KABASALAN SCIENCE AND TECHNOLOGY HIGH SCHOOL

I. Introduction
a. School Background
Kabasalan Science and Technology High School is one of the secondary schools in
Kabasalan located at F.L. Peňa, Kabasalan Zamboanga Sibugay. This caters Junior High School
learners who are scientifically and mathematically inclined following the Enriched Science
Curriculum and K to 12 Curriculum as well. This also offers Senior High School with all
Academic Track offerings like STEM, ABM and HUMMS. Enrolment for JHS and SHS as of SY
2019-2020 was 859 where JHS has ____ and SHS was ______ but we will be expecting increase
of enrolment for SHS.

b. Status of Community on COVID-19


In line with IATF Omnibus Guidelines, The Province of Zamboanga Sibugay, covering
Kabasalan Municipality is classified to be a low-risk area in terms of infection rate of COVID-19
hence it is placed under the category of a Modified General Community Quarantine (MGCQ).

or the commonly used tricycle. Students from other municipalities can also access

IV. School Health Protocols

a. Oplan Balik Eskwela


School shall ensure that all activities involving the entire enrollment process follows
guidelines issued by several authorities. Given the current health situation, the school has
established a system for online and offline enrolment.
Following the guidelines set on DepEd Order No. 8 s. 2020, Enrolment procedures will be
modified this school year such that previous advisers will collect and enter the enrolment and
survey data into the End-of-School-Year Learner Information System (EOSY-LIS), except
for kindergarten, transferees and Balik-Aral enrolees. Thus, parents and/or enrolees shall
submit Learner and Survey Forms to their previous class advisers. In addition, new data shall
be collected this school year to capture information that will be relevant in assessing the
capacity of the basic education system, and the appropriate targeting of learners, for the
continuing delivery of learning in the context of constraints and opportunities presented by
the physical distancing measures as a result of the COVID-19 pandemic. The enrolment
period for School Year 2019- 2020 is from June 1 to 30, 2020.
School shall ensure to protect the health, safety and wellbeing of learners, teachers and
personnel, and prevent the further transmission of COVID-19; Facilitate the safe return of
teaching and non-teaching personnel and learners to work and schools, based on various
scenarios projected by the Department of Health (DOH) and the IATF, complemented by
other credible sources;
School shall also follow the Minimum Health Standards Non-pharmaceutical Interventions in
“New Normal” set by IATF.

b. Brigada Eskwela
The conduct of Brigada Eskwela 2020 and Oplan Balik Eskwela shall be reconfigured to
fully assist the preparation of stakeholders for the opening of classes this SY 2020-2021.
The required health standards involves following social distancing measures and practicing
proper hygiene consistent with IATF health protocols, DOH health standards, local and
national quarantine rules, and other relevant protocols as detailed in DepEd and DepEd Task
Force COVID-19 issuances.
c. Enrollment Period
For the period of enrollment, skeleton workforce are assigned to accommodate concerns of
parents whether through phone calls, private messages and/or through the school’s FB Page.
The essential workforce on duty were provided with face masks and alcohol.
d. Teachers Reporting

Elderly, individuals with underlying conditions, and pregnant women are asked not to
physically report to school. Employees with mild-flu symptoms are advised to adopt Work
From Home (WFH) arrangements for the duration of COVID-19 health event.

e. Parents / Visitors
Parents and visitors who come to school shall observe the following:

 Wash hands
 Sanitize (alcohol and foot bathe)
 Temperature check
 Observe social distancing
 Fill up visitor’s logbook using their own ball pen
 Stay in the holding area while waiting to be accommodated

f. Resumption by August 24
Based on Deped Order No. 14, s. 2020, the following should be observed in the school based
on the required public health standards:

 Re-establishment of regular and safe delivery of essential school based services;


 Continuous promotion of “school life balance”;
 Learner’s engagement in daily physical activities provided physical distancing is
observed;
 Personnel are encouraged to engage in at least 30 minutes of physical activities
subject to the strict observance of physical distancing, and to observe proper
hygiene, safety and other precautionary measures.
 Interventions to increase mental resilience include discussion/facilitation of modules
related to mental health within the first week of return to school;
 School to sustain appropriate information and education campaigns on proper hand
washing and respiratory etiquette;
 Ensuring that symptomatic individuals be required to stay at home and seek medical
consultation;
 Institutionalize routine cleaning and disinfecting of workstations and touch areas
such as toilets, doorknobs, switches at least once every day for workstations;
 Ensuring access to basic hygiene facilities and the rational use of personal protective
equipment (PPEs) such as mask.

The Revised Guidelines on Alternative Work Arrangements articulated in DepEd Order No.11, s.
2020 take into consideration the policies set forth by the Office of the President and the Inter-
Agency Task Force for the Management of Infectious Diseases (IATF), and are consistent with
the applicable guidelines of the Civil Service Commission.
All personnel who are under WFH arrangement shall make themselves available and accessible
during working hours, and must be able to directives, requests, and queries through agreed modes
of communication with their immediate supervisor and co-workers.
The work schedule shall be guided by the following:
i. observance of the eight-hour workday;
ii. time and attendance or the actual time log(in and out) shall be monitored as
reflected in the Office/School/CLC Workweek Plan (Enclosure 2) and Individual
Daily Log and Accomplishment Report (Enclosure 3)as approved by the head of
office; and
iii. No record of accomplishment means no work has been performed for the day,
thus subjecting the staff to absence.

School provides alternative work arrangements to the elderly, individuals with underlying
conditions and pregnant women for the duration of COVID-19 health event.

In the identification of personnel who shall be included in the skeleton or physically reporting
workforce, the individual personnel’s role and functions, health and safety conditions, and
transportation arrangements, shall be considered:
i. Personnel whose tasks can only be rendered within the office or school premises,
may be required to physically report to their respective work stations;
ii. School personnel may be allowed to render services and perform tasks in the
school premises when a WFH arrangement or online modality is not feasible
based on the assessment of the SDO.
Health and safety conditions and travel limitations shall be taken into consideration in identifying
the personnel who shall form part of the skeleton workforce.
The daily work schedule shall be guided by the following:
i. For personnel physically reporting to the office/school, the workday may consist
of six (6) hours on-site at the work station and two (2) hours on WFH
arrangement. This is to allow sufficient time for travel given the imposition of
curfew hour, limited access to transportation, and other regulatory limitations on
the inter-zonal or cross-border travel;
ii. The time and attendance or the actual time log (in and out) shall be monitored
using the logbook or other DTR mechanisms that will not require contact, and as
reflected in the Office/School/CLC Workweek Plan (enclosure No. 2) and
Individual Daily Log and Accomplishment Report (Enclosure No.3) as approved
by the head of office;
iii. No record of accomplishment means no work has been performed for the day,
thus subjecting the staff to absence.
