INTRODUCTION
As a basic political unit, the Barangay serves as a primary political government agency in the planning and
implementing of programs and projects.

Is a potent mass-based organization primarily tasked to ensure people’s access to efficient public and social services
and to effect enforcement of social policies and concerns. More important is, it provides effective venue for the
meaningful participation of the people in decision-making process.

The passage of R.A 7160, otherwise known as the Local Government Code (LGC) of 1991, paved the way for a more
meaningful participation of the people in policy making and implementation of various development programs that
affect their well- being. It emancipated the Barangay from centralist system that enableshigher levels of
Government to exercise tremendous powers.

The Barangay, under the present set up, has metamorphosed into an arena for the empowerment of the people, and
instrument that will signal the something end of patronage politics in basic communities. This postulate may appear
ambitious for some cynics. Nevertheless, the truth remains that, at present, the Barangay adequately equipped with
certain powers and resources to work and, if need be, fight for the attainment of a common aspiration for
sustainable, self reliant and empowered people.
The present state of affairs of the Barangay, as discussed above, serves as the contextual basis for the
implementation of the Barangay Development Plan Project. It is considered as a start-up phase in the various
facades of the LGU’s Development intervention. The otherphases of such intervention are : 1.) participatory
resources mobilization, 2.) participatory project implementation, and 3.) participatory project monitoring and
evaluation.

Although the Barangay Development Plan occupies only a small part of the vast panorama of development
intervention, it is considered as an necessary concrete imperative for the democratization and development of local
communities. It promotes and encourages active participation among the residents in the formulation of a five years
development plan. Aside from that, the project also involves the comprehensive profiling of the Barangay. This too
is very important because it makes the people fully aware of the socio-economic and cultural conditions of their
locality.
Its participatory nature, including the simple and visual tools and processes it uses for the formulation of plan,
create a favorable atmosphere for a meaningful participation of the community, including the barangay officials, in
the planning process. This process is considered a democratic breakthrough for its adopts a system that gives
comfort even to the unlettered. The direct participation and involvement of the local officials and residents in the
planning process develops in them a sense of ownership of the plan.

Such sense of ownership propels the people to continue their development interventions with the Barangay until
they see, in concrete terms, the fruits of their labors. The process those not only set a development direction of the
Barangay through the formulation of three years Development Plan but it also transforms the same Barangay into
cohesive and dynamic community.
A brief historical background
BARANGAY SAMBULAWAN’S HISTORY

Sambulawan is a wonderful place rich with cultural heritage and history. Sambulawan was once part of the history during the Martial
law in the late 1972.After the late President Ferdinand Marcos declared Martial law on September 1972, a month were the Philippines were
rocked with severe domestic turmoil, a month of terrorist bombing and assassination.

Barangay Sambulawan was part of it. The said place also experience massive destructions cause by the military armies who ruled the
country during the Marcos regime.
The people who lived here felt fear and agony. They experienced running for their lives, hiding everywhere just to escape from that agonized
chaos.

Until, a group of muslim rebel, the “barakudas” show itself to protect the community against the other civilian group “ilaga” who are in
favor of the military way of abusing its power to abolish the community and diminish those people who will not follow in their way of
establishing its own law, the martial law.

The people of the said place experience bombings and killings. The first settlers won’t forget the sounds of the cannons all over the place,
the rapid firing of guns mounted in an aircrafts and the droppings of bombs everywhere that makes the residents feel fear and evacuate the
place.

The only group left fighting for their rights and freedom to live. Until, the said chaos came to end at the late 1980’s and the place starts to
rebirth its natural and normal place in the Philippine archipelago. It is back into its peaceful location where people start to live a new life
and living again.
Barangay Sambulawan’s fruitful and humble beginnings start at the year 1942. On July 9 ,1942, its existence is just a place once part of the
municipality of Labangan, Zamboanga del Sur. During that time the said Barangay is not totally known as Barangay to everyone but just a
part of the Labangan municipality.

There is nobody leading the said community until it was being


decided by the people to choose its first tiniente del barrio, among the people who reside in the said place.
The one who is much known, the one who owns majority of the sympathy and influence in the community. On July 9,1942, the first mayor
of the Municipality of Dinas, where the said Barangay is being part of, came up to a decision of appointing a leader to the place.
It was the late Hon. Mayor Lacuaren who appointed the first tiniente del barrio of Barangay Sambulawan. He chose the late Hon.
Masla Lao to lead the community and its people.
Masla Lao was one of the first leader in the community, because of his popularity and influence the name Masla Lao is very much known all
over the municipality of Dinas and some distant places.

