PROJECT PROPOSAL

Title : INSTALLATION OF CORN MILL

Problem Statement/Rationale or Justification for implementing the Project

Milling is a crucial step in post-production of corn, since its basic objective is to breakdown corn kernels
to produce corn grits into a form suitable for human consumption. It is also playing a key role in
maximizing the total milled corn recovery which results to the increase of the income of the farmers.

Corn milling losses may be qualitative and quantitative in nature. Quantitative or physical losses are
manifested by low milling recovery while high percentage of by-products reflects the qualitative loss in
corn grits. The losses in milling could be attributed to improper machine adjustment and selection,
improper arrangement and combination of machine components, lack of proper training of mill operators,
maintenance and other machine factors which the mill owners can possibly control. Losses could also be
attributed to the inherent quality of corn seeds which the mill owner may have no control.

Milling, however, is also a biggest problem of farmers for those living in far-flung areas where such
facility is absent. Since farmers practice milling gradually in small quantity for their consumption to last
until the next harvest season, transporting their corn to the nearest milling place would entail additional
cost. In contrast, if they resort to mill their whole harvest in one transaction, then buying corn grits will
cost them even more.

Lack of post-production facilities results to a tremendous loss and wastage in corn production. On the
average, corn yield was found to be 4.4 t/ha. Total postproduction losses were estimated at 12.7 percent of
total production. Average losses incurred amounted to 4.6 percent for drying, 3.1 percent for storage, and
1.0 percent for piling. Very minimal losses were observed from harvesting, shelling, and cleaning the
cobs.

Hence, the proposed establishment of corn milling in every corn cluster/association is in line with the
DA-Postharvest RoadMap for 2016-2022.
Project Goal and Objectives

Goal:

The project aims to produce corn grits that appeals to the customers and maximize the total main product
recovery and minimize by-product. Through this project, it will improve the income of smallholder
farmers, thereby addressing poverty in the area.

Specific Objectives:

1. Increase the main product recovery to at least 5%;


2. Reduce milling losses;
3. Improve men and women corn farmers’ productivity by 10%;
4. Increase household income by 10% annually through the use of milling facilities;
5. Identify and address constraints of women’s participation in corn production and increase access
of women to services and resources in corn grits production, and;
6. Increase number of men and to capacitated.

Strategy and activities

The project will be implemented by the Department of Agriculture RFO XI through the Corn Program of
Field Operations Division in cooperation with the Local Government Units and the Molmol United
Farmers Association. Roles and responsibilities of all concerned parties will be stipulated in a
Memorandum of Agreement (MOA) to be executed prior to the installation of the corn mill.

a. The Installation of Corn Milling machine will be provided by the supplier in the availability of
the shed as counterparted by the farmers group;
b. Conduct equipment test (corn mill and engine) to verify manufacturers’ specifications and
establish parameters for the enhancement of the design;
c. Conduct mass demo to measure the production and efficiency of the system.

Increase Women’s Membership: Recruitment of women in Farmers Association.

Capacity Development: Training on the operation, maintenance, and preparation of business plan and
policies will be conducted to enhance the capability of the members to manage and operate the facility.

There will be training on Gender Sensitivity which will be supported by the DA and MAGRO technical
personnel and Leaders of the Association.

Implementation Strategy

A. Pre-Implementation
1. The Regional Corn Program Technical Team shall conduct site validation/inspection of the
production area
2. Baseline data of farmer-cooperators shall be collected before the start of the project. Data
includes yield level, service area, production cost, and income from corn production.
3. Regular consultation shall be observed with the target beneficiaries of the project to identify
issues and constraints to corn farmers’ productivity
4. Memorandum of Agreement will be prepared and signed
5. Procurement of the corn milling machine

B. Delivery and Installation of the equipment and facility


1. Inspection and acknowledgement of the delivery to secure the completeness of the delivered
and installed corn mill as well as its functionality
2. Debugging, testing, and technical performance will be evaluated

Indigenous People; and
6. Increased number of women leaders/officers by 20%.

Sustainability Plan (maybe revised based on guidelines for PAEF)

As per guidelines on the provision of agricultural equipment and post-harvest facilities, the Molmol
United Farmers Association will be in charge of the maintenance and repair of the corn mill, while the
Municipal Local Government of Jose Abad Santos will provide technical support.

Monitoring and Evaluation

DA, together with the assistance of PAGRO and MAGRO representatives, will spearhead the semestral
monitoring to ensure proper documentation of the progress and accomplishment of the project.
Monitoring and evaluation shall determine the extent of addressing the issues in production and gender.

Corn Milling Facilities: The corn milling facility shall be made available to all the members of the
farmer associations/cooperatives. An agreement between the associations/cooperatives and its members
shall be made to assure that the optimum use of the facility is met. Also, the facilities shall be open to
non-members who are willing to avail the service of the corn mill for at least P 2.50/kg.

Corn Production: The project shall assure that men and women corn farmers shall apply all the modern
technologies to assure a good harvest and in order to meet the required volume of corn which the facility
should accommodate.

Management: The association/cooperative shall manage the project. There will be a regular coordination
with men and women beneficiaries for easy identification of the effects of the production (increased yield
and income), and further analysis of gender issues and concerns will be done from time to time to resolve
existing gender issues.

Members of the association shall also undergo training to update them on the latest technology in corn
production and corn mill operation.
