1.0 INTRODUCTION
IOCL Kandla, LPG import facility which is stored imported pure propane & butane in
refrigerated condition in two above ground Tanks of approx. 15,000 MT capacities each.
Presently the plant is operating at through put capacity about 1 MMTPA. Work site is located
at LPG import plant, Kandla near Kandla Port (KPT) and around 8 km from nearest city
Gandhidham
IOCL intends to augment the capacity of LPG import plant, Kandla from present capacity of
about 1 MMTPA to 2.5 MMPTA

2.0 SCOPE OF WORK


This documents specifies the basic technical requirements for type, design, materials,
Manufacture, inspection, testing, and marking of Butterfly valves.

3.0 GENERAL / APPLICATION


3.1 The Butterfly valves are intended for Non corrosive process-flammable, Non-flammable,
Hydro carbon propane, butane, LPG, Fire water hydrant line, Fire water sprinkler system, plant
air, cooling water, service water, LP steam (IBR), Boiler feed water (IBR) & Boiler blow down,
Sulphuric acid, Instrument air, DM water, HP dosing, LP dosing.
3.2 Bidder shall clearly write all/ any deviation against each part/material of valve in the space
provided for wherever bidder agrees with PDIL’s spec., bidder shall indicate “AGREED”.
3.3 Forgings are acceptable in place of casting but not vice-versa.
3.4 No cast iron valves to be used in firewater or any other service except in drinking water
service.
3.5 Testing of butterfly valves shall be as per API 598.
3.6 Valve shall be suitable for both “on-off” as well as “throttling” applications under.
3.7 Extended shaft to be provided for valves with gearbox to avoid heating of gearbox.
3.8 LT CS Valves shall be tested for helium leak test & the same shall be conducted at
LTCS duty service temperature (-45 Deg C).
3.9 LTCS Valves shall be impact tested at -45 Deg C temp. For -45 Deg C design temperature
the minimum acceptable impact energy as per standard.
3.10 All valve material and applicable notes shall be followed as per valve material
specification Doc no: VTV-3281-LIT-9511-PP-DOC-003 & PC00167-9511-VMS-0051
whichever is more stringent.
3.11 All flanged valves (except forged) shall have flanges integral with the valve body.

3.12. Weld on flanges shall be made full penetration joints and 100% radiographed.
3.13. Valve Castings/Forgings purchased from India or Indian vendors shall be from OWNER
approved foundries/ forging shop.
3.14. Yoke material shall be at least equal to body material.
3.15. Unless otherwise specified, valve stem packing shall be Grafoil die moulded rings / or
equal for piping class above -29 Deg C & Grafoil die moulded rings for piping classes with
temperature Below -29 Deg C. Whenever Grafoil die moulded rings are specified / used for
valve packing, stem finish shall be 32 RMS. Selection of valve stem packing shall be reviewed
for intended service condition (i.e. temperature, fluid used etc.).
3.16. Stem shall be forged or machined from forged / rolled bar. No casting is permitted.
However, integral stem of cast stainless steel ball valve is acceptable.
3.17. Stelliting / hard facing by deposition shall be minimum 1.6mm. Renewable seat rings
shall be seal welded.
3.18. All flanged valves shall have flanges integral with the valve body. However, forged
valves can have weld on flanges with 100% radiography.
3.19. Bonnet gasket shall be equal or superior to the gasket specified in the class in which the
valves are used.
3.20. If any overlay weld-deposited is used for the body seat ring seating surface, the
corrosion resistance of the seat ring base material shall be at least equal to the corrosion
resistance of the material of the shell.
3.21. Unless otherwise noted, copper, brass or silver alloy are not permitted in contact with the
flowing medium in steel valves. All forged chrome-moly valves shall be furnished in normalized
and tempered condition in accordance with ASTM A182M.
3.22. The term “Valve Trim” is defined as “All wetted internal parts of valve which comes into
rubbing action”
3.23. Orientation of valves stem below horizontal position shall be avoided.
3.24. Name plate (wherever applicable) shall be provided with appropriate information
including but not limited:
a. Name of manufacturer, Client name
b. year of manufacturer, Component name
c. Weight of component
d. Logo of manufacturer, Certification logo etc.

3.25. Valve locking device shall be considered in accordance with Purchase List/VMS/MR
such as LO/LC (Locked Open/Locked Close), CSO/ CSC (Car Sealed Open/Car Sealed
Close), and Key-Interlocking system.
3.26. Locked open or car sealed open valves shall include metal tags permanently attached to
the valves. The tag shall read: “This valve must not be closed without written permission from
responsible authority.” The stem of Lock open or car seal open valves shall be installed in
horizontal position.

Any exceptions or deviations from this document, along with their merits & justification,
shall be brought to the attention of IOCL controlling department for their review,

6.0 ENVIRONMENTAL CONDITIONS


6.1 The Environment of India is moderate, and pipe fittings will be subjected to rain, dust,
chemical contaminants and extreme temperature. The maximum metal temperature (MMT)
due to solar Gain: 65 Deg C
 Minimum ambient Temperature : 7 Deg C (for Hot service)

7.0 HEALTH, SAFETY AND ENVIRONMENT:


7.1 All applicable safety requirements of occupational safety and health administration-OSHA
standards that prohibit the use of asbestos shall be considered in the design, materials,
and manufacture of valve seals/gaskets.

8.0 DESIGN REQUIREMENT:


8.1 The type and requirement of valves shall be in accordance with the requirements of Valve
material Specification Doc no: VTV-3281-LIT-9511-PP-DOC-003 & PC00167-9511-VMS-0051
whichever is more stringent.
8.2 Face to Face / End to End dimension shall be as per API 609 & BS 5155.
8.3 Butterfly valve is a quarter-turn valves, which can be used either for on-off or throttling
applications. Butterfly valve can have three types shall as follows.
 Concentric
 Double offset
 Triple offset
8.4 Concentric Type:
8.4.1 It utilize an elastomeric liner in to which the disc is an interference fit, thus affecting
the seal.
8.4.2 These valves are normally of the wafer lug type.
8.4.3 They are normally used in water service and available in ASME class 150 only.
8.4.4 These valves are not torque seated and care shall be taken to ensure that the
operator stops in line with the manufacturer’s instructions.
8.4.5 It is lowest cost butterfly valve.
8.5 Double offset Type:
8.5.1 It is generally soft seated (polymeric).
8.5.2 The seat is normally housed in the body spring energized onto the disc, giving
effective bidirectional sealing.
8.5.3 The same spring can be utilized for fire safe back-up.
8.5.4 These valves are available in ASME class 150 and 300, are either wafer lug type or
double flanged.
8.5.5 These valves are not torque seated and care shall be taken to ensure that the
operator stops are set in line with the manufacturer’s instruction.

8.5.6 Normally the disc is set clear of the integral body stop, otherwise the stem drive train
components may be damaged.
8.6 Triple offset Type:
8.6.1 It have a metallic seat and are suitable for high temperatures.
8.6.2 These valves supplied with either laminated, metal and graphite or solid seats.
8.6.3 Solid seats are specified for temperatures outside this pressure temperature
envelope, they are also preferred for throttling or high velocity service.
8.6.4 These valves are torque seated.
8.6.5 These valves are bi-directional for ASME class 150 up to 600, and can be made
unidirectional for ASME class 900.
8.6.6 It is either double flanged or butt weld ends / wafer.
8.7 Concentric butterfly valves are the lowest cost, followed by double offset, triple offset.
8.8 Double offset butterfly valves have a considerably lower operating torque than triple-offset,
resulting in a lower actuated valve package.
8.9 Each valve shall be supplied with a lever/wrench except for gear operated/motor operated
valves.

8.10 Soft-seated Ball, Plug & Butterfly valves shall be supplied with antistatic devices.

8.11 As a prequalification, fire safe test as per API 607 / API 6FA / BS 6755 Part II shall be
carried out on soft seated ball, plug & butterfly valves and also on lubricated plug valve for
Process (LPG) service valves. The test shall be witnessed and certified by client approved third
party inspection agency. The vendor has to submit test certificate for the valve offered.

8.12 Butterfly valves if specified / used in other than cooling water lines (cat. ‘D’ services) shall
be high performance fire safe design to API-609.

8.13 Face to Face dimension for flanged valves shall be as per API 609, unless specified
otherwise in the datasheet.

8.14 As a Pre-Qualification, Fire safe test prototype certificate copy will be provided by
the manufacturer. Also, The manufacturer shall mention fire safe design of supplied
valves in the certificate.

8.15 LTCS valves shall be Helium leak tested at LTCS Duty Service temp. (-45 Deg C)
as per ISO-15848 part-1 (Annexure-B by Sniffing method)(2 Nos per size & Rating).

8.16 Use of soft-seated ball/plug/butterfly valves shall be suitably selected based on


temperatures handled.

8.17 Butterfly valve shall be suited for throttling application. Use of fire safe valves shall be as
per process requirement. 7

8.18 For process (hydrocarbon) services butterfly valves shall be triple offset, high performance
type.

8.19 Stem of Ball, Plug, and Butterfly valve shall be Blow-out Proof.

8.20 Vacuum test for valves shall be mandatory for valves in vacuum service.

8.21 Carbon steel, LTCS and low alloy steel valves shall be painted as per annexure of Painting
works specification.

8.22 Fire safe soft seated plug valves shall be tested and certified as only meeting the external
leakage requirements of API 607.

8.23 Seat Leakage Rate (For Soft seated valves) shall be Tight shut off - Class VI as per ANSI
FCI 70-2 (ASME B16.104).

9.0 OPERATION:
9.1 The valve operation shall be as follows:

9.2 Gear operated valves shall have bevel gears. The gear box shall be mounted directly on
the valve. The gearbox input shaft shall be extended.
9.3 Hand wheel diameter shall not exceed 750 mm and lever length shall not exceed 500 mm
on each side. Effort to operate shall not exceed 35 kgf at hand wheel periphery. However,
failing to meet the above requirement, vendor shall offer gear operation.
9.4 For sizes lower than these ranges, hand wheel / lever / wrench shall be provided.
9. 5 Gear operator shall be so designed as to operate effectively with the differential pressure
across the closed valve equal to the cold non-stock pressure rating
9.6 Valve gear operators shall be designed by maximum differential pressure basis. Valve
closure test pressure of such valves may be reduced to the line maximum design pressure.
However, other parts of the valve than the gear operator shall be designed intending the full
pressure rating class. The closure test pressure shall be determined in accordance with API
598.
9.7. In Gear operated valves, it shall be possible to hold the valve disc in any intermediate
position under all operating condition.

9.8 The Manual operated valves that required to fully open and fully close the valve should not
exceed 100 turns.

10.0 INSPECTION AND TESTING:


10.1 Material test certificate for all critical / major components (i.e. body, bonnet, stem, disc,
seat rings, gland, studs/nuts, gasket, hand wheel etc.) of the valve shall be furnished by the
manufacturer.
10.2 Butterfly valves shall be subjected to hydrostatic and pneumatic tests as per API 598.
There shall also be no visible leakage under test pressure. Pressure test report (PTR) shall
be furnished by manufacturer.
10.3 All test gauges, including charts if applicable, used on pressure tests shall be calibrated
before use. Test gauges shall have a range such that the test pressure is within 30 to 70
percent of the full range.
10.4 The scope of Third party inspection (As per approved QAP) but not necessary be
limited to:
10.4.1 Witness all tests and perform visual inspections deemed essential to verify the
conformity.
10.4.2 Review material laboratory test certificates. Ensure that certificates are related
to material by heat or serial numbers.
10.4.3 Review manufacturer’s test certificates of all bought-out items. Bought out
materials should be client approved make only.
10.4.4 Check markings as per the applicable standard including the service
identification.
10.4.5 Perform visual inspection of all bodies and bonnets internally and externally
after machining and prior to coating or painting.
10.4.6 Witness ultrasonic thickness inspection of 10 valves or 20% of order quantity
whichever is greater for wall thickness of both body and bonnet.
10.4.7 Witness dye-penetrate examination of all disc and seat rings where chrome or
hard facing is overlaid.
10.4.8 Perform dimensional inspection of 10 valves or 20% of order quantity whichever
is greater. Dimensions will include end to end, face to face, pitch circle diameter of
flanges, bolt holes, flange thickness, bonnet flange thickness, port and stem diameter.
10.4.9 Witness thread inspection visual and gauge with API thread gauges. Ensure that
the gauges are calibrated and certified by independent authority / laboratory.