The birth of the Barangay is the same as the year its municipality was born. On October 4, 1951, Sambulawan, was formally proclaimed and
introduced to the public as a Barangay, part of the Municipality of Dinas.

Its first name is ZAMBULAWAN derived from “Zam” the first syllable of Zamboanga del Sur where it is being part of. “Bulawan” means
a bamboo which color is yellow. “Bulawan” is a muslim word for yellow bamboo . Zambulawan was first its name which later on became
Sambulawan for it is much pleasant to hear than the other one.

Until this days Sambulawan still exist with abundance and success.
A peaceful community where law abiding citizens reside. With the help of its constituents,and the leaderships of its Punong Barangay, the
said barangay bloom in progress and improvements.
Its people are the reason why the barangay stand still despite of all the adversities, chaos and calamities as the changing time brings. The
unity of its people is one of the main reason why it is a peaceful and nice place to dwelt in. Muslim and Christians became one in the name
of serving their creator and believing that everyone has the right to live and to be respected.

Unity and understanding is the key to the betterment and success of a certain community and its society. Unity holds the flagship of peace
and order of a certain Barangay including Barangay Sambulawan.

II. Geo-Physical Profile


> GEOGRAPHICAL LOCATION AND PHYSICAL CHARACTERISTIC
Sambulawan is a part barangay Municipality of Dinas located within the boundary of Barangay Lucoban,
Songayan, Proper Dimaya, San Isidro out of Philippines.

Location: at Zamboanga Peninsula or Region IX in Mindanao, together with the 29 neighboring Barangay a
cluster of Coastal Barangay one of the Geographical Division of the Barangay.
Climate:The area has a regular pattern of wet and dry season similar to other areas in Mindanao. The dry
season a months of November to May, and its wet season to the rest of the year. However the Globally
Climate Change has affected the regular pattern.

Barangay Sambulawan having a total land area 300.8904 hectares, 185 hectare lowland, 81 upland,
34.8904 hectare a coastal area, Sambulawan is a home of Maguindanao Muslim, Indigenous Subanen, and
Christian settlers who are locally Known as Bisaya.

Socio Demographic Characteristics First to dwelt in Sambulawan were the Maguindanao, the Bisaya and
later on it had a Subanen tribe in past many years they said that this 3 tribes
whose occupancy of the area practicing their culture in the plain, and along the sea shores.

When the time passing bye the population of Sambulawan was increase into many folds and they establish
a political domain.

At present of the 1,019 people living in Barangay Sambulawan 75% are Christian , 24 % are Maguindanao
and 1% are Subanen . The Bisaya occupy deferent part of the Barangay because
of their different chores of living, most of them are cultivating farm, and also the Maguindanaon.

Barangay Sambulawan has an overwhelming population of 1,019 as of the latest survey for the year 2019, of which 535 are
female while 484 are males. This is an indication that the population keeps on rising compared to the past few years of the
population figured of the Barangay.

The total of Household in the Barangay Sambulawan is 195. These household are situated in all the seven Purok of the
Barangay in which the Purok Marcos has a total number of 33 households, Purok Ramos has 26 households, Purok Aquino I 28,
Purok Aquino II 25, Purok Roxas 23, Purok Magsaysay 38, Purok Macapagal 22 households.

A total of 170 household are counted in the barangay. Of the total figure, 75% are made up of light materials. The is 5% that are made up
of semi-concrete materials while only 20% are made up of concrete materials.

Fishing. Some of them are in seaweed farming, and few of them are in Government agencies employee.

Income Utilization
Barangay Sambulawan residents earn more in order to spend for their basic needs such as food and household maintenance,
education of their children, taxes and utility bills which include electricity,water, religious obligation, medicine cosmetics
particularly for the women,clothing, transportation allowances,social or entertainment and savings.

Farming/Fishing/Seaweed Planting
Production:
A number of households in the barangay are engaged in farming of Rice/Corn, Fishing and Planting of Seaweed. It has become
customary already, costume and tradition, specially intended to be part of the preparations for the annual fiesta that requires a lot of
food being served.

Although some residents majority are in farming and fishing basically for home consumption so they can
prepare sumptuous seafood dishes especially when visitors come. Our residents think that they plant seaweed for
easier income because it does not require a long term of harvest and does not required a big capital for operation.

