1.SCOPE:
This Method statement covers Installation of Control Panels and Marshalling Boxes be carried out in
AL DUR PHASE 2.This method was prepared as guideline for the effective execution of the work,
Construction personnel have to determine the update applicability of this MS in the accordance with
approve construction drawing, actual site condition and specific project requirements.

4. RESPONSIBILITIES:

a) Site Manager
Overall responsibility for the safe execution of the project and also responsible for overall
co-ordination with other agencies.

b) Construction Manager
Construction manager will be responsible for safe execution of work at site, coordination
with client engineers & progress monitoring.

c) Site engineer
Site engineer will be responsible for the monitoring the work to execute as per approved
drawings and documents and to arrange the resources to the site team to execute the work as
planned smoothly.

d) Site supervisor
Site supervisor will be responsible to implement the installation of work at site as per
approved drawings and monitor the quality& safety aspects and guide the foremen
accordingly.

e) QA/QC
1) Monitoring the site work as per the specification and the related quality procedures.
2) Arranging & coordinating with the consultants for the Inspection of site works
installation as per ITP (if any) for the approval.
3) Maintaining the site inspection and test records for further reference.
4) Raising and closing internal NCR if any
5) Documentation in accordance to approved PQP / ITP
f) Safety Officer

1) The implementation of all the safety measures in accordance with the HSE
Plan and that whole work force is aware of its proper implementation.

2) Daily checking of work permit and tool box talk.

3) The implementation of safety measures in adequate to maintain a safety Working
environment on the site and supervising whether each worker is using necessary
PPE.
4) Inspection of the all site activities and training of personnel in accident prevention
and related to HSE
5) Training, Electrical safety, confined space, Hot work, working at height and life safe
behavior.

6) Foreman
Foreman will allocate the manpower as required on site and arrange the tools and
tackles as required to execute the job smoothly.

5.PROCEDURE:
The work method to install the above-mentioned panels/Equipment shell be in the following sequence.
5.1 Pre-installation checks
1) Verification of equipment layout from relevant construction drawings.
2) Check drawing are of current revised status.
3) Site released for panel installation.
4) Confirm readiness of the area.
5) Location of the panels/Equipment shall be determined and covered false flouring shall be
removed to expose main structural steel. This will how ever be done in phases depending
on the panel that is going to be installed.
6) Review vendor drawings of the panels and familiarize the installation methods
recommended by the vendor.
7) Exposed floor areas shall be cordoned by means of hazard identity tape.

5.2 Material withdrawn from warehouse


1) Check the materials for completeness and conformity in reference to manufacture packing
list.
2 ) Material inspection will be carried out to as certain that no damage has occurred to the
equipment. In case of any damages common inspection and report will be issued.
3) Store material requisition shall be made.
4) The material shall be transported in their original packing to location.
5) The crane/Boom truck shall be positioned in such a way that there is no obstruction
to movement of vehicles or hindrance to work of other companies.

5.3 Support Pre-Fabrication

1) The supports required, if any, for the installation of marshalling boxes can be done
in the yard or JEL workshop. Support type should conform to approved construction
drawing and site condition.
2) Double channels support supplied by SIDEM shall be placed in position aligned and
installed.
3) Double channels installation will be carried out by ensuring by correct level has
been achieved.

5.4 Description of Indoor installation


1) Equipment packages shall be unpacked outside the control room/Electrical building
just prior to the installation.
2) Shortages or damages if any shall be brought to the attention of the
contractor/engineer immediately.
3) Each and every loose item shall be properly identified before installation.
4) Panels shall be lifted by the crane/Boom truck and off-loaded on the platform
outside the entrance of the respective control room/ Electrical building.
5) It shall be ensured that the crane/boom truck lifting range will be within the
specified limited capacity, due to angular position at the entrance of the main door
especially during lifting of the heaviest panel of 3 Tones.
6) From here the panels will be slide on the pipe rollers and or trans pallets over
plywood seats and taken to the location.
7) They will then be placed in position over the foundation frames already installed.
8) The panels will then be aligned using spirit level and water level panel must be
perfectly rigid.
9) All cables inside the marshalling box/control panel must be dressed properly and
tried-up inside trunk and wire distributed to every terminal as per approved
termination drawings.
10) Grounding and bonding terminal must be connected to the base frame.
11) Insulation test will be carried out as well as all pre-commissioning testing.
12) Inspection of the installation and punch list.
13) RLM markup drawings certified by contractor or engineer.

