am deeply indebted to my mother and to all individuals for their support, love, care
throughout my academic trial.

I.HISTORICAL BACKGROUND
The Water Supply and Sanitation Act No.5 of 2019, among other things, established
The Rural Water Supply and Sanitation Agency (RUWASA) which took over mandates
that were previously vested to PO-RALG, Regional Secretariats (RSs) and Local
Government Authorities (LGAs). The transferred mandates involve ensuring the
provision of water services to rural communities, small towns and district
headquarters.
The Water Supply and Sanitation Act No.5 of 2019 has also transferred accountability
of officers responsible for water service provisions from PO-RALG, RSs and LGAs to
the Ministry of Water. The newly established Agency (RUWASA) has offices at
Headquarters, Regional and District levels as opposed to previous structure which
compose of office at LGA’s level and RSs.
With its Headquarters in Dodoma, the Capital of Tanzania; and having assumed its
functions on 1st July 2019 RUWASA operates in 25 regions in Tanzania mainland with
the exception of Dar Es Salaam.

II.RUWASA Organizational Framework


In accordance with the Act Number 5 of Water Supply and Sanitation 2019,
RUWASA's framework for the provision of rural water supply and sanitation services
Minister responsible for Water: Among other things, the Minister of Water will be
responsible for enacting various policies, laws, strategies, regulations and guidelines
on the implementation of water projects and the provision of water and sanitation
services in the rural areas.

RUWASA Board of Directors: The Board will be responsible for overseeing the
implementation of all RUWASA responsibilities and functions regarding rural water
service delivery and advise the Minister responsible for water.

RUWASA Director General: The Director-General and his team will be responsible for
conducting the day-to-day operations of the Agency with the aim of providing quality
water and sanitation services in rural areas. In order to increase the efficiency of the
office of the Director-General, there will be RUWASA Offices at regional and district
levels.

RUWASA Regional Offices: The Regional RUWASA Manager will be responsible for
overseeing the implementation of water projects and the provision of water and
sanitation as well as providing technical assistance to the respective districts;
RUWASA District Offices: The Office of the District Manager will be the key
implementer of village water supply and sanitation projects in the District. In
addition, these Offices will play a principle role in building the capacity of CBWSOs to
enable sustainable service delivery.

The Community Based Water Supply Organization (CBWSO): The community based
water supply organization (CBWSO) shall be established by the agreement of the
majority members of the community and shall be a fully autonomous corporate
body. The CBWSO can be established in different forms including: -

i) Water Consumer Association;


ii) Water Trust;
iii) Cooperative Society;
iv) Non-government Organization;
v) Company; or
vi) any other body as approved by the Minister.
These CBWSOs will be responsible for the management, operations and
maintenance of water projects. In addition, these communities will be the main
source of sustainable water and sanitation services in rural areas.

VISION
 A rural community with access to potable and sustainable water supply and sanitation services for social
economic development.

Mission
To develop and manage rural water supply and sanitation services in a professional, participatory, and
cost-effective manner.

Core Values
These are fundamental norms, which define the character of employees and RUWASA at large. While
discharging their responsibilities, RUWASA employees will adhere to these norms with the ultimate goal
of materializing the agency’s vision. These include: -

honour.

delivering services to our clients.
 As stipulated under the Water Supply and Sanitation Act, No. 5 of 2019, the
functions of RUWASA are as follows:-
a) Plan, design, construct and supervise rural water supply projects;
b) Conduct ground water survey including prospecting and explorations, and
undertake drilling operations including pumping test, and rehabilitation of
water wells;
c) Design and construct dams of different types and carry out geotechnical and
soil investigation for dam construction and other civil engineering structures;
d) Monitor and evaluate performance of community organizations in relation to
rural water supply and sanitation services;
e) Promote and sensitize rural communities on sanitation, hygiene education
and practice as well as protection and conservation of rural water sources;
f) Provide financial and technical support to community organizations for
maintenance of rural water schemes;
g) Provide support to community organizations in relation to management,
operation and maintenance of rural water supply schemes;
h) Advise the Minister on issues related to rural water supply and sanitation;
i) Facilitate participation of communities in the identification, planning,
construction and management of rural water and sanitation projects;
j) Facilitate private sector engagement in the provision of the rural water supply
and sanitation services;
k) Facilitate training and capacity building to community organizations in
financial, technical and management of rural water supply schemes;
l) Register and regulate the performance of community organizations; and
m) Undertake any other initiative or activity aimed at ensuring the Agency attains
its objectives.
