Introduction & Objective
In the pursuit of academic excellence in the field of Industrial Safety and Disaster Risk Reduction
and Management, National Institute of Disaster Management (NIDM) in collaboration with
Federation of Indian Chambers of Commerce and Industry (FICCI) organisation a 3 day Online
Training Programme to promote safety culture and build capacities and resilience by highlighting &
discussing critical issues with the involvement of top renowned speakers from Government, Non-
Government, International Agencies and leading Industries.
This training module on Industrial safety: Multi Hazard Scenario with Special Focus on COVID has
been developed for use by different institutions/ professionals/ students/ industries dealing with
the subject in the country at various levels. The aim of this programme was to raise the level of
awareness and preparedness as well as to enhance analytical skills and professional competencies
of different key stakeholders in various areas of Industrial safety and Disaster Risk Management.
The e-learning courses was first of its kind in India which helped hundreds of different users in
enhancing knowledge base on the subject.

August 17, 2020 Day 1 Summary
Addressing the audience at the launch of series of 'Online Training Programmes on Industrial Safety',
organized jointly by FICCI and NIDM, Maj Gen Bindal said, "The first batch of the three-day online course on
Industrial Safety Risk Management: Multi Hazard Scenario with Special Focus on COVID 19 will cover the
principles and practices of Industrial disaster management, in a comprehensive manner."
Maj Gen M K Bindal, Executive Director, NIDM, Government of India, said, "The country needs a structured
response group that will be prepared to handle a community-based disaster systematically."
Highlighting the impact of COVID-19 in disaster management, he said, "COVID-19 crisis has significantly
redefined the humanitarian emergency paradigm and changed our understanding of disaster management
in several ways. The multi-hazard scenario has led to the need for a comprehensive training program that
will allow the stakeholders to make the correct decisions."
Elaborating on the new online training program, Maj Gen Bindal said that the topics in the program will help
professionals in spotting impending failures or calamities and effectively handle such situations with their
management skills, he said.
Lt Gen (Dr) J R Bhardwaj, Former Member, NDMA, and Chairman, CIDM, said, "Proper training is essential
for developing the capacity of participants around disaster risk management. This course aims to improve
the preparedness and response of the workforces at all levels- before, during, and post disasters. This will
help stakeholders to work in a coordinated manner."
He further mentioned that the course topics selected by FICCI, NIDM, and CIDM will help trainees in
developing knowledge and skill in certain thematic areas to reduce the risk of industrial disasters.
Dr Anil K Gupta, Professor, NIDM, Government of India, said, "Under the risk management regime in
industrial risk management we have to maintain a concept of zero failure. Industrial safety is generally not
an issue of financial resources, but sometimes of a lack of professionalism." Integrated Safety is most
effective and cheap, if adopted from the beginning of the design, he said. The three-day online course
covered topics like Land use: Planning and control, Governance and Institution Framework, Hazardous
Waste, Medical Preparedness for unforeseen disasters, and Occupational Health: COVID & Post COVID Era.
The faculty includes Dr Anshumali, Associate Professor, Dept of ESE, IIT(ISM) Dhanbad; Dr S P Garg, Former
ED, GAIL; Dr Suneel Pandey, Director, Environment and Waste Management Division, TERI; Dr Jugal Kishore,
Director Professor & Head of Department-Community Medicine, VMMC & Safdarjung Hospital (Ministry of
Health & Family Welfare) New Delhi, Dr Ashish Mittal, CEO, Occupational Health and Safety Management
Consultancy Service, Shri A B Lal, Convener, Safety Centre, Noida and Prof C V R Murty, IIT Madras,
Chennai.More than 450 participants from industry and academia attended the course online on the first day
of 3- day programme.