Problems:

Problems like seaweed planting, diseases during rainfall season called “ice ice”, a little theft, lack of technical
assistance.

An important and vital part in the development of a barangay is the barangay council. To be effective in carrying out their functions
such as the implementation of ordinances, delivery of basic services and others, the members of the council should have a thorough
knowledge of the Local Government Code (LGC) of 1991.

With the LGC of 1991, the barangay,this is the basic political unit of the government, become fundamental in implementing
policies,projects and other community activities. It became an arena towards the attainment of empowered and sustainable
communities.

Sources of Income of the Barangay


Like other Barangay, Sambulawan is mainly dependent on its Internal Revenue Allotment. Shown in the chart are

Water and Sanitation


Based on gathered social census data of the barangay, one of the identified problems of the community is on the supply of water
specially in Purok Marcos, but in other Purok it’s normal in supply. While it is true the barangay Sambulawan rely it’s 90% water
supply from the Barangay water system. Some of our residents want to have their own water pipe connected directly to their houses
rather than relying from the tapstand.

There are households in the barangay that are still throwing, dumping their garbage not in the proper places, especially on
creeks and canals. This has caused the barangay council to worry about the unsanitary condition of these families. Most household
rely on the services rendered by the compactor that regularly collects their garbage. Other households resort to burning of their
garbage which is prohibited in response to the ordinance issued by the barangay council that prohibits improper waste disposal
particularly dumping of dead animal on creeks and rivers. Based on data, there are still household that opt their garbage.

COMMON DISEASES
Common diseases in barangay Sambulawan include the following: fever, common colds, cough, rheumatism, high blood pressure.
There is usually a high occurrence of common diseases like rheumatism during the months of January and February, and likewise
during the months of May, during the months of May and July. Common coughs in June and December. Common colds accompanied
with fever usually occur the months of June and December, too.

Accordingly, the improper garbage disposal of the residents and lack of hygienic practices generally cause these diseases. As per
report of the barangay Nutrition Scholar, from 12 last year down to 6 of 1 st quarter this year present, only one case of malnourish.

HEALTH FACILITIES AND SERVICES


Barangay Sambulawan has a nearby Barangay Health Center . Together with the assistance of the Barangay Health Workers, they serve the community
particularly the children by way of Operation Timbang, Deworming, Vitamins Distribution, DOTS and Birth Control Program, Supplemental Feeding.
EDUCATION
With regards to education facilities, Barangay Sambulawan has its own Day Care Center with its skilled Day Care Worker. However, it has also one complete
Elementary school. Nevertheless, the residents have a high literacy rate.

What makes the barangay socially active and culturally productive are the existing barangay organizations.
However not all organization can give an equal degree of contribution since each organization has its own charisma.
The DAYONG that helps members who have members who pass away, The BUMODO in which the motorcycle
Drivers and Operators organize for the proper operation specially in transporting of passenger. Most residents are
satisfied with their functions and services. Organization that shaded red come next in terms of performance, while
the blue colored ones are the least but not necessarily poor performing organizations.
There are still other organization outside the barangay which in one way or another, help in the delivery of basic
services.

INFRASTRUCTURE CONDITION
In terms of infrastructure, barangay Sambulawan most of the barangay roads or 90% of it are
already concrete only 10% are unpaved, recently the constructing of perimeter fence, and VAWC office
are already done. Residential houses some are made of light materials.

WATER SYSTEM

The 95% source of water of barangay Sambulawan was distributed by Barangay Water
System and the 5% came from spring water.

ELECTRICITY
All Purok are by ZAMSURICO-I,but there are few household use only gas lamp called “GASERA”.

Barangay Sambulawan is one of the highly urbanized barangay of the Municipality of Dinas,
Zamboanga del Sur. The Barangay Development Council has envisioned it to be a progressive and
environment friendly community with healthyand peace-loving residents who participate in the Local
Government
The Barangay Sambulawan, for the past few years there were lots of drugs addicts where in it gives
more problems and burden in our barangay but with the helped of our administration and the
implementation of oplan tokhang, the drug addicts were lessened because they surrendered to the
policemen, in fact more activities given to them like livelihood and recreational activities in w/c they
were able to enhanced social, moral and physical aspects of their lives and to instill in their mind and
hearts, spirit of sociality and camaraderie.
We the Barangay officials of Sambulawan, our aim is to promote sociality and welfare among all
members of our community.
