Reason ‘This Service Bulletin is associated with Allied Signal Engines Service Bulletin TPE331-72- 2015, which specifies engine requirements for continued operation with deteriorated engine performance. An Aircraft Flight Manual Supplement AFM HP4.16 Supplement No, 17 must be used to schedule the performance changes. C. Description This Service Bulletin installs a placard to allow continued operation of engines with 5% torque reduction as detailed in Supplement No.17 to Flight Manual HP4.16. ACCOMPLISHMENT INSTRUCTIONS NOTE: NOTE: To avoid delays in returning aircraft to service, make sure you have Aircraft Flight Manual HP4.16 SUPPLEMENT No.17 before commencing the accomplishment of this service bulletin. Planning Information A. Etfeotivity This service bulletin is applicable to the following turboprop aircraft engines. Reason (1) Background: In June, 1981 the FAA issued Order No. 6000.47, Subject: Deteriorated Power for Turbopropelier Powered Air Carrier/Air Taxi Airplanes. This order provides ‘guidance relative to certification, operation, and maintenance of turbopropeller-powered air carrier/air taxi airplanes with engines which cannot develop maximum certificated power because of performance deterioration (2) Action: In response to customer requests, and pursuant to the subject order, the en- ine manufacturer, in conjunction with the FAA, has established the following. ‘+ maximum allowable engine performance deterioration + a program of maintenance actions and performance measurement that will establish the degree of performance deterioration and detect unacceptable step changes in engine performance. Engines which produce takeoff torque lese than Aircraft Flight Manual minimum requirements may qualify for operation under the deteriorated power program, provided certain conditions are met. Descri This service bulletin establishes a “Deteriorated Power Program” which provides procedures for entering and for leaving the Deteriorated Power Program and which provides the owner! ‘operator with instructions and procedures for inspecting the engine and making periodic measurements of engine performance. This program, in conjunction with the appropriate Aircraft Flight Manual Supplement, allows the owner/operator to continue to operate engines: with power deteriorated as much as 5% below the normal rating. Mar 30/98, TPE331-72-2015 Page 3 AlliedSignal SERVICE BULLETIN AEROSPACE AlliedSignal Engines Accomplishment Instructions NOTE: Publications listed in Section 1 provide applicable disassembly, cleaning, inspection, reassembly, and testing instructions and shall be referred to during the accomplishment of the following instructions. Before complying with the following instructions, accomplish the appropriate troubleshooting procedures to make sure that the engine's low power indica tion is not caused by a malfunction of indication system components or by calibration errors. A. Performance Evaluation (1) Test engine and calculate performance margin. (a) Start engine, set 100% RPM with little or no load on the engine, and select TTL OFF. (b) After 3 minutes, set torque within +1% of Table 1.1. Do not exceed 650°C indicated EGT. (©) Allow engine to stabilize at this torque setting for 30 seconds, then reduce power to 500°C Indicated EGT. Check EGT Compensation by switching dashboard toggle switch OFF, then ON. Record the observed EGT change on FORM 1 under Current EGT Compensation. If EGT increases, the compensation valuc ic negative. If EGT decreases, the compensation value is positive (check value on DSC sheet). (4) After 60 seconds at 500°C Indicated EGT, increase torque to within + 1% of the previous value from Table 1.1. Do not exceed 650°C indicated EGT. (e) Allow engine to stabilize at this torque setting for 30 seconds. Record remaining parameters shown on FORM 7 in the TESTED(A) column. The SRL controller must be ON initially, then switched OFF to record EGT (SRL OFF). Do not move the power lever when the SRL is switched OFF. Reset SRL controller to ON. Do not exceed 650°C indicated EGT. () Using OAT and Pressure Altitude from FORM 1, record expected parameters in the EXPECTED (B) column using Table 1.1 thru Table 1.4. (g) Perform calculations shown on FORM 2to determine EGT Margins (SRL On & Off) and % Fuel Flow Margin using TESTED(A) and