August 18, 2020 Day 2 Summary
The second day on “Industrial Safety Risk Management: Multi Hazard Scenario with Special Focus on
COVID”, August 18, 2020 had very eminent speakers Dr. Suneel Pandey, Director, Environment and Waste
Management Division, TERI, Dr Jugal Kishore, Director Professor & Head of Department – Community
Medicine, VMMC & Safdarjung Hospital (Ministry of Health & Family Welfare), New Delhi and Dr. Ashish
Mittal, CEO, Occupational Health and Safety Management Consultancy Service. The Opening remarks was
provided by Dr. Muzaffar Ahmad, Former Member, National Disaster Management Authority, Government
of India.
Dr. Suneel Pandey addressed the online audience and defined about hazardous wastes and spoke about
different types of major hazardous wastes i.e Cyanide Waste, Heavy Metals, Organic Wastes including
solvents and tars, inorganic wastes including ETP Sludge, asbestos waste and miscellaneous wastes. He also
mentioned about the impact on environment due these wastes and through chart diagrams he showcased
pathways for human exposure. He demonstrated through pictorial diagram about unscientific disposal and
groundwater contamination reasons. He also mentioned about CPCB Guidelines of 1991 volume 1 and
volume -11, Guidelines for hazardous waste transportation, guidelines for storage of incinerable water, 2005-
2006, Protocol for evaluation and monitoring of TSDFs including incinerators, 2010-11. He was of the view
that exposure dosage can be estimated by conducting environmental monitoring and exposure pathways
would be specific of compound and media in question.
In addition to these he was mentioning about corrective technologies and their considerations and
recommendations of appropriate technology, which would depend on complexity/sensitivity of the site,
number of contaminants involved, extent of contamination plume, persistence of contaminants, existence
of single or multiple phase, local Geological/ Hydrological conditions.
Dr Jugal Kishore, Director Professor & Head of Department – Community Medicine, VMMC & Safdarjung
Hospital (Ministry of Health & Family Welfare) spoke about Medical Preparedness. He said that Disaster have
a 6 D’s effect i.e death, disability, disease, distress, damage to health services, damage to the environment.
He spoke about the deleterious effects of chemical disasters and he mentioned about precise symptoms,
which would depend upon the agent used and the security of the symptoms, which can depend upon the
person’s proximity to the contamination. He spoke about the disaster management cycle of prevention,
mitigation and preparedness and capacity building. He also mentioned about the effect of disasters on the
development of hospitals. In his slides, he mentioned about the core concept of public health. He also spoke
about preparedness giving examples of medical preparedness.
He also mentioned about important components like Building bylaws, Manuals, Codes, Acts, Contingent
Action Plan etc in disaster preparedness. In the hospital preparedness, the following are given importance
i.e hospital building, hospital outreach services, hospital internet services for routine in-patients and out-
Patients and emergencies. He added in his talk about Structural Mitigation and Non-Structural Mitigation
and mentioned about Emergency Response – Components of Emergency Services like Search and Rescue,
Temporary Shelter, Food, Drinking Water, Clothing, Health and Sanitation, Communication, Public
Information, Health Services. He further added on objectives of Mass Casualty Management. He further
added that there is a need to define the following for incoming patients like Triage area in the causality,
Resuscitation area for salvage patients, Area for the beyond salvage patients, area for brought in dead, area

for the walking wounded (e.g OPD of the hospital) and alternate area or ward where sick patients can be
shifted when the casualty is overcrowded.
Dr. Ashish Mittal, CEO, Occupational Health & safety Management Consultancy Services spoke on
Occupational Health: COVID & Post COVID Era. He spoke about basic information about COVID – 19,
Uncertainties of COVID -19, Workplace risk assessment & Challenges, Role of Management.
He said that the number of COVID cases are continually rising in the present scenario. He also showed a
comparison based on the present threat of Influenza comparing from 2002 to 2020. He analysed the situation
based on the uncertainties of COVID 19 on a number of parameters like modes of transmission, effects of
human body, diagnosis/ Lab Investigations, effective medicines/ therapies, vaccines etc. He spoke about
occupational hazards and compared the same with Risk & Hazard Exposure. The occupational hazards include
Physical, Chemical, Biological, Ergonomics, Psychosocial and accidental.
He showed through pictures that Health conditions of workers in informal sector are affected during a
pandemic and photographs of nasal perforation in a small chrome electroplating unit, alkali eye burn with
lower Lid contracture in Foundry, Wrist Drop-in lead storage battery manufacturing unit were shared. He
also showed a chart which is a comparison between Exposure to Disasters and Physical Proximity to others.
Finally, he spoke about the role of management of institutions to minimize such types of pandemic situations.
Dr. Anil Gupta, NIDM spoke about risk assessment which also involves risk characterization taking into
account vulnerability.