10.4.10 Witness non-destructive tests (MT, PT and RT) as required.


10.4.11 Witness shell and seat pressure tests for 100% of valves.
10.4.12 Sign and stamp all test results / certificate.
10.5 Inspection and testing to be carried out as per the inspection and test plan.
10.6 All items of low alloy, exotic material & SS/ Duplex MOC shall be subjected to positive
material identification (PMI) test before dispatch.
Extent of PMI:
- Requirements for Representative sampling Number of units in a lot Representative sample
1-5 100% of all units
6 - 20 5 units or 5%, whichever is greater
More than 200 10 units or 3%, whichever is greater
10.7 Integral test bar shall be detached in presence of client / client appointed representative
TPIA. Integral test bar cross section thickness shall be minimum equal to maximum cross
thickness of relevant item.
10.8 For Process (LTCS) & vacuum service valve: Helium leak detection test shall be carried
out.
10.9 Each valve shall be hydro tested at vendor’s works and test certificates shall be
provided. After testing all components especially body cavities, are to be thoroughly dried to
preparation for packing and shipping. No mechanical operation shall be carried out after
testing, unless to retest the valve.
10.10 Surfaces shall not be painted nor the valve shipped until the inspection is complete.
10.11 Pickling and passivation shall be done for SS/Duplex material.
10.12 Valves used below temp.-29°C shall be impact tested as per requirement of ASME
B31.3. Impact Testing shall be done at the minimum design temperature (For Process- LTCS
Valves).
10.13 Austenitic Stainless Steel / Duplex
a. All items/parts shall be supplied in solution-annealed condition.
b. For all Austenitic Stainless steel/ duplex material, Intergranular Corrosion (IGC) Test shall
be conducted as per following:
i) ASTM A262 Practice ‘B” with acceptance criteria of 60-mile/year (max.)
OR
ii) ASTM A262 Practice ‘E’ with acceptance criteria of “No cracks as observed from 20X
magnification & microscopic structure to be observed from 250X magnification”

c. For IGC test, two sets shall be drawn from each solution annealing lot; one set
corresponding to highest carbon content and other set corresponding to the highest
rating/thickness.
d. For all items of stabilized SS grades (SS321, SS347), stabilizing heat treatment shall also
be done. It shall be carried out subsequent to normal solution annealing. Soaking
temperature and holding time shall be 900 deg. C and 4 hrs respectively.

11.0 NDE OF STEEL BUTTERFLY VALVE BODY:


11.1 All castings shall be visually inspected in accordance with standards.
 Surface Examination
 Volumetric Examination
11.2 Valve shall not be painted prior to shell pressure tests. Internally coated or lined valves
shall be tested before or after application of the coating material per manufacturer procedure.
11.3 Wherever part quantity inspection is specified, failure of one unit to meet the
specification requirement will necessitate 100% inspection at the cost of the manufacturer /
supplier.
11.4 All casting shall be of radiographic quality. This requirement to be ensured by sample
radiography before proceeding with the actual production.
11.5 Radiography procedure, area of casting to be radiographed, and the acceptance criteria
shall be as per ASME B16.34/ client approved only.
11.6 Radiography requirements for castings shall be as follows:

Note 1: For stabilized grades of SS 100% radiography is required for castings irrespective of
the category or rating this belong to.
Radiography procedure, area of casting to be radiographed shall be as per ASME B16.34/
client approved procedure and acceptance criteria shall be as per ASME B16.34, mandatory

Appendix-I. However, for areas of casting to be radiographed for types of valves not covered
in ASME B16.34, vendor shall enclosed details of areas to be radiographed ASME B16.34.

12.0 VALVE IDENTIFICATION:


12.1 Valve identification shall be in accordance with the applicable standard.
12.2 In addition, the butterfly valves identification shall also fulfil the following requirements.
12.3 Unique serial number for each valve shall be mentioned in the body and the name plate
of the valve.
12.4 Valve size and class shall be mentioned o the valve body by embossing or punching
(with round nose punch) for valve sizes NPS 3 and above.
12.5 Details of wedge and seat materials shall also be included in the name plate details.

13.0 QUALITY ASSURANCE:


The manufacturer shall operate a quality system which ensures that the requirements of this
document are achieved. The quality system shall preferably be based on ISO 9000 series of
standards and the manufacturer shall demonstrate compliance by providing a copy of the
accredited certificate or the manufacturer quality manual.

14.0 PACKING, MARKING AND DOCUMENTATION:


14.1 Packing, marking and shipping documentation shall comply with the requirements of the
standards.
14.2 The marking shall be as follows:
- Manufacturer’s name and Trade mark
- Valve Body Material
- Pressure class, e.g #150 or 300
- Nominal Size e.g NPS 12 or NPS 20
- Any other supplementary requirements, deemed necessary
14.3 All valves shall be packed in the closed position. Where check valves have internal blocks
or packing to prevent the flapper from moving during shipment, this fact MUST be stated on
a large, bright red, warning tag, securely and prominently attached to each valve so
protected. This warning MUST be repeated, in prominent, bright red lettering, on the outside
of any packing containing such protected valves.
14.4 All ends of internally threaded or socket weld ended Valves & In-Line Accessories shall be
fitted with plastic plugs.

14.5 All ends of butt weld ended Valves & In-Line Accessories shall be fitted with plastic end
caps.
14.6 All flange faces of flanged ended Valves & In-Line Accessories shall be fitted with high
impact plastic protectors in accordance with EN 12351 fitted. Wood, cardboard or pressboard
protectors (that can absorb water) are not acceptable as flange face protectors.
14.7 Valves shall be packed in such a manner so as to avoid damage or atmospheric corrosion
to inside or outside surfaces or parts, during storage or while in transit

15.0 DOCUMENTATION:
All dimensions, units of measurement, physical constants etc. shall be in SI units, unless
otherwise specified.
15.1 Vendor shall submit with the offer the following.
15.1.1. Manufacturer’s complete descriptive and illustrative catalogue/literature containing
major dimensions and material of construction of the valve.
15.1.2. One copy of the valve data sheets signed as `accepted’ by the manufacturer with
all deviations marked clearly.
15.1.3. If the valve is regretted or has no deviation, the manufacturer shall write clearly on
valve data sheets as “regret” or “no deviation”.
15.1.4. For subject notes if there is any deviation, the same shall be listed clause wise.
15.2. In case of failure to submit document as specified in clauses 1.1 to 1.4 above, the offer is
likely to be rejected.
15.3. Vendor shall submit following drawings for approval within 2 weeks after placement
of order and before start of manufacture.
15.3.1. Detailed dimensional cross section drawing with parts/material lists, weight etc.
15.3.2. Drawing for valves with accessories like gear operator, extension bonnet,
extended stems with stands bypass etc. giving salient dimensions.
15.3.3. Pressure - temperature ratings of the valve.
15.4. Test reports shall be supplied for all mandatory tests as per the applicable code. Test
reports shall also be furnished for any supplementary tests, if specified.
15.5. Material test certificate (physical property, chemical composition, & heat treatment report)
of the pressure containing part shall be furnished for the valves supplied. Material test
certificates for the other parts shall also be furnished for verification during inspection.
15.6. The vendor shall provide certificates.
