METHODLOGY:
TRIAL PIT
Inform to the DEWA staff before 1 or 2 days .since then inspect by them the site area
and NOC approval give to get a Work permit then we can start the work.
EXCAVATION APPROVAL
After the trial pit should inform to the DEWA staff to get the excavation permis-
sion.
After that site area should demarcation by the contractor
The shop drawing should be check before excavation .
As per the DEWA Rules provide Safety measures from site properly.
Also follow the proper PPE(Personal Protection Equipment)Required Site Su-
pervisor .
REQUIRED NOC FROM DEWA
A No Objection Certificate abbreviated as NOC is defined as a written permis-
sion from DEWA to carry out the proposed construction as indicated on the
submitted drawing.
The Contractor should obtain the NOC from DEWA prior to starting the work.
Copies of NOCs and GIS drawings should be kept at the site at all times during
the project work.
Design NOC (only for design purpose, not allowed to work)
Trial Pit NOC (only for hand excavation and not allowed for any construction ac-
tivities)
Construction NOC , Shop Drawing NOC
NDRC/Drilling/Open Cut/Borehole/Dewatering NOC

consultant or client prior to sending the work notification to
DEWA. Obtain copy of NOC, GIS drawing and trial pit verification
drawing.
Survey the site to identify the cables.
Review the planned work to avoid disturbing cables, where ever
possible.
Allow sufficient time and provide sufficient resource to do the
work safely.
Identify all the cables (parallel and crossing) and install suffi-
cient route markers.
Barricade all the cable crossing locations with concrete or hard
barriers to isolate the crossing cable from any damage.
Walk around the full excavation area with a receiver or machine
operator prior to issuing the permit. Mark the permit location in
the layout drawing and mention the drawing number in
the permit.
Clearly mention the nature of work and validity & the conditions,
if required (i.e. only manual excavation).
Mention the cable details in the proposed working location.
Get clearance from
All the parallel and crossing cables must be identified during trial pit verification. Trial pits must
be taken from right of way (ROW) to road edge, for road and infrastructure oproposed working
area is a wide 3-metre trench, trial pits to be Trial Pits dug 5 metres wide (add 1 metre on both
sides).
CABLE CROSSING
Cable crossings should be identified and hard barriers placed to isolate them.
Crossing cables should be exposed by hand prior to continuing the excavation.
Once detected, identify and mark the cables. Confirm type, depth and number of cables.
• Do not use steel pins or rods for survey marking, which could damage cables laid at shallow
depths.
• Install DEWA electricity temporary sign boards over the cables at regular intervals (approx.
every 20 metres)
• If the cable is found in other corridor, inform DEWA for further action.

DEWATERING/SOIL INVESTIGATING
SEPARATE NOC TO BE OBTAINED FOR BORE HOLE/SOIL INVESTIGATION.
SEPARATE NOC TO BE OBTAINED FOR DEWATERING WORK, IF THE DEWATERING
PIT IS OUTSIDE THE PROPOSED EXCAVATION TRENCH.
DEWATERING SHOULD BE DONE ON THE OPPOSITE SIDE OF THE HV CABLE COR-
RIDOR.
1 METER CLEARANCE IS REQUIRED FROM HV CABLE FOR SOIL INVESTIGA-
TION/BOREHOLE AND DEWATERING DRILLING.

Construction NOC is a permission given to Contractor to proceed the proposed construction
Application Of NOC
A. Road work
a. Proposed scope of work drawing to be submitted in scale (1:1000) with DLTM coor-
dinates incorporating the Existing 400 /132kV OHL / cable route, circuit names, cable
joint / link box location, clearance from the proposed road edge to the cable / trough
edge, OHL Horizontal and vertical clearance from the proposed road, Horizontal
clearance from the tower foundation to the road edge.
b. Clearance details from the proposed bridge, ramp, and side wall of ramp, bridge
pillar/ pier, and underpass to the transmission lines, crossing and protection details
to be submitted.
e. If the proposed road is over the existing 132kV cable / trough, Length of the cable
protection, spare duct details with ends coordinates to be shown to the drawing.
f. The proposed road / road widening over the existing duct bank, edge of the pro-
posed road to the existing cable duct bank edge to be shown. If the duct bank is ex-
tended details and ends coordinates to be provided.g. If the Proposed road edge is
close to the cable joint / link box locations, 4 corners coordinates of the joint box, Ho-
rizontal clearance from the joint / link box to the road edge to be shown to the draw-
ing.
h. If any utility services / diversions included in the proposed road work contract,
clearance details of the services, (Water, Drainage, storm water, Irrigation pipelines
Etc., Etisalat duct, Electricity HV and LV) Crossing details, Protection details to be
submitted.

Steel protection barrier to be provided for Link boxes in the vicinity of Road. A new trough de-
sign is used for Asphalt Road (carriage way) by replacing the Existing
Protection slab
b. Protection Slab should be extended along the width of the proposed road and extended at
least one meter from the edge of each side of the road.
c. Provide 4 x 150mm dia spare ducts inside the trough and terminate the spare ducts to both
ends of protection slab, for future use, without disturbing the surface of the road.
7.2 132kV directly buried power / pilot / F.O cables
a. Each of the existing cable should be encased by new 150 mm Dia(split duct) and all ducts
plus two spare ducts should be encased by concrete to be called as “Concrete Duct Bank”.

b. There concrete duct bank should extend at least one
meter away, from edges of the proposed road.
GPS coordinate:
NDRC works such as Micro tunneling / Thrust boring / Pipe jacking / Directional drill-
ing and Piling / boring will be approved only after all the services and clearances
have been identified and verified with coordinates. Method statement and shop
drawing to be approved by DEWA before execution of the work. Drilling location to
be ensured as per the approved profile and coordinates before starting the work by
Transmission Line Patrolling supervisor

CABLE SLEWING
HV cables temporary or permanent slewing is sometimes required to complete or speed up
the project. Cable slewing work should be done under DEWA supervision only.
Contractor should submit the shop drawing to DEWA for temporary cable slewing.
2. Existing and proposed cable slewing location should be clearly mentioned in the drawing.
3. There should be no obstruction between the existing cable and the proposed slewing
trench (location).
8. Cables should not be raised above chest level while slewing or shifting.
10. Machines and equipment should not be used to lift or slew the cables.

CABLE BACKFILLING
All the exposed (fully or partially) cables should be backfilled as per DEWA standard. If the
warning tape and protection tiles were damaged or removed due to landslides during excavation
adjacent to the cable, the contractor must replace the tiles and tapes.
Contractors must send prior notice before starting the backfilling work, to arrange the necessary

3. Dune Sand Filling: Should fill 30 cm dune sand over the cable.
4. PVC Protection Tile: PVC tiles should be laid over the dune sand.
