Role Function Summary

The Coordinator Utilities Engineering is responsible for the facilitation and coordination of Council’s water and
sewer capital works planning and delivery, business continuity, emergency management and other programs to
ensure Council can supply water and sewer services in accordance with Environmental Protection License (EPL),
Customer Service Plan and other legislative and regulatory requirements.

The positions is responsible for the real time water service operations and short to medium term planning
necessary to enable effective and efficient water service delivery for all customers; ensuring Council meets or
exceeds it drinking water management system requirements and water quality monitoring program and ensuring
the contractual and technical requirements of Council’s EPL are met including reporting notification and operational
technical support.

The Coordinator Utilities Engineering provides professional, technical and administrative services to the Water and
Sewer Group as well as management, support and performance development of staff.

Key Responsibilities (Major and Essential Job Functions)

• Manage and coordinate the Utilities Engineering team to ensure the provision of professional, cost effective
and timely work and services that support Council’s strategic objectives
• Accountable for the planning, management and delivery of the Water and Sewer Group Capital Works
Program from conception to commissioning ensuring that these projects are delivered successfully in terms
of quality, cost and time
• Create and promote effective mechanisms to review programs, processes and functions within Utilities
Engineering Team to ensure a culture of continuous improvement is developed and maintained.
• Implement a range of people-centred plans and actions that support organisational development, employee
engagement, leadership, performance and change.
• Set effective goals and drive performance with clear communication, coaching and culture.
• Perform incident and emergency management duties as an incident controller, functional area coordinator,
or other roles as required during business or after hours.

• Assist in the preparation and management of operating and capital budgets, including financial interfaces,
planning, forecasting and variation.
• Investigate and respond to operational issues / incidents within the water and sewer networks, including
regulatory obligations, customer complaints, reports from field staff and others as directed.
• Liaise, communicate, moderate and work effectively with Industry bodies and Singleton Council business
units in the pursuit of fair and consistent outcomes for employees and Singleton Council.
• Consult, liaise, communicate and negotiate with key community stakeholders regarding potential, proposed
or current works to ensure that where practicable, the planning and undertaking of such works accounts for
the specific requirements of stakeholders and minimises disruption.
• