Hancock County, WV – Steven E. Dragisich, Hancock County Prosecuting Attorney, announces
that the September 2022 Term of the Hancock County Grand Jury met this week and returned the
following Indictments:

1. James Raymond Carr – 6/4/1971, Address Unknown – Unauthorized Use of an Access

Device (11 counts)

2. Ashlee Dawn Durbin – 6/18/1996, 750 Leonard Street, East Liverpool, OH 43920 –
Delivery of a Schedule II Controlled Substance, Fentanyl (3 counts); Conspiracy to Deliver
a Controlled Substance, Fentanyl (3 counts); and Transporting a Controlled Substance Into
the State With the Intent to Deliver, Fentanyl.

3. Matthew Scott Rudder – 7/24/1989, 338 Ogden Street, East Liverpool, OH 43920 -
Delivery of a Schedule II Controlled Substance, Fentanyl, Accessory Before the Fact (2
counts); Delivery of a Schedule II Controlled Substance, Fentanyl; Conspiracy to Deliver
