INTRODUCTION AND BACKGROUND

The Ministry of Agriculture Animal Industry and Fisheries (MAAIF) and the Ministry of Water and
Environment (MWE) in collaboration with the United Nations Development Programme are jointly
implementing the GCF-financed ‘Building Resilient Communities, Wetland Ecosystems and Associated
Catchments in Uganda’ Project in Uganda. This project will restore wetlands and their eco-system services,
based on wise-use principles and guidelines, with sustainable land management practices and reforestation,
will support resilient agricultural practices and alternative livelihoods for communities ready to vacate the
wetlands

Under Project Output 2: Improved agricultural practices and alternative livelihood options in the wetland
catchment implemented by the MAAIF, the project planned to establish small scale irrigation as one of the no-
regret livelihood restoration options for the communities living around and utilizing the wetlands.

The MAAIF signed a contract with M/s. Gets Technical Services (GTS) Limited as the successful company
to undertake “Construction of Mini-Irrigation Schemes at Tirinyi Mpologoma -Kibuku District”. The site was
handed over to the contractor to have possession of the site on 20th May 2022 and a commencement order was
written for him to commence works on the 25th May 2022.

OBJECTIVE OF THE REPORT

The objective of this report is to give a general overview for the month of July 2022 in order to:

I. Inform the stakeholders on the physical status of the project site;


II. Outline challenges the district is facing and suggested ways forward.
SCOPE OF WORKS

The contractor’s detailed scope of works as tendered consists mainly of earth works, civil works, plumbing
works and electromechanical works. The works are broken down as follows as follows:

I. Preliminary Works: Which include; Erection and maintenance of signboard; site meetings.
II. Solar pump development: which includes; supply and installation of solar powered submersible pump,
solar panels and all necessary connections; erection of solar array structure, pump house and chain-
link fence around the structures
III. Water storage reservoir: which includes construction of tank stand with store and office underneath as
instructed by the engineer; supply and installation of three (3) 10,000ltr HDPE tanks and all necessary
plumbing works
IV. Micro-Sprinkler system: which includes earthworks on trenches for laying of lines; plumbing works
and plumbing work ancillaries for laying of lines; soil and water conservation
V. Water troughs: this is majorly composed of concrete civil works and earthworks with a little bit of
plumbing works
VI. VIP; Includes; excavation of pit; lining of excavated pit; and construction of the super structure
VII. Fishponds: This is composed of placement of supply and drainage lines to the fishponds and chain-
link fencing of fishponds.
PROJECT AREA LOCATION

The project area/ site is located in Kibuku district, Mazuba Subcounty, Mazuba B village along Tirinyi Road
15km North of Namutumba district offices and approximately 5.8km south of Tirinyi trading center.

Progress of Works

The progress of work as of 24 August 2022 is summarized in Table Error! No text of specified style in
document..4 below with picture depicting works on site shown in Annex I. The project progress is a
comparison between the contract period (5months), scope of works, contract sum (UGX 575,310,541); against
actual time elapsed, physical works done, and amount paid out to the contractor.

It is instructive to compare progress in a linear manner. Table Error! No text of specified style in
document..4 compares the work progress as of 24th August 2022 and what would have ordinarily been the
situation if the Contractor was executing work in time on a pro-rata basis. It is clear from Table Error! No text
of specified style in document..4 that the physical progress of work against time is disproportionate.

The supervisor noted a few reasons to explain this occurrence such as: Slow and low mobilization of man
power by the contractor; delays in harvesting of existing crops on the project area by the beneficiaries; delays
in acquiring the required acreage as certain beneficiaries are in and out.

Among the works the contractor was not able to execute in the month include: trenching for drainage of fish
ponds; commencement of fencing of irrigation area; construction of tank stand; construction of chain-link
fence.

Physical Achievements

Annex IV gives the analysis of the performance of the contract up to the 24th August 2022.

Delivery and Approval of Materials on Sites

The Contractor is complying with the requirement to notify the Supervisor whenever materials are being
delivered to site for inspection and approval/rejection. Materials delivered on site up to the month of July are
given in Annex II

Issues that Required Attention

A fraction of the landlords have refused to clear their gardens such that the area can be leveled in preparation
for the irrigation. Some of them have been convinced and have cleared however there are still others who are
holding on

There were delays in the delivery pattern of materials to the site thereby need to reschedule a work plan

The corrected columns did not still meet the required standard of the support structure

Site Instructions

Some site instructions have been given to the contractor so as to aid him in carryying out his works. A list of
some of the instructions is shown in the table below.

Visitors at the project office in the month of January/February are recorded in the visitor’s book.

Quality Control Assurance

Quality control measures such as curing of works, proper storage of materials and safe transportation of
materials have been put into consideration.

Health & Safety Programs and Procedures

The Contractor hasn’t provided PPEs to most of his workers that is overalls, gumboots and helmets and
workers found on site without PPE’s have constantly been warned by the supervisor. Those who continuously
refuse to adhere are requested to leave the site

Environmental Quality Protection

The supervisor is devoted to ensuring minimal environmental damage through ensuring the contractor has
proper disposal of waste by providing garbage dumping places.

The contractor also maintains as minimal as possible emission of greenhouse gases by use of authorized
equipment.

As part of the contract, the contractor will undertake soil and water conservation actions

Project Cost

The project cost is contracted out at Contract Price of Uganda Shillings Five Hundred seventy-five
Million Three Hundred Ten Thousand Twenty-One Only (UGX 575,310,541/=).

Contractor’s Financial Status

The Contractor has submitted an interim payment certificate of sum Uganda Shillings Two Hundred
Ninety-One Thousand Seven Hundred and thirty-One thousand Four Hundred Seventy and Eighty Cents
Only (UGX 291,731,470.80) which is under review for clearance
