THE PROBLEM AND ITS BACKGROUND

Introduction

According to Department of Education, Philippines is the last country in Asia

with a 10-year pre-university cycle. This is the reason why the DepEd implemented

the K-12 basic education that consists of Kindergarten, Elementary, Junior High

School and Senior High School. The new curriculum recognized standard for students

and professionals. SHS consists of grade 11 and 12. Both public and private schools

and even some of the colleges and universities offer Senior High School. SHS offers

a track such as Academic, Sports, Technical Vocational and Arts and Design.

The government also offers a voucher program for all grade 10 completer

nationwide. This will give them a chance to avail and study in a private school. The

value of a voucher will lessen the enrollment or tuition fees. (www.deped.gov.ph/k-

to-12/voucher-program)

Student’s decision in choosing to continue study or stop, some students tend to

transfer out because of financial issue, social issue and accademic pressure.

(www.google.com/amp/10-commo-reasons-why-student-transfer) According to

Jordan (1999), a student is pushed out when adverse situations within the school

environment and in home lead to consequences ultimately resulting in dropping out.

This study aims to determine the status of grade 10 students SY 2016-2017 of MIS

if they continue studying or not or if they transfer. The researchers also aim to know

the reason behind it.

Background of the study

According to Department of Education, Senior High School covers the last

two years of the K-12 curriculum which includes grade 11 and 12. A student will go

through a core curriculum and subjects under of a track their choose. As stated in the

law, a student who moved up or not or what we could the moving up must go through

grade 11 and 12 graduate from high school.

In 2013 Functional Literacy Education and Mass Survey(FLEMMS) survey,

one in every 10 or about four million Filipino children and youth was out of school.

According to Irvin high school students who seek transfers do so because they

want to participate in a academic program but it is not available at their school.

According to Mixon a students tends to transfer in two reason , because the students

needs organized care or because a family member supplies care but lives in a or far

from their school.

REVIEW OF RELATED LITERATURE

A number of related literature and studies written by other authors and

researchers that is published internationally and locally is presented in this chapter. It

consists of theories and sufficient information according to the basis and factors

regarding the school choice for Senior High School to support the reliability and

validity for the study.

Foreign Literature

The allure of school choice is in part ideological. But this allure is also linked

to a very real program: the exist tremendous variation among neighborhood schools I

terms of quality and resources and access to those neighborhood schools depends on

wealth. Lower wealth families are less able to purchase or residence in catchment

(enrollment) area of a high-resourced, high-quality neighborhood schools. Breaking

the link between residence and school assignment would seem a logical way of

addressing this problem(Miron & Welner, 2002). It came from the book

entitled,”Exploring the School choice universe”.

Local Lierature

According to the Philippine Constitution Article XIV Section 2 states that

“establish a maintain system of scholarship grants, student loan program, subsidies,

and other incentive which shall be available to deserving students in both public and

private school, especially to the under privilege. This provision allows the

Department of Education (DepEd) to offer voucher to private schools. Students who

are not already a beneficiaries of the ESC(Cruz1., 2016) of Philstar.

Voucher program gives a great impact to the decision of the grade 10

completer all over the country to transfer in private school. It is an opportunity for the

students to pursue SHS in universities, colleges, montesori and other private school.

According to DepEd, voucher program provides a financial assistance for the grade

10 completer who wished enroll in a non-DepEd school

Foreign Study

According to Mcfadden(2015) there are 5 factors to consider that influence

the college choice.

11
MAKILING NATIONAL HIGH SCHOOL

SENIOR HIGH SCHOOL DEPARTMENT

1. Geography-location is significant in many student’s mind, either because

they want to live in a certain part of the country or because they want to live in a

certain part of financial constraints: The New York Times posted a study by the

National Association for College admission counseling that indicates that the

education level, income, and the travel experience of parents are the easiest ways to

determine how far away a student is willing to go for college.

2. Financial- A recent survey by the higher education research institute shows

that the ability of financial aid heavily influence college selection.

3. Academic Excellence and Reputation - Although student see academics is

important, they are not looking at ranking lists to judge them, according to USA

today.

4. Parents and Peers- As much as kids do not like to admit that their parents

affects their decisions, parental input does matter, according to higher consultants

Noel Levitz. As expected, students are also affected by peers but as a study by ASSD

points out that relationship is cor relational. Researchers haven’t determined whether

like-minded students tend to become friends or if friendship affects college choices.

5. Marketing - Marketing still matter of course, but it is changing. The 2014

Social Admissions Report a survey of college-bound high school students, shows that

institutions website are the most heavy accessed online resources, with 86% of

respondents listing these as very or extremely useful.

SUMMARY CONCLUSIONS AND RECOMMENDATIONS

Summary of Findings

The purpose of this study is to trace the student and identify their status. The

researchers used survey questionnaire to gather information from the target

respondents. The researchers only gathered a responses from 112 respondents. In the

result, it showed that there are 108 students who continue Senior High School and

four students who did not. The highest number of chosen track is in Technical

Vocational Livelihood and the lowest chosen track is in Arts and Design and Sports

track.

On the other hand, there are 61 students who transferred to another school and

the rest are in public. The highest number of respondents said that their decision in

choosing school was influenced by the offering of voucher system, they are the

students who transferred in private schools. Those respondents who studied in public

school stayed at the MIS. Out of 116 respondents that the researcher able to

encountered, there are four individual who stop schooling due to lack of financial

assistance ans support.

Conclusion

This research elicited information from the grade 10 completers in Makiling

Integrated School (MIS) in School Year 2016-2017 regarding to their status and the

reasons behind it. The most number of chosen track is in the track of Technical

Vocational specifically, ICT or Information and Communication Technology.

The number one reason why the students transferred is the schedule of

classes. Facilities and Track is the reason of some of the respondents. While the

reason of the students who stayed at MIS is the distance of their home from school. It

also showed that the voucher program influenced the decision of the respondents to

transfer and decide where they will study. The reason why the students did not

continue SHS is because of lack of financial support and one of them also answered

due to early employment.

Recommendations

In this descriptive-quantitative research, the researchers are aiming for further

improvement since the study did not reach the target sample due to lack of responses

from the target respondents. For the future researchers, the researchers suggested to

continue the study and as much as possible gather information from all grade 10

completers in order to make the study more reliable and credible. For the School

Administrators, the researchers suggested to improve the facilities and schedule of

students and add a track and strand for the next senior high school students since

track and strand is next to the highest most number of reasons why they transfer.
