RE: Draft Ordinance entitled “AN

ORDINANCE CREATING THE SPECIAL
DRUG EDUCATION CENTER”

This refers to the request of the Provincial Social Welfare and Development Office
(PSWDO) to draft an ordinance for the purpose of creating a Special Drug Education Center in
the Province of Albay.
The herein attached ordinance was drafted in conformity with Section 46, Article IV of
Republic Act No. 9165 also known as the “Comprehensive Dangerous Drugs Act of 2002”,
Board Resolution No. 1 series of 2003 of the Dangerous Drugs Board or the Implementing
Guidelines Governing the Operationalization of the Special Drug Education Centers and
Memorandum Circular No. 2006-150 as amended by Memorandum Circular No. 2021-001 of the
Department of Interior and Local Government.
The undersigned recommends for the Anti-Drug Abuse Council (ADAC) to issue a
resolution approving the final version of the hereto attached draft ordinance and request that the
same to be endorsed by the Office of the Governor to the Sanggunian Panlalawigan ng Albay to
enact the proposed ordinance entitled “An Ordinance Creating the Special Drug Education
Center in the Province of Albay.
