Direction: Answer the following questions concisely.

1. What is Republic Act 11058? Discuss at least three salient points in the Republic Act and

how they are implemented according to Department Order No. 198-18.

11058 ”An Act Strengthening Compliance with Occupational Safety and Health
Standards and Providing Penalties for Violations Thereof” This law states that "the
State shall maintain a safe and healthy workplace for all working people by offering
them full protection against all risks in their work environment." It aims to enforce
stronger and wider coverage for compliance with safety norms in the workplace. The
Act makes it clear that the employer bears the primary responsibility for employee
safety. It shall ensure that all domestic laws, the provisions of the Labor Code of the
Philippines, and internationally recognized standards on occupational safety and health
are fully enforced and adhered to by the employers.

The new law defines precise penalties for infractions, in contrast to the former
Philippine Occupational Safety and Health (OSH) Standards for work facilities. For
instance, an employer who willfully refuses to follow OSH standards is subject to a fine
of P100,000 each day until the infraction is remedied. Certifications for worker
competency are also strictly enforced, especially for those executing crucial activities.
Greater protection for workers' rights to safety is the main goal of the Act. As a result,
the law gives employees the option to decline an assignment if, in the opinion of Dole,
there is a pressing risk that could cause illness, harm, or even death. When employees
notify Dole and other qualified agencies about workplace accidents, hazardous
situations, and risks, they are also guaranteed protection from any potential reprisal.
2. How can workers best contribute in a positive safety culture in the workplace?

2. It is truly important for every employee or worker feel secure at work. Constant commitment to
safety, having precise procedures in place to address workplace risks, and providing managers and
employees with chances to maintain safety a top priority through ongoing training is a must.
Therefore, it is the responsibility of the staff and the company's management to ensure its safety- the
main priority as it should. Working in a healthy environment can lead to satisfaction and
productivity.
3. What are the effects of accident to a worker? To the company? Explain each.

3. A worker who is injured may have to deal with lost wages, medical bills, and other expenses in
addition to feeling scared and hesitant to return to work from the trauma of the accident occurred.
Also, its coworkers might likewise feel anxious and distressed about the risk of becoming the next
victim of it. At some point, workplace accidents may have psychological aftereffects like anxiety and
despair that could further reduce productivity. As such, workplace accidents can have a substantial
impact on any businesses.
4. Describe or illustrate a good safety management system.

4. A good safety management system can reduce the risk of workplace accidents and injuries while
raising staff productivity, collaboration, and coordination. This system use a corporate goals, policy,
structure, planning, accountability, and safe standard operating procedures to manage safety in a
systematic manner. For continuous progress, achievement, and sustainability in maintaining the
standard by managing the hazards connected with the organization, a good safety management
system is implemented, monitored, and controlled. If so, it will become a good thing for the
employees as they were able to grow as a human being itself and excel in academic tours.

5. Choose one among the work accident causation theories that were presented in class.

Discuss your chosen theory and give an example of a situation where this theory is

manifested.
“The Heinrich domino theory”. One of the main hypotheses about what causes accidents is the domino
theory. Designed by a safety engineer H.W. Heinrich, it defines an "accident" as one element in a chain
of events that may cause harm. Heinrich imagines all essential variables as a line of dominoes poised on
edge; when one falls, the chain reaction's last link is complete. The systems theory of accident causation
extends the domino theory by presenting all potential accident scenarios as a system with three
elements: the host (human), machine (agent), and environment. For instance, if someone trips and falls,
there may or may not be an injury, but an accident has nevertheless occurred.
