CHAPTER I

INTRODUCTION

On-the-Job Training is a part of the college curriculum, a form of training

taking place in a normal working situation, a skill development activity which the

students/trainees learn how to do the actual work through hands-on experiences.

It is also a method of exposing students to different situations to learn how to

handle things when they encounter the same thing in the future when they’re already

working. Also, this gives chance for the students to apply what they have learned from

school. At last, this helps the students to further their knowledge and wisdom by

performing in actual work setting.

Training refers to the acquisition of knowledge, skills and competencies as a

result of the teaching of practical skills and knowledge that relate to useful competencies,

also training has specific goal of improving one’s capability, capacity and performance of

a person. On-the-job training is one way by which students are given an opportunity to

apply the theories and computations that have learned from school.

Because the training takes place on the job, it is highly realistic and no transfer of

learning is required. It is often inexpensive because no special equipment is needed other

than what is normally used on the job. A large majority of employee learning is

accomplished through on-the-job training. The well designed OJT programs are well

planned and resourced, staff managers with competent coaching ability, and define the

criterion for performance standards.

Among active labor market programs, job training is popular in Latin America as an

attempt to help the labor market insertion of disadvantaged youth, and also as a way

of providing skills to low-income groups to enable them to deal with the challenges of

Globalization. https://doi.org/10.1080/19439340902918094

Students should not take OJT for granted because if they get a high evaluation grade,

their employer might hire them when they graduate. Their background OJT is very

important when applying for a job. Oftentimes, employers will ask them the relevance of

their training to their course and to the position they are applying for. If they still have no

idea on what is meant to be a worker, OJT will give a hint of career realities. Their OJT

superiors might as well recommend them to other companies whom they know. It will

give them sense of confidence that they can when applying for a job after graduation and

also to help them to make career choices. Having a good performance during OJT is very

important especially now that there’s a tight competition towards job seekers and the high

qualification of companies. On-the-Job-Training simply means training an employee to

complete a task or function when they are already hired and working

WESTERN PHILIPPINES UNIVERSITY (WPU) Historical Background

The Western Philippines University (WPU) is a higher state of education

institutional located at Aborlan, Palawan. The University began as the Aborlan Farm

Settlement School for the Tagbanuas (an indigenous cultural community of Palawan) in

1910. It became the Aborlan Agricultural High School in 1928 and the Palawan Regional

Agricultural School in 1960. It was renamed Palawan National Agricultural School in

1962, and became the Palawan National Agricultural College (PNAC). Its name was

again changed to State Polytechnic College of Palawan in 1995 by virtue of R.A. 8012,

and in 2004 President Gloria Macapagal-Arroyo signed 9260 converting it to Western

Philippines University.
Historical Background of Western Philippines University – PPC Campus

As one of the campuses of the WPU, the WPU-PPC Campus came into existence

on February 1, 1980 known then as the Palawan National Agricultural College –

Regional Institute Fisheries and Technology (PNAC – RIFT). It was one of the foreign

assisted RIFT projects established in Puerto Princesa City funded under the 6th

International Bank for Reconstruction and Development (IBRD) Loan number 1786PH

granted by the World Bank (WPU Student Handbook, 2007). From the PNAC – RIFT,

the institute was renamed State Polytechnic College of Palawan – Institute of Marine

Species (SPCP-IMS) per Board Resolution No. 40, series of 1993. The institute was then

changed and called the State Polytechnic College of Palawan – Aquatic Sciences

Technology Institute (SPCP-ASTI) per Board Resolution No. 8, series of 1998. Since its

establishment in 1980, SPCP-ASTI has continued serving the youth of the province in

their knowledge and skills in fishing and other fishery industries, and it has built its

capacity as the center of viable and environmental friendly fishing and aquatic

technologies (www.wpuppc.edu.ph, 2015). In 2000, SPCP-ASTI was recognized as the

Center of Excellence for Fisheries in Region IV, and in August 2001, its Bachelor of

Science in Fisheries (BSF) program has been accredited for the first level and later

evaluated to second level in March 2006 by the Accrediting Agencies of Chartered

Colleges and University in the Philippines (AACCUP). Then, the program underwent the

third survey visit (Phase I) with every positive comment from the team of accreditors

(Arce, 2010 as cite by Malolos, 2011). In 2004, the Congress of the Philippines enacted

RA 9260 converting the college into a university known as the Western Philippines

University. Before the campus has two colleges, the College of Fisheries and Maritime
Technology (CFMT) which offered the flagship programs of the campus; and the College

of Arts, Science and Technologies (CAST). Through a second leadership of the middle

level managers of the campus, most of the faculty members are active in research output

presented in local. National and international symposia and have published research

result in the national and international journal (www.wpuppc.edu.ph, 2015). The CFMT

offered several circular programs, namely: Bachelor of Science in Fisheries, Bachelor of

Science in Aquatic Biology, Bachelor of Science in Environmental Management,

Bachelor of Science in Agricultural Business, Bachelor of Science in Agriculture, and

Seafarer’s Rating Certificate. In October 2009, the Level III Re-Accredited status was

awarded by the AACCUP to BS Fisheries program; while the BS Aqua Bio, Bachelor of

Science in Criminology, Secondary Teacher Education, and Elementary Teacher

Education courses of WPU-PPC campus have been given the candidate status. Today,

aside from being the Provincial Center for Human Rights Education (PCHRE) in

Palawan, instruction, research, and extension works continued to be the University’s

central activity. Its revised goals and objectives enable the University to be more relevant

and responsive to the present demands of the community. The establishment of CAST

was brought about by the increasing number of student population in Puerto Princesa

Campus and the recommendation of the accrediting teams of BS Fisheries program and

that the Center of Excellence status of Fisheries should belong to the specific college.

The CAST has several curricular offerings including Bachelor of Science in Criminology

(BS CRIM), Bachelor in Secondary Education (BSED), Bachelor in Elementary

Education (BEED), Bachelor of Science in Social Work (Historical Background of

Bachelor of Science in Agricultural Engineering, Bachelor of Science in Civil

Engineering, Bachelor of Science in Electrical Engineering, and Bachelor of

ScienceBSSW), Bachelor in Sociology, Bachelor of Science in Hospitality Management

(BSHM), Bachelor of Science in Public Administration (BSPA), and Bachelor of Science

Technology (CEAT) in the said campus are Bachelor of Science in Agricultural Business,

Bachelor of Science in Agricultural Engineering, Bachelor of Science in Civil

Engineering, Bachelor of Science in Electrical Engineering, and Bachelor of Science

Electrical Engineering, and Bachelor of Science Mechanical Engineering, and Certificate

in Electrical Engineering Technology. CEAT uses WPU-PPC campus as venue. WPU-

PPC Campus also offers graduate school program. The Graduate School offering includes

MS in Rural Development (MSRD), MS in Marine Biology (MSMB), Master in

Education Management (MEM) and Master in Public Administration (MPA). The

Doctorate program includes the PhD Educational Administration and PhD Rural

Development. However, when the vertical articulation of course offering was

implemented in June of 2013, several programs were transferred to different college and

college names were changed. The number of colleges was reduced from eight to seven.

Four (CAS, CAFES, CED, and CE) of the seven colleges are based in WPU Main

Campus in Aborlan, Palawan, and the remaining three (CBM, CCJE, and CFAS) are

based in WPU-PPC Campus. Consequently, due to the phasing out of the former CAST

in Puerto Princesa City Campus, the four departments under CAST have been transferred

to different colleges as well. The Department of Business and Management has become
College of Business and Management (CBM), and the Department of Criminology

becomes the College of Criminal Justice and Education (CCJE), both are based in WPU-

PPC. On the other hand, the Department of Social Sciences was transferred to College of

Arts and Sciences (CAS), and the College of Teacher and Education was merged with the

CED both are based in the Main Campus. All Engineering courses were also transferred

to the College of Engineering (CE), also the Main Campus. In November 2013, the BS

Fisheries in WPU-PPC underwent its Level IV AACCUP Accreditation and have passed

almost all areas with only one area subjected to a re-visit status. In January 2016, the

Western Philippines University was awarded the title Center for Excellence for its BS

Fisheries Program. At present, WPU-PPC still offers MPA, MEM, MSMB, and PhD in

Educational Administration. The MSRD is the only one graduate program that was

transferred to the main campus. Undergraduate programs offered prior to vertic al

articulation, including some of the programs offered by the WPU Main Campus based on

colleges such as: BSED, BEED, BSSW, and BSAB are still being offered in the campus.

ON-THE-JOB TRAINING GOALS

On- the-job training, also known as OJT, is teaching the skills, knowledge, and

competencies that are needed to perform a specific job within the workplace and work

environment. On- the-training uses the regular or existing workplace tools, machines,

documents, equipment And knowledge skills necessary for an employee to learn

effectively perform his/her job. Setting goals allows supervisors to create a concise

training plan that eliminates potential gaps making goal setting a valuable tool for trainers

and trainees alike.

The importance of OJT is for employees to know that so that they can be prepared

for their next future job and so that they can be proficient in whatever is put in their work.

ON-THE- JOB TRAINING GOAL

The primary goal of the-job training is to offer equal opportunities for

training to graduating students in their specific field of specialization, to produce

graduates that will not only survive but also thrive in a borderless economy, a

paradigm shift from supply- driven to curriculum in terms of content and

structure. To be more responsive to the needs of the industry, the program

emphasizes skills and competencies instead of just managerial theory and is

scheduled in such a way as to provide more but focused options for the students

terms of career path. Providing knowledge to students so that they have skills in

any job assigned to them and for the future they will not have difficulty in any

real job assigned to them.

Purpose/Importance of On-the job Training

On-the-job training provides students the opportunity to acquire knowledge and

skills relevant to work habits necessary to become competitive in the labor market. The

training also assists individuals in developing professionalism and interpersonal skills

necessary for success in the workplace.

It also helps students to obtain applicable knowledge and skills by performing in actual

work setting. OJT is important not only to teach students in their chosen career but to

show students the reality about working. It gives an insight into what the industry is all

about and give the trainee an opportunity to experience their industry and decide on

which area/department they would want to see themselves in the future. Experience

industrial training to the fullest to find where passion lies.

It is interesting for students to apply and improve on the knowledge and skills acquired

during their studies applying what they learn in the real world brings a deeper

understanding as well as heightened skills. Students needs to understand the professional

world as well as how to get along with a wide range of different colleagues. Many

companies hire students only if they have relevant experience.