EXPECTED(B) data from FORM 1. (a) (b) (c) NOTE: Total EGT Margin (SRL On) from FORM 2s used to evalu- ate performance deterioration If total EGT Margin (SRL ON) is HIGHER than 0°C (Example: +10°C), then the engine meets the power requirements for normal operation and no further action is required. Make an entry in the engine log book indicating that the engine meets the requirements for normal operation in accordance with the performance check of this service bulletin. It total EGT Margin (SAL ON) ranges from 0°C to ~20°C (Example: ~10°C), then the engine is considered to be within the allowable 5% deteriorated power limita- tion as required by the program, and the engine can be considered for the Dete- riorated Power Proaram by goina to Step 2.A.(3). If total EGT Margin (SRL ON) is LOWER than 20°C (Example: -25°C), then the engine has exceeded the 5% deteriorated power limitation allowed by the program and must he removed fram the aircraft and be rastored to its full perfor- mance rating. Make an entry in the engine log book indicating that the engine failed the performance check of thie service bulletin. Inepect engine. (a) (b) ‘Accomplish an FOD inspection in accordance with the Engine Maintenance Manual. If the engine is acceptable, go to Step 2.A.(3)(b). If the engine is not acceptable, remove and repair the engine. CAUTION: THE OPERATOR MUST DETERMINE THE TIME ‘SINCE OVERHAULIMAINTENANCE OF THE FUEL. NOZZLES FOR THE CANDIDATE ENGINE. FUEL NOZZLE CONDITION MUST BE ACCEPTABLE FOR CONTINUED SERVICE BEFORE ENTERING THE DETERIORATED POWER PROGRAM. ‘Accomplish a Hot Gas Path (Borescope) Inspection in accordance with the En- gine Maintenance Manual. If the borescope inspection is acceptable, go to Paragraph 2.B. to enroll, and continue, the engine on the Deteriorated Power Program. Deteriorated Power Program CAUTION: AFTER BEING ENTERED IN THE DETERIORATED POWER PROGRAM, THE ENGINE, AND THE AIRCRAFT IT |S INSTALLED ON, MUST BE OPERATED IN ACCORDANCE WITH JETSTREAM AIRCRAFT FLIGHT MANUAL SUPPLE- MENT NO. 17, AND JETSTREAM SERVICE BULLETIN NO. J8211-12143, AND THE 200 HOUR PERIODIC ENGINE PERFORMANCE EVALUATION (1) Make an entry in the engine log book indicating that the engine is being entered into the Letenoratea Power Program in accordance with Service Bulletin TPE331-72-2015, Record engine Time Since New (TSN), Cycles Since New (CSN), and Total EGT Mar- gin (SRL ON) calculated on Form 2, in the engine log book. (2) Every 200 flight hours, repeat Step 2.A.(1), record results on FORM 2, and evaluate performance margins for continued operation on the Deteriorated Power Program. NOTE: Total EGT Margin (SRL On) from FORM 2s used to evalu- ate performance deterioration. (a) _ If Total EGT Margin (SRL ON) is HIGHER than -20°C (Example: -15°C), then the engine is considered to be within the allowable 5% deteriorated power limita- tion as required by the program, and the engine can continue to be operated on the Deteriorated Power Program. Make an entry in the engine log book indicat- ing that the engine is in compliance with the Deteriorated Power Program in accordance with Service Bulletin TPE331-72-2015. Record engine Time Since New (TSN), Cycles Since New (CSN), and Total EGT Margin (SRL ON) calcu- lated on Form 2. () I total EGT Margin (SRL ON) is LOWER than -20°C (Example: -25°C), then the engine has exceeded the 5% deteriorated power limitation allowed by the Deteriorated Power Program , and the engine must be removed from the aircraft and restored to its full performance rating. Make an entry in the engine log book indicating that the engine failed the deteriorated performance evaluation of Ser- Bulletin TPE331-72-2015, and go to Paragraph 2.C. C. Leaving Deteriorated Power Program CAUTION: ONCE ENTERED INTO THE DETERIORATED POWER PRO GRAM, ENGINES CAN ONLY LEAVE THE PROGRAM BY BEING RESTORED TO NORMAL POWER RATING IN AC- CORDANCE WITH THE ENGINE MAINTENANCE MANUAL. (1) Accomplish a Turbine Section Inspection, or a major CAM inspection, or an Engine ‘Overhaul as required to restore engine to normal power rating in accordance with the appropriate engine manuals. (2) Make an entry in the Engine Log Book indicating that the engine has been removed from the Deteriorated Power Program in accordance with Service Bulletin ‘TPE331-72-2015.
