Narrative Report

Introduction

The 1st District of Albay is geographically located off the east coast of San Miquel
Bay and south of Lagonoy Gulf. It has a total land area of 547.88 sq. km and with a
population of 395,907 as of 2020 census. The 1 st District consist of one (1) city and five
(5) municipalities. The vulnerability to weather conditions such as typhoons, altered
rains and climate change affected the economic stability and agricultural production of
the district. The abundance of quarry resources from the perimeter river channel
provided livelihood to a quantifiable sector of society.

The Mandate

The Executive Order No. 20 series of 2022 creating the New Albay Task Force
Bantay Kapaligiran granting authority to carry out and strengthen the implementation of
the provisions of Provincial Ordinance No. 003 series of 2016 as amended to the entire
province of Albay. The 1st District Task Force Bantay Kapaligiran institutionalize an
initial number of members to develop and exercise the capability to gather information
and take appropriate action to effectively address the challenges.

The Activity

The teams were immediately mobilized and deployed to their respective posts
on July 13, 2022 with a total number of 77 workforce throughout the 1 st District of Albay.
The four-day operation covering the period July 13, 2022 to July 16, 2022 resulted a
total of 12 apprehensions, seizure of 12 conveyances and 39.3 cu.m. volume of
quarry resources. Apprehended conveyances loaded with quarry resources were
immediately brought to impounding area after it was properly documented and entered
into police blotter.
The District Head conducted supervision and regular post inspection any time of
the day or night to establish strict implementation of the mandate. To encourage
discipline among team members a one strike policy was implemented for those erring
team members. The Admin Operations Officer assisted in the deployment of strikers
and regular posting, participate in the conduct of apprehension, monitoring and site
inspection activity. The admin support staff were tasks to prepare and receive
documents, record information, dispatch and disseminate information and reports vis a
vis to and from district office to area supervisors, strikers and other concerned
personnel. The area or municipal supervisors are delegated to supervise their
respective team members and strategize effective deployment and shifting of team,
prepare and submit reports to district office. Two member-strikers were assigned per
municipality and augmentation strikers were on standby at the district office to respond
and support area teams during apprehension and other relative activity. They are also
conducting ground and on-site investigation to provide information regarding the
activities and possible actions that could be considered.
A regular weekly staff and area supervisors meeting was scheduled every
Saturday to address issues and problems encountered and solutions or options that
would be taken. The manpower requirement of the district with approximately 14 posts
was estimated at 142 with the current 77 work-force, we still need more or less 65
members to complete the shifting and fill-in our vacant posts.
This narrative and inventory report was prepared and submitted to provide
information to our good Governor and Chairman of the Albay Task Force”Bantay
Kapaligiran” on top of regular monthly report every end of each month.
