1. IESCO Project Management Unit (PMU) has reserved the funds for the
procurement planned for the financial year 2022-23. It is intended that part of
the proceeds of the fund will be used to cover eligible payment under the
contract for the above procurements
2. The undersigned now invites sealed bids from eligible bidders for supply of
above material.
3. Bidder/JV shall demonstrate Financial soundness (Net worth, Average
Annual Turnover and Financial Resources /Cash Flow) as per ITB/BDS 13.3
& Appendix-A
4. Bidder /Manufacturer/JV shall demonstrate at least two contracts valued
each contract as mentioned in Appendix-A within the last five (5) years with
nature, and complexity similar to the scope of supply described in Section VI.
5. Manufacturer will demonstrate at least five-year experience of designing and
manufacturing of similar material/equipment andthree-year satisfactory
operation performance from date of submission of bid.
6. The bidding shall be conducted in line with the Single Stage Two Envelope
procedure of the Public Procurement Rules 2004 and any Regulations,
Regulatory Guides, Procurement Guidelines or Instructions issued by the
Authority (from time to time), and is open to all potential bidders.
7. All bids must be accompanied by a Bid Security in favor of General Manager
(Development) in an acceptable form mentioned in ITB in the amount fixed in
PKR valid for 28 days beyond bid validity period and validity of bid is at
least 80 days from date of submission.
8. The original bid along with one copy, properly filled in, and enclosed in
sealed envelope(s) must be delivered through courier physically to the Office
of General Manager (Dev), IESCO Head Quarter, Sector G-7/4, Street # 40,
Islamabad on or before08thSeptember 2022 at 1100Hrs. The Technical bids
will be opened on same date at 1130 Hrs thereafter in public and in the
presence of bidders’ representatives who choose to attend in the opening at
the address mentioned above. However, price bids shall be kept in custody of
procuring agency until announcement of result of technical bid evaluation.
Price proposal will be opened of those bidder (s) who are declared technically
responsive bidder (s) and financial proposal of non-responsive bidder (s) shall
be returned unopened to authorized representative of bidder (s).
9. Interested bidder/firm may visit IESCO website for scrutiny of bidding
documents, however bidder will submit their bid(s) after purchase of bidding
document from office of the undersigned on request after payment of non-
refunded fee of Rs.6000/- for each NCB participation on any working day
during office hours or may be sent through Courier if requested by the bidder
with an additional fee of Rs. 1500 per document.
10. Late submission of bid will not be entertained.
11. IESCO reserves the right to accept or reject all bids without justifying the
grounds of annulment as per PPRA Rule-33 (1).
12. Electronic bids are not acceptable.