August 19, 2020 Day 3 Summary
The Third day of the 'Online Training Programmes on Industrial Safety', had key eminent speakers
Shri A B Lal, Executive Director, The Centre for Safety Management & Secretary, National Safety
Council, Delhi Chapter and Prof C V R Murty, Department of Civil Engineering, IIT Madras.
Shri A B Lal said that since the start of COVID19 pandemic, industrial workers are facing new
problems regarding their job continuation. The major worry for them is how will they able to feed
their family members and whether their health will permit them to remain alive etc. As all these
questions grips their minds, survival becomes more tough. He analysed that during a pandemic the
working environment need to be analysed, which states about workplace temperature, pollution
and harmful environment, difficult postures, illumination, vibration and noise. He further added
that the main working problems faced by employees are psychological pressure due to rude boss,
lack of clear message / communication, lack of training about safe working, lack of personal
protective equipment, work pressure, unsafe work equipment’s, unsafe access and lack of working
facilities.
He added that in any working environment, the following are the factors, which need to be kept in
mind, which are occupational and medical issues, use of hazardous chemicals, identification of
health issues, prevention of health hazards, use of personal protective equipment, p ossibilities of
electrical accidents. He suggested, now that things have worsened due to COVID19, life can’t be
stopped for any reason. To continue our development and become world leader, work will have to
be started, unnecessary travels should be avoided, proper hygiene should be followed, social
distancing of 2 meters and use of mask is a must, all measures suggested or directed by the
Government should be followed. He ended the discussion by thanking all for their patience and
time.
Prof C V R Murty, spoke on Earthquake Retrofitting of Structures & demystifying the national
concern and introduced the online digital audience about basics of an earthquake and added that
an earthquake is a sudden, rapid shaking of the Earth caused by sudden release of strain energy
stored in rocks. He demonstrated through pictorial representation as how an earthquake effects a
building comparing the same with wind force. During the talk, he showcased earthquake effects
and ground deformation and compared the same with the velocity of wind and its pressure created
on building. He also mentioned through pictorial demonstration about virtues of an Earthquake
Resistant Structures. He spoke in detail as to why structures become deficient and what are the
technical competence required for an earthquake resistant structure.
He said that the probable reason for less retrofitting and lack of awareness in a country like India is
due to the scale of population, which is 132 crores. The seismic zones of III, IV and V have already
impacted 100 crore lives. He spoke in detail about the Technical Competency required in Panchayati
Raj is to enable, empower, expect, encourage and emulate. Earthquake Risk have three factors
which is a multiplication of Hazard, Vulnerability and Exposure. He also showcased construction
activities that were done which is not proper as per the structural design is concerned. He also

showcased that 95 percent deaths occurred in past EQs owing to collapse of 1-3 storey buildings.
He also mentioned that there is a standard of design, which need to be kept in mind.
The overall mission of an Earthquake Engineer is to reduce vulnerability through retrofitting.
National Disaster Management Guidelines have already given an outline with guidance on the
management of earthquakes. Later in his talk, he focused on earthquake retrofitting and the
strategies and measures required and differentiated the inputs through flowchart showcasing,
repair cost benefit and retrofitting. He also said that engineers need to provide special focus on the
virtues of structures i.e it’s stiffness, strength and deformability.
He mentioned that the level of retrofitting is based on expected earthquake performance whose
basics are immediate occupancy condition and no collapse. The quantitative research necessary is
Analytical & Experimental which is full scale testing. He also mentioned about the technical
competence, which consists of attitude, skills and knowledge. He suggested that the earthquake
retrofit program should have the following approach, which is Land use planning, Infrastructure,
architecture & design, techno-legal regime, Local materials, novel construction methods and good
practice documents, which is the Geotechnical Report and Design Basis Report.
He thanked everyone for their patience and listening to his talk. He also thanked the organizers for
inviting him to provide the lecture in the aforementioned subject.

KEY RECOMMENDATIONS:
• Online training programme on Industrial Safety cover the principles and practices of Industrial Disaster
Management in a comprehensive manner. More such types of training programs need to be organized so
as to aware the Industries about Safety Management. The country needs a structured response group
that will prepare to handle a community-based disaster systematically.
• Proper Training is essential for developing the capacity of participants around disaster risk management.
Such types of courses aim to improve the preparedness and response of the work forces at all levels,
before, during and post disasters. This will help stakeholders to work in a co-ordinated manner.
• Under the Risk Management Regime of Industrial Risk Management, there is a need to maintain a concept
of zero failure. Industrial Safety is not an issue of financial resources, but sometimes a lack of
professionalism. Safety is most effective and cheap, if adopted from the beginning of an Industrial design.
• There is also a need for corrective technologies and their considerations and recommendations of
appropriate technology, which would depend on complexity / sensitivity of the site, number of
contaminants involved, extent of contamination plume, persistence of contaminants, existence of single
or multiple phase, local Geological/ Hydrological conditions.
• There is a requirement of important components like building by laws, manuals, codes, acts, contingent
action plan etc in disaster preparedness. There is a need for structural mitigation and non-structural

Rescue, Temporary Shelter, Food, Drinking Water, Clothing, Health and Sanitation, Communication,
