(917) of 2021
Concerning the Payment by Instalments of Vehicle Plate
Number Prices in the Emirate of Dubai1

The Director General and Chairman of the Board of Executive Directors of the Roads
and Transport Authority,

After perusal of:


Law No. (5) of 1995 Establishing the Department of Finance;
Law No. (17) of 2005 Establishing the Roads and Transport Authority and its amendments;
Law No. (1) of 2016 Concerning the Financial Regulations of the Government of Dubai;
Executive Council Resolution No. (8) of 2008 Establishing the Licensing Agency of the Roads
and Transports Authority;
Executive Council Resolution No. (31) of 2011 Regulating the Activity of Trading in Vehicle
Plate Numbers in the Emirate of Dubai;
Executive Council Resolution No. (5) of 2021 Issuing the Implementing Bylaw of Law No. (1)
of 2016 Concerning the Financial Regulations of the Government of Dubai; and
Executive Council Resolution No. (916) of 2021 Regulating the Sale of Vehicle Plate Numbers
in the Emirate of Dubai,

Does hereby issue this Resolution.

Definitions
Article (1)

The following words and expressions, wherever mentioned in this Resolution, will have the
meaning indicated opposite each of them unless the context implies otherwise:

Emirate: The Emirate of Dubai.

RTA: The Roads and Transport Authority.

Director General: The director general and chairman of the Board of Executive
Directors of the RTA.

Resolution: Administrative Resolution No. (916) of 2021 Regulating the Sale of


Vehicle Plate Numbers in the Emirate of Dubai.

Vehicle: A motorised machine, Motorcycle, Carriage, or any other machine
designed to run on Roads, whether mechanically propelled or
otherwise.

Plate Numbers: This includes Special Plate Numbers, Semi-special Plate


Numbers, and Unowned Special Number Plates.

Special Plate Vehicle Plate Numbers whose categories, codes, and digit
Numbers: formulas are determined by the RTA; or that have unique formulas
that make them popular among the public.

Semi-special Plate Private Vehicle Plate Numbers classified in category (5), or classic
Numbers: Vehicle Plate Numbers classified in category (4) or (5), which have
semi-unique digit formulas that make them popular among the
public.

Unowned Special Any Plate Numbers that start with code (A), (B), (C), or (D) and that
Plate Numbers: are issued to any Person prior to the effective date of this
Resolution, without granting him ownership or disposition rights,
whether or not the right to use these Plate Numbers is transferred
to any of the heirs of that Person prior to the effective date hereof.
These numbers will be repossessed by the RTA where the Person
is not survived by any heirs.

Special Plate A set of Special Plate Numbers that are offered by the RTA for sale
Numbers Batch: in one Batch.

Semi-special Plate A set of Semi-special Plate Numbers that are offered by the RTA
Number Batch: for sale in one Batch.

Batch: This includes the Special Plate Numbers Batch and the Semi-
special Plate Numbers Batch.

Permit Holder: A Person authorised in accordance with the provisions of the


above-mentioned Executive Council Resolution No. (31) of 2011
to conduct the activity of trading in Vehicle Plate Numbers in the
Emirate.

Traffic File: A special file created by the RTA for each Person wishing to avail
of its services, including the purchase of Plate Numbers and the
payment of their prices by instalments.

Person: A natural or legal person.

Scope of Application
Article (2)

The provisions of this Resolution apply to the Plate Numbers and Batches whose prices the
Department of Finance approves to be paid by instalment based on a request of the RTA.

Procedures for Payment of Prices by Instalments


Article (3)

The Director General or his authorised representative may approve the payment by
instalments of the prices of Plate Numbers or Batches, subject to the following conditions and
procedures:
1. The applicant for payment by instalments must submit his application to the RTA on the
form it prescribes for this purpose.

2. The applicant must pay any amounts or fines owed by him to the RTA.

3. A security cheque for the total amount to be paid by instalments must be submitted to the
RTA.

4. Twenty-five percent (25%) of the total amount to be paid by instalments must be paid in
advance.

5. Post-dated cheques for each of the instalments must be submitted in accordance with the
rules prescribed by the RTA in this respect.

6. The instalment period must not exceed two (2) years.

7. The total amount to be paid by instalments must not be less one hundred thousand
dirhams (AED 100,000.00) in case of a Permit Holder or a legal person, or less than ten
thousand dirhams (AED 10,000.00) in case of a natural person.

8. A Person whose application for payment by instalments is approved must not dispose of
the relevant Plate Number without first removing the relevant lien mark from the Traffic
File.

Deferral of Instalments
Article (4)

a. The Director General or his authorised representative may approve the request of a Permit
Holder or a Person who is issued with an approval to pay prices by instalments in
accordance with the provisions of Article (3) hereof to defer the payment of up to three (3)
instalments payable by him. In this case, the applicant for payment by instalments must
pay the deferred instalments within the prescribed deadlines.

b. The relevant fee prescribed by the above-mentioned Executive Council Resolution No. (5)
of 2021 will be collected for the application for deferral of instalments under paragraph (a)
of this Article.

Default in Payment of Instalments


Article (5)

In addition to the actions and measures stipulated in the above-mentioned Law No. (1) of
2016, its Implementing Bylaw, and the legislation in force in the Emirate, where an applicant
whose application for deferral of instalments is approved in accordance with the provisions of
Article (4) hereof defaults in paying any instalment due from him without a valid reason, the
Director General or his authorised representative may take one or more of the following
measures against him:
1. revocation of the approval for payment of prices by instalments and collection of all
remaining instalments in a single payment;

2. deprivation from applying for payment of any amounts owed by him by instalments for a
period of two (2) consecutive years;

3. repossessing the Plate Number or Batch subject of the application for payment by
instalments; reoffering the same for sale in the manner the RTA deems appropriate; and
holding the applicant liable for any costs incurred by the RTA on account of the resale;
and/ or

4. requiring the applicant to pay the amount of the security cheque referred to in paragraph
(3) of Article (3) of this Resolution.

Grievances
Article (6)

Any affected party may submit a written grievance to the Director General against any
decision, action, or measure taken against him under this Resolution, within thirty (30) days
from the date of being notified of the contested decision, action, or measure. The grievance
will be determined, within thirty (30) days from the date of its referral to a committee formed
by the Director General for this purpose. The decision issued by the committee on the
grievance will be final.

Issuing Implementing Instructions


Article (7)

The Chief Executive Officer of the Licensing Agency of the RTA will issue the instructions
required for the implementation of the provisions of this Resolution.

Repeals
Article (8)

Any provision in any other administrative resolution is hereby repealed to the extent that it
contradicts the provisions of this Resolution.

Publication and Commencement


Article (9)

This Resolution will be published in the Official Gazette and will come into force on the day on
which it is published.