5.5 Description of Outdoor installation

1) Equipment packages shall be unpacked properly and wooden waste or carton waste
should be dump in solid waste.
2) Shortages or damages if any shall be brought to the attention of the
contractor/engineer immediately.
3) Marshalling boxes to be installed as per construction drawing (like double channel
support/structural beam).
4) Control panels/Marshalling Box shall be wall or chassis mounted, equipment with a
sunshade
5) All earthing wires be connected to general safety ground system of the plant.

6) All cables inside the marshalling box/control panel must be dressed properly and
tried-up inside trunk and wire distributed to every terminal as per approved
termination drawings.
7) Each and every loose item shall be properly identified before installation.
8) Inspection of the installation and punch list.
9) RLM markup drawings certified by contractor or engineer.

10) Once marshalling boxes/cabinets installed at site need to be cover with carton or
thermocole seats or polyethene packing seats (free from dust, water and other
particles).

6. TOOLS AND EQUIPMENT:


1) 10 T Crane or boom truck.
2) Truck/Trailer.
3) Pick up.
4) Trans pallets.
5) Slings.
6) D-Shackles.
7) Crow bars.
8) Pipe rollers.
9) Fitters tool box.
10) Electrician tool box.
11) Abrasive cutting machine.
12) Drill machine.
13) Grinding machine.
14) Spirit Level.
15) Hydraulic knock-out
Punch.

7. INSPECTION AND TESTING:

7.1 QC Inspection

1) Inspection for Cable Installation. RFI for cable termination activity shall be coordinated
by JEL QA/QC Inspector, who will implement the inspection program and notify all
parties involved in advance of the scheduled dates of inspection at least 24 hours to
enable them to participate and Inspection of the following:

 Cable physical inspection for damage.


 Splicing according to manufacturer's instruction.
 Correct cable glanding.

 Inspection for jacket, armor and sheath.


 Terminal execution as per manufacturer's instruction and project specification.
 Required terminal accessories.
 Conductor proper clamping and tying.
 Cable identification, phasing and color coding.

2) Internal and preliminary inspection shall be done before submitting to contractor for
final inspection
3) RFI will be raised for inspection once work and internal inspection is completed and
inspection checklist to be used.
4) Review and inspection for assembly, arrangement, anchoring and grounding.
5) Relevant records shall be signed by all the required parties and originals kept by JEL
QA/QC Department.
6) Acceptance criteria for inspection will be within Project specification and standards.
Required actions will be taken place as per site work condition for remarks and punch
lists noted during inspection.

7.2 Red line markup (RLM)

1) Document controller will be responsible for maintaining a complete set of Construction


drawings, Vendor and manufacturer's Drawing for up-to-date marked-up of any actual
field changes to the drawing issued or any revisions.
2) Once the installation is complete, supervisor shall mark the approved drawing for any
changes.
3) The Supervisor makes "RLM" for drawings in Master Copy immediately after
completion of works (Whichever changes in the approved drawings, P&ID and
specifications marked in red according to actual constructed condition) and submits to
field engineer who will review and forward the RML Drawings to QA/QC department.
4) After QA/QC department reviewed and verified it, the gathered "RLM" drawings
submitted by Construction will be processed for submittal to client and a Master copy
will be kept by JEL document controller.
8.SAFETY:
1) Prepare the Side in work permit before installation, verifying the safety measure
requirements, information to involving parties and approval of work commencement. No
work shall be started without work permit.
2) Wear proper PPE during the time of Glanding, Termination and Testing of control and
Instrumentation cables.
3) All personnel that will perform the installation of Glanding, Termination and Testing of
control and Instrumentation cables shall be qualified, properly trained for working at
heights, confined space, and electrical safety. whatever applicable project safety training
requirements before executing the activity.

4) Ensure that work area is safe and clear from any danger. Identify any hazards and take
necessary preventive actions.
5) All personal should be site inducted by HSE department to prior start work.
6) Job should be monitored at all times.
7) To deploy trained person for electrical work or particular task.

8) Electrical items should be stored properly at site.


9) Housekeeping to be done after completion of work.
10) Before start any job Tool box talk provide by task supervisor.

9. DOCUMENTATION:
All reports issued for information related Glanding, Termination and Testing of control and
Instrumentation cables shall be submitted officially to SIDEM thru transmittal. Documents required as
per Inspection and Test Plan (ITP) shall be signed off with SIDEM Representative.
