this
specification, they shall be fitted and delivered according to the DnV requirements together
with the rules and regulations of the Bahamian flag authorities.
0.2 Description
The Vessel shall comply with all statutory regulations laid down by IMO for such Vessels
operating and in connection with Offshore Installations.
The Vessel shall be constructed with double skin in engine and cargo area.
Double bottom from forward bulkhead to reduction gear area.
The Vessel shall be constructed with the following decks:
The Vessel shall be equipped with two(2) controllable pitch propellers with nozzles as main
propulsion, two(2) flap rudders, two (2) thrusters at the bow and one(1) thruster at stern.
The anchor handling/towing winch installed inside deckhouse, and the three (3) rope reels
on a separate deck.
The winch deckhouse shall be open aft.
The Vessel is designed shall be capable of the following:

Trial speed is calculated to 15.8 knots with a total main engines output 9000 kW and shaft
generators out of use.
The hull shall be cleaned, and the trials carried out in calm sea with wind 2 Beaufort and at
a draft of 4.50 m and sea state 2.

0.6 Accommodation
The Vessel shall have accommodation for totally twenty-four (24) persons, four (4) officers,
eight (8) crewmembers and twelve (12) passengers.
Det Norske Veritas, DNV + 1A1, Tug Supply Vessel, SF, E0, Fi-Fi I, Dynpos AUT, dk(+),
hl (2.8). Oil rec. Tmon.
The Vessel shall have Bahamas flag.
Marine Guidance Note MGN 205(M) (for reference only), IMO Resoultion A863 (20) code of
practice for the carriage of cargoes and persons by offshore supply vessels (dangerous goods
on deck only). Equipment shall comply with Regulation 54 of chapter II-2 of SOLAS.
Dangerous goods will be carried on deck 3 meters aft of the machinery space.
IMDG Code and chapter VII of SOLAS for offshore support vessels (OSVs) utilising only
weather deck stowage.
These regulations shall be applied with all amendments in force or adopted by the relevant
bodies at the date of signing the shipbuilding contract.
Certificates
All necessary certificates, including classification reports shall be delivered with the Vessel,
without any remarks.
Certificates shall be final or provisional according to standard from issuer.
All fees for approval of calculations, drawings and inspection both to Class and Authorities
shall be included.
All relevant design and arrangement drawings, calculations, etc. shall be submitted for
approval to the Buyer or to the Buyer’s representative in triplicate.
Buyer to undertake to dispatch one (1) approved or not approved copy with comments to
the Builder within fourteen (14) days of receipt.
If the Builder has not received said drawings two (2) weeks after his dispatch, the Builder
may notify the Buyer by telex or e-mail. If such drawings or comments to drawings etc. are
still not received by the Builder within further one (1) week, such drawings shall be deemed
shall be approved by the Buyer, if not otherwise agreed.
To avoid delays – a notice shall be given to the Buyer, when drawings are dispatched.
A detailed procedure between Builder and Buyer regarding drawing approval shall be
agreed upon.
Buyer’s approval or lack of approval of the Builder’s working drawing and calculations will
not relieve the Builder of the responsibility for building the Vessel in full compliance with the
contract including the satisfactory design, construction, workmanship or for the subsequent
guarantee of same.
Full list of drawing, calculations, “as fitted plan”, handbooks, manuals and other information
shall be submitted for approval.
All correspondence between Builder and Authorities and Class shall be Submitted
immediately in copy to Buyer. Likewise the Builder should receive copy of Buyer’s
correspondence with the Class and Authorities.
Delivery of drawings
At delivery of the Vessel, all "as built" drawings on CD-Rom according to SFI shall be
delivered with the Vessel, two (2) paper copies for the Vessel and two (2) paper copies to
the Buyer (Auto cad or dxf-file).
All documentation for the Vessel and its intended operation required by Authorities shall be
delivered.

Instruction books
The Builder shall deliver three (3) sets of instruction book for all machinery onboard the
Vessel before Vessel’s delivery (two) 2 for the Vessel and one (1) for the Buyer’s head
office). All books with English text.
0.9 Materials
All items of hull, machinery and equipment necessary for the satisfactory completion and
efficient working of the Vessel and its machinery shall be supplied and installed by the Builder.
All equipment and major components shall carry a permanent identification stamped-in, cast
on, or engraved plate, showing manufacturers name or trade name, model, size and type
rating. Where this identification is obscured, the Builder shall supply engraved plates repeating
this information and permanently affix these plates in a fully visible location.
Builder shall also permanently affix instruction plates engraved in the English language, in all
cases, where original instruction plates have been obscured, have a text other than in the
English language, or give inadequate instruction for intended service.
All materials, machinery, outfitting and equipment used in the construction of the Vessel shall
be new and of new type or model, undamaged and of marine quality for the intended purpose,
suitable for continuous operation.
Where these specifications mention commercially available components, such components
shall be purchased from specialised marine suppliers in preference to having the components
fabricated in the Builder’s own workshops unless specifically agreed otherwise.
Instruments, gauges and metering devices shall be ordered from suppliers with all
components to read in metric or SI units.
Where reference is made within the specification to Builders standards, this shall be related to
materials, outfit and equipment detailed in the relevant Standard Manuals, which the Builder
shall make available to the Buyer and the Design Consultants.
Where a manufacturer is nominated with the reference “or equal”, this shall be taken as of
equal or better technical specification.
Steel plates, hull forgings and castings to Classification requirements shall have makers name
and test marks clearly stamped thereon.
Dogs, bolts, nuts, capnuts, washers, pins, hinge pins, screws, hooks etc. subject to corrosion,
sticking or freezing in damp or expose locations shall be of sea water resistant stainless steel
of a quality compatible with the service conditions.
All materials intended or allocated to the construction and outfitting of the Vessel shall be
properly stored or protected from the weather, immediately upon arrival at the Builder’s
premises. Builder shall keep record of type, serial numbers and/or other identification of all
material, equipment and component parts which will be used in the construction and outfitting
of the Vessel as part of the Builder’s contractual obligations.
Builder shall prepare a work schedule within 30 days after signing of the contract. The Builder
shall submit to the Buyer weekly progress schedules, covering the work done under these
specifications, indicating which materials have been ordered with expected deliveries,
identified delays, progress to date, updated schedule of work, percentage of work carried out,
etc.
Smithwork and fabrication fittings shall be of neat design, strong, smooth and free from
defects, and shall be galvanised where specified or required by classification.
All non-steel items shall be of material which has been tested, approved and certificates
supplied where necessary.
Any timber used shall be dry, of good quality and suitable for the intended purpose.
Upon delivery, the Vessel shall be completed in all respects and in a seaworthy condition,
as per contract, and fully in accordance with the specification. All the paint, greasing and
cleaning work shall be completed to Buyer’s satisfaction.
All tanks, cargo areas, bilge wells, engine room, accommodation, stores room and other
areas shall be thoroughly cleaned before delivery.
0.9.1 Workmanship
The workmanship throughout shall be good marine standards, and particular care shall be
taken to ensure fair lines and smooth surfaces.
All workmanship shall be carried out according to approved drawings and good yard
practice. Steel work shall be carried out within latest issue of CSQS good shipbuilding
standard and practice.
QA/QC
To ensure that specified requirements are fulfilled, the work shall be governed by a
contract-oriented Quality Assurance (QA) Programme shall be established within the
framework of the Builder’s general Procedures and project-specific requirements.
The offices shall be large enough to accommodate the Buyer’s representative and his
assistant and the Design Consultants’ representative from the inspection if the contract to
completion for a minimum of six (6) people.
The Buyer may send to and maintain at the Builder’s yard, at the Buyer’s own cost and
expense, one (1) or more representatives, of which at least two (2) shall be duly authorised
in writing by the Buyer (herein called the “Representative”) to act on behalf of the Buyer in
attending the tests and inspections relating to the Vessel, it’s machinery, equipment and
outfitting, and in any other matters for which he is specifically authorised by the Buyer.
Unless otherwise advised by the Buyer in writing, the Representative shall have no general
authority to change the Contract or to approve plans and drawings referred to in the
Specifications as being subject to the Buyer’s approval.
The representative shall be given copy of all the latest revisions of drawings and copy of all
stamped approved Class drawings.
2 Inspection by Representative
(a) The inspection of the Vessel, its machinery, equipment and outfitting shall be carried
out by the Classification Society and the Buyer’s Representative and/or his
assistants throughout the entire period of construction, in order to ensure that the
Vessel is duly constructed in accordance with the Contract.
(b) Whilst the Vessel is under construction and until delivery and acceptance and the
discharge of any possessory lien pursuant, the Representative and his assistants
shall during all working hours be given free access to the Vessel, its engines and
accessories, and to any other place where work is being done, or materials are
being processed or stored in connection with the construction of the Vessel,
including the yards, workshops and offices of the Builder, and the premises of the
Subcontractors of the Builder who are doing work or storing materials in connection
with the Vessel’s construction.
(c) The Representative and his assistants shall, during the construction of the Vessel,
have the right to attend all tests, trials and inspections undertaken in respect of the
Vessel, its machinery, equipment and outfitting in accordance with the “List of
Acceptance Trials for Machinery and Systems” developed by the Builder and agreed
with the Representative and the Classification Society.

The Builder once ready shall give the Representative notice of any such tests and
inspections with time indication, in order to enable them to attend. Failure of the
Representative or his assistant(s) shall be present at such tests and inspections
after due notice to him as above provided shall be deemed shall be a waiver of his
right shall be present, in which case the Builder may conduct such tests and
inspections, provided that the Classification Society shall then be in attendance in
order to monitor such tests and inspections.
(d) The Builder shall not retain the services of any Subcontractor, unless it shall first
have procured that he Representative or his assistants shall have a similar right of
inspection and supervision in respect of the work performed by the Subcontractors.
(e) In the event that the Representative discovers any design, construction or material
or workmanship which in his opinion does not conform to the requirements of the
Contract, the Representative shall as soon as possible advise the Builder of such
non-conformity. Unless the Builder agrees to rectify the matter, a notice thereof
(which may be included in minutes of meeting) shall be given to the Builder.
(f) Should any discrepancies between the Representative and the Builder arise, the
Representative of the Classification Society shall be involved, whose decision in
scope of the matter of conflict shall be binding upon both parties.
Inspection as described in this clause shall not constitute any change in the
Builder’s obligation under the Contract.
3 Facilities
(a) The Builder shall at no cost or expense to the Buyer furnish the Representative and
his assistant(s) with such office and other working facilities as are described in the
Specifications and such further working facilities as any of them may reasonably
require in order to enable them to perform their functions under the Contract to and
in accordance with internationally recognised customary high shipbuilding industry
standards. Such facilities shall be provided at the shipyard as may be necessary to
enable them efficiently in accordance with such standards to carry out their duties in
connection with the Contract.
(b) The Builder shall in relation to the preceding working facilities exercise all
reasonable endeavours to procure that all of its personnel involved in the
construction process and with whom the Buyer may reasonably wish to
communicate with in the course of its construction supervision, shall have a fluent
command of the English language.
(c) To the extent the Builder is unable so to procure or the Representative and/or his
assistants shall otherwise communicate in the course of their construction
supervision with personnel of the Builder who does not possess such fluent
command of the English language, the Builder shall have issued general instructions
to all of its personnel directly and/or indirectly involved in the construction of the
Vessel and related and/or incidental activities, to promptly call upon the translation
(d) The Builder shall promptly provide such translation facilities or, if they are not
available, obtain them from external sources with sufficient technical knowledge to
adequately and efficiently perform the required translation, so as to facilitate such
communication without further delay, the related cost being entirely for the account
of the Builder.
(e) The Builder shall assist the Buyer with provision to the Representative and his
assistant(s) with such living accommodation and travel facilities to and from work
and other subsistence facilities and such further subsistence facilities as any of them
may reasonably require in order to enable them during the term of performance of
their functions to enjoy subsistence to the satisfaction of the Buyer. Such facilities
shall be provided in the immediate vicinity of the shipyard. The Buyer shall pay for
the mentioned items pertaining to the Representative and his assistant.
Building meeting
A building meeting between Buyer's representative and Builder's representative shall be
arranged once a week. Progress, technical matters, states of variations orders shall be on
the agenda for such meetings.
When one (1) of the parties require, sub-contractors or suppliers shall attend the meeting
for technical discussion.
Such meeting shall also be arranged whenever called for by anyone of the parties.
General
The Builder shall deliver all equipment necessary to complete the Vessel, except Buyer's
delivery.
Equipment or work mentioned more than once in the specification, but having the same
purpose, shall be delivered or carried out only once.
The expression "approved" refer to the Class, Authorities' and Buyer's approval if not
otherwise specified.
Measurement units
The metric system shall be used.
0.12 Modifications
1 Modification of Specifications
(a) The work shall be performed by the Builder under the Contract can be modified or

changed by request from the Buyer provided that such modifications or changes will
not adversely affect the Builder’s other commitments.
(b) If the Builder require adjustment in Contract Price, the Delivery Date and/or other terms
and conditions in connection with such modification or change including changes in
the rules, regulations and requirements (including official changed application of the
rules) of Class or Regulatory Bodies then the Builder shall without unreasonable delay
after being requested to perform such alterations and/or additional work, notify the
Buyer that such resulting changes are required, and shall thereafter without
unreasonable delay specify resulting changes in such respects required by the Builder,
providing particulars in reasonable detail as to how it has determined such changes.
(c) Failing such notification, there shall be no such changes for the benefit of the Builder.
(d) Possible increase or decrease in the Contract price shall be calculated in accordance
with unit prices (inclusive of administration costs) or budget prices applicable to the
Contract, if such prices are available, and otherwise as per the Builder’s customary
price for such work, on the assumption that such prices are calculated on a basis and
in a manner comparable and consistent with determination of such unit or budget
prices.
(f) If the parties are unable within a reasonable period of time to agree such changes,
each of them may refer the matter to the local representative of the Classification
Society for determination by or as determined by him. No such determination shall be
made without first having afforded each of the parties reasonable opportunity to submit
such documents, calculations, information and arguments in relation to the subject
matter therefore as such local representative shall consider fair and reasonable under
the circumstances.
(g) If modifications or changes are made without such written agreement or modification
as aforesaid, or if the Builder fails to notify the Buyer in writing without reasonable
delay that there are modifications or changes which will require an increase in the
Contract Price, delayed delivery, changes in the Vessel’s characteristics or other
changes in the Contract, the Builder will not be entitled to any increase in the Contract
Price, adjustment of Delivery Date or other adjustments, and the contract will remain
unchanged.
(h) The Builder is entitled to make minor modifications or changes to the Specifications, if
found necessary to suit the Builder’s local conditions of facilities, the availability of
materials and equipment, the introduction of improvement methods or otherwise,
provided that the Builder shall first obtain the Buyer’s approval, which shall not be
unreasonably withheld or delayed.
If, after the Date of Contract, there are any changes in the rules, regulations and requirements
(including official changed application of the rules) of Class or Regulatory Bodies, the following
shall apply:
(a) The Builder shall as soon as possible notify the Buyer thereof.
(b) To the extent such changes in such rules, regulations or requirements apply
mandatory to the Vessel on or before the Delivery and Acceptance, the Builder shall
carry out the work required in order to comply therewith.
(c) To the extent such changes have been adopted and come within the public domain
prior to the Contract Date, the Builder shall perform such work without additional
charge to the Buyer.
(i) such changes have been adopted and come within the public domain on or
after the Contract Date and prior to the date on which the Vessel is delivered;
and
(ii) the Vessel is delivered on or prior to the Delivery Date, advanced by the
number of days in respect of which the Delivery Date may have been extended
by reason of any permissible days;
the Builder shall be entitled to charge the Buyer for such work, and the price and other
terms therefore shall be determined in accordance with item 0.12.
(e) In all other cases, such work shall be performed without additional charge to the Buyer.
If any of the materials and equipment required by the Specifications or the Maker’s List cannot
be procured in time or are in short supply, the Builder may, in order to maintain the Delivery
Date and subject to the Buyer’s written approval, which shall not unreasonably be withheld or
delayed, supply other materials or equipment capable of meeting the requirements of the
Classification Society and being of comparable or superior quality to and/or specifications of
the materials and/or equipment being substituted. No extra charges shall be made to the
Buyer and the Contract shall remain unaltered.
0.13 Spare parts
Spare parts for all equipment, machinery etc. installed on board shall be supplied by the
Builder according to Class recommendations.
All spare parts, incl. Buyer's delivery, shall be well protected against corrosion and
mechanical damages.

Bigger parts shall be well clamped, and everything stored in shelves and/or cupboards.
The Builder shall provide storage and transport onboard. Buyer’s delivery shall be marked
when arriving the Yard, and shall be safely stored.
Where a specific manufacture is mentioned in this specification, the Builder may substitute
a similar manufacturer or material, but only with the Buyer’s written acceptance and
approval. All substantial sub-contractors shall be approved by the Buyer.
0.15 Buyer's supply
Generally, Buyer's supply shall be as follows:
- Charts, general
- Galley and pantry utensils
- Casseroles
- Glass, crockery and china
- Office machinery not specified in this specification.
- Books for the ship library
- Paintings/pictures in accommodation
- Consumer goods
- Loose lab. equipment
- Linen
- Mooring equipment in excess of class recommendation
- Wire for winches complete with necessary sockets/splices ready for spooling.
- Loose anchor handling / towing equipment
- Towing wire and spare towing wire complete with necessary sockets/splices ready
for spooling.
- Medicines
- Tank for dosage of chemicals for anti-fouling.
The Builder shall receive, store and bring onboard, without extra charges, all goods and
equipment delivered by the Buyer. Sufficient space for Buyer’s supply shall be provided.
