PUBLIC STATEMENT
CALL TO ORDER
MOTION: Joe Evans moves to place Jon Dionne as chair of the meeting. Motion seconded
and passed with super majority.
MOTION: Joe Evans moves to suspend the rule of special meetings in RONR section 9:14
to allow a special meeting agenda to be performed today. Motion seconded and passed.
MEETING AGENDA
Where as, those in attendance today are all Bylaws Sustaining Members, and
Where as, Bylaws Sustaining Members have all rights and privileges within the
LPID; and
Where as, the party bylaws do not provide any rules on a special meeting; now,
therefor, be it
Resolved: to call a special meeting with the explicit purpose and agenda to:
a. Discuss and take possible action based on the illegitimate county and
legislative district central committee meetings; and
b. Discuss the voluntary dissolution of the April 2 nd board by a majority of that
board on May 30th, 2022; and
c. Discuss and allow any further actions to take place based on the findings,
resolutions, and motions that may occur as a result of the above.
At the time of the April 2nd Convention, the State Central Committee (SCC) Body was not
aware of the status of the full extent of the SCC due to the pending primary election.
On May 28th, 5 members submitted minutes for 8 meetings of county and legislative
district committees, under the premise that they were elected pricinctmen, per the May
17th primary election.

● According to Idaho Election Law precinct committee men are NOT listed as a
default member of the State Central Committee. §34-504
● All claimed to have been elected to the role of precinct committee men before
certificate of nominations were sent out by county clerks §34-1208
● Zach Callear, David Hynes, Matt Loesby, and Sterling Reece failed to receive the
minimum of 5 votes required by law to be elected. §34-624
● All failed to follow state law, requiring a meeting of a county or legislative central
committee to be called by the chair of the party, when no incumbent exists

● All failed to coordinate with the state party to include State Central Committee
members in meetings, as required by law or bylaw sustaining members, as required
by LPID bylaws. In order to limit these meetings to only elected precinct
committee men, law requires a specific procedure to be followed and certified by

Amber Beltran - a bylaw sustaining member of Bannock County affirms that she received
no invitations, communications, or minutes regarding a meeting of the county
Jon Basabe - bylaw sustaining member of Canyon County affirms that he received no
invitations, communications, or minutes regarding a meeting of the county
No other bylaw sustaining member of any of the other 40 counties County’s received
invitations, communications, or minutes regarding a meeting of the State Central
Committee or attempts to organize county or legislative district efforts.
On August 27th, 2021 the party held a special bylaws convention. During this meeting the
bylaws were updated to require the state convention to be held in April - in order to
accommodate national convention delegate selections 45-day rule. All prior years the
convention was held in June, after primary election canvassing was completed.
The April 2nd convention properly included all state central committee members however
failed to include any potentially elected precinct committeemen, denying members the
opportunity to form county or legislative district central committees.
Due to the actions of a minority of members, the Libertarian Party of Idaho was implicated
in multiple election violations, jeopardizing the party's Major Party ballot status and
opening up the party to inquiry by the Secretary of State should any opposition request.
An attempt was made to reach out to Todd Corsetti, the only elected precinct
committeeman, in an attempt to reconcile the differences without major action. Todd
Corsetti did not respond to those attempts.
A Majority of officers elected at the April 2nd meeting determined that they could not in
good faith honor the April 2nd meeting without disenfranchising members, precinct
committeemen, or county organizations. As such they voluntarily dissolved the April 2nd
board to return control to the previous board, with the explicit purpose of reviewing and
analyzing state law to understand how to properly proceed and to organize holding a
properly called convention.
This decision was affirmed by the previous board and certified in writing. The actions and
intention to hold a new convention were communicated to the Secretary of State and the
entire membership body of the Libertarian Party of Idaho on May 30th.
To date no grievances have been filed against the decision to roll the board back.
To date no attempt has been made to mediate any objections or complaints.
The only communications received were in regards to Todd Corsetti hiring legal counsel,
on behalf of the party and without authorization, in an attempt to assume he and his wife
have full control of the state central committee. Legal council issued a letter to two
members to inform them of a meeting in which they are being removed from the party.

Following email communications were limited to Todd’s effort to have members removed
from the party.
Todd Corsetti, acting as the entirety of the state central committee, caused a conflicting
board to be initiated; creating a constitutional crisis.
The party has a fiduciary duty to call a meeting of all fully paid members to consider any
major organizational changes in the body of the state central committee; making the need
to roll back to those who were duly and properly elected in order to allow the body of the
membership the right to understand the crisis and make any necessary decisions on how
to move forward.
In the 46 year history of the Libertarian Party of Idaho, the precinct election process has
never been incorporated into the state central committee.
Idaho Election Law clearly states that “The county central committee shall have all the powers
and duties prescribed by state law and rules and regulations promulgated and adopted by the
state conventions or the state central committee.” §34-505
The LPID bylaws, clearly state, “All bylaw sustaining members (BSM) of the party shall enjoy
full rights as stated in these bylaws.” §LPID bylaws Article I Section 1
Precedent for major political parties in Idaho to determine the makeup of their state
central committee is set by the Republican Party bylaws, which explicitly state, “The voting
membership of the Republican State Central Committee shall consist of all
voting members of the State Executive Committee, County Chairmen, State Committeeman,
State Committeewoman, State Youth Committeeperson, and Legislative District Chairmen.”
§Idaho GOP Rules of the Party Article I Section I, and by the Democratic
Party bylaws, which explicitly state, “The members of the State Committee (the “State Central
Committee'' are: County membership… legislative district membership… state officers… National
committeeman…, Democratic leaders of the Idaho House of Representatives… and Senate…”

Idaho Election law only provides that the duties of the State Central Committee to include
“A state convention shall be held by each political party in each election year at a time and place
determined by the state central committee. “ §34-702 The LPID bylaws only provide that the
duties of the State Central Committee include participation in the removal of officers

The LPID bylaws clearly state, “The bylaws of the Party are also the governing documents of
the State Central Committee.” §LPID bylaws Article VII Section 1
Whereas, the Libertarian Party has not used the state precinct committeeman
election process in 46 years of ballot access; and
Whereas, the meetings were convened in violation of state open meeting laws
and state election laws; and
Whereas, the state precinct committeeman elections were not concluded until
after the LPID convention on 2 April; and
Whereas, members of the LPID who convened CCC and LDCC meetings in
violation of state law were elected to party positions at the LPID Convention;
MOTION: Robert Imhoff moves to hold convention immediately preceding this meeting,
with two bylaws for review: 1) to codify that the ambiguous term of Bylaw Sustaining
Member be clarified to equal State Central Committee member and 2) Correct the date
requirements for holding a convention.
Clarification on how many attended the April 2nd meeting: 18 out of 66 potential BSM
MOTION: Robert Imhoff moves to have John Dionne backfill the chair position. Motion
seconded and passed.
