• RDSO’s own design:


– Concept approval of Board (MRS & MT).
– Developing detailed drawings for mfg. :3 months
– Digital prototyping, simulations and tests :3 months
– Physical Prototype mfg. & Static testing : 6 months
– Speed trials. :3-6 months
– Sanction of Board for introduction tho’ CCRS :3 months
– Purchase/ mfg. of wagons
– Sanction of introduction on Railway by respective GM.

• PRIVATE WAGON DESIGN APPROVAL POLICY:


– Concept design Proposal by Private party (Operator, Manufacturer).
– Concept Approval at Board :2 weeks
– Detailed design to be submitted to RDSO by design proponent
– Two routes: 1) Private design or 2) Joint Development.
– The other activities from Detailed design activity follow same route

– COR by M/s TWL was the first Design approved under Private design route.
– BFNV, Taller Autocars, Spine cars are all Joint route proposals, which have
started coming up since 2019 , after regular stakeholders meet started in
July-17, March-19 & December-19.

F6: PRIVATE WAGONS IN FREIGHT TRAINS

• Induction under LWIS, SFTO, AFTO, SPFTO, GPWIS policies


• Induction permitted for designs already approved,
• No distinction between Private or RDSO design
• Maintenance by Railways with or without maintenance charges, as per
policy provisions
• Special Purpose Wagons:
Railway responsibility for Under-gear (Running, braking & drawing),
Superstructure maintenance by owner.
• Private Operator or Leasing Company can bring in own design and get it
approved for operation .

• Concerns about 22.9t and 25t axle load wagons operation.

• IR-SOD still not aligned with DFC-SOD.

• New Bridge manual does not allow 22.9 & 25t axle load trials even

upto 100 kmph: Development of Container wagons for DFC stuck.

F8: OTHER TECHNICAL DEVELOPMENTS

• Development of indigenous couplers and draft gears.


• Development of standard Constant contact side bearers for
better ride performance
• Development of Low torque Grease seals and upgraded
Cartridge Bearings for use on wagon bearings.
• Retrofitment of TWIN pipe brake system on all wagons
• Development of Slack Less Draw Bar and Quick Draw Bar for
container flats

F9: INCREASING FREIGHT SPEED

• Most wagons upgraded from 20.82t axle load to 22.9t (CC+8+2) were not fit
for 100 kmph.
• New dedicated trial section at Mahoba-Khajuraho (NCR) was approved
Oct17 and commissioned in Mar18.
• Trials of BOXNM2, BOXNHSM2, BOXNR, BOXNRHS, BOBRNM2, BOBRNHSM2,
BRN22.9, BRNAHSM2, BFNS22.9, BOSTHSM2, BOSTHSM3, BTFLN, &
BOBYNHSM2 completed for 110kmh in loaded & empty. (14 types)
• Modification/upgrade of above to be started after material is arranged. RSP
• Left over trials of BOBR, BRN, BOST, BTPN, BCNM2, BCNHSM2, BCNAHSM2,
BCNAM2 , BCNHL, BOBYNM2 etc planned to start after easing of lockdown.

F10: WEIGHMENT OF WAGONS
• About 200 EIMWB owned by IR and 600+ EIMWB owned by various private
customers/siding owners are working
• IR loaded 1034 (19-20) and 933 (18-19) rakes per day
• Weighment is exempt for Cement, Food grain, Fertilizer, POL & containers: The
exempt commodities constitute 28% in wagon terms and 33% in rake terms of total
loading
• Based on Apr-June 20 data, about 9.5% of wagons weighed are found overloaded:
about 6.8% of total loading
• In rake terms, 42% of rakes weighed are found to have atleast one overloaded wagon:
28% of total rakes loaded
• Invariably all overloaded wagons are stopped for load adjustment
• For ensuring proper loading, Railways have been authorized to permit Pre-weighbin
loading wherever the customers have it. So far 12 such systems are introduced

F17: TRAIN EXAMINATION SYSTEM
• End to End examination: Examination before placement for each loading. Valid till unloading point and
the nearest Exam depot thereafter, (not more than 200 Kms).
• Round Trip examination: Examination before loading. Valid upto unloading and return to the loading
point for examination before loading. Applicable for steel loading rakes only.
• Premium Examination: Examination before loading, valid upto 12 days for multiple loading. 3 day grace
period for unloading and reaching next examination pt. UNIVERSALISED EXAMINATION
• Close Circuit examination: Validity 30 days/7500 km with 5 day grace period for unloading, subject to
condition that examination at the base depot only. Rake to operate in defined circuit so as to avoid
movement for examination.
• Implementation of STOCK WISE TWIN DEPOT concept with certain inputs.
