MEMORANDUM ORDER

SUBJECT: GUIDELINES ON THE PROVISION OF INCENTIVE ALLOWANCE TO


AGRICULTURAL EXTENSION WORKERS

I. SCOPE
These guidelines shall govern the minimum requirements for the provision of incentive
allowance to agricultural extension workers (AEWs) composed of:
 Provincial Agriculturist (PA);
 Provincial Veterinarian (PV);
 Provincial Program Coordinator (PPC);
 Provincial Component Coordinator (PCC);
 Municipal Agriculturist (MA);
 City Agriculturist (CA);
 Municipal Veterinarian (MV);
 City Veterinarian (CV);
 Agricultural Technician (AT);
 Provincial Agricultural Fishery Council (PAFC) Coordinator; and
 Municipal Agricultural Fishery (MAFC) Coordinator.

II. OBJECTIVE
The provision of incentive allowance aims to give credit to the work provided by the AEWs
and to strengthen agriculture extension services while maintaining the quality of service
and outputs they provide.

III. QUALIFICATIONS FOR AEWS AND PROVINCIAL COMPONENT COORDINATORS

AEW
 Permanent employee with Agriculture/Veterinary related position at
Municipal/Provincial Agriculture/Veterinary Office

 Casual employee designated as Agricultural Technician with Civil Service


Commission appointment
 Non-technical positions such as Admin Aide, Planning Officer etc. but has been
performing as agricultural technician and has undergone agriculture-related
trainings/seminars for the last five years

 Job order employee may be provided with the incentive provided they have been
performing as AEW for a minimum of three years, graduate of agricultural-related
course, and has undergone agriculture-related trainings/seminars.

PROVINCIAL COMPONENT COORDINATOR

 Provincial Engineering Coordinator – Must be a graduate of BS in Agricultural


Engineering, preferably licensed agricultural engineer

 Provincial Soil Nutrient Coordinator—Must have undergone trainings on soils and


nutrient management and preferably a licensed agriculturist

 Provincial Integrated Pest Management/Training Coordinator—Must be a graduate


of training of trainers or training for specialist for IPM and crop protection

 Provincial Seed Coordinator—Must be deputized as seed inspector by BPI or has


undergone training on seed production and certification.

The Regional Field Offices may issue additional qualifications for AEWs and Provincial
Component Coordinator.

In cases of vacant slots due to promotion, retirement, resignation within the municipality,
the MA/CV may recommend AEW from the said Local Government Unit (LGU) or may
request for augmentation from Provincial Agriculture/Veterinary Office. The Regional
Banner Program Coordinator can allocate the unused slot from one municipality to other
areas where it is most needed.

It is the responsibility of the Municipal/City Agriculturist to require the deployed AEWs


from Provincial Agriculture/Veterinary Office to report and perform his/her duties.

IV. MONTHLY RATE FOR INCENTIVE ALLOWANCE

MAFC Coordinator

Full Time PhP2,500/month

V. PAYMENT OF BASIC AND PERFORMANCE-BASED INCENTIVE

Basic Incentive

Payment of basic incentive allowance of forty (40%) shall be paid monthly or quarterly,
whichever is applicable and subject to the availability of cash.

Following are the necessary supporting documents:

 Daily time record (DTR);


 Certificate of satisfactory performance from concerned LGU;
 Certification from Accounting Office that the AEW had received the previous
incentive; and
 The payroll shall be prepared and signed by the Provincial Program Coordinator
and concurred by the Provincial Agriculturist/Veterinarian, recommended by the
Regional Technical Director and approved by the Regional Executive Director

The Regional Field Offices may require additional requirements as necessary.

Performance-based incentive

The performance-based incentive allowance of sixty (60%) shall be paid quarterly or


after a cropping season whichever is applicable and subject to availability of cash.

VI. PROVISION OF SUPPLEMENTAL GUIDELINES


These guidelines will provide the minimum requirements for the provision of incentive.
The DA Regional Field Offices may issue a comprehensive guidelines and shall be
consistent with the provisions indicated in this Memorandum Order, to be approved by the
Undersecretary for Operations.

VII. EFFECTIVITY
This Memorandum Order shall take effect immediately and shall remain in force until
revoked in writing. All other orders inconsistent herewith are deemed revoked.
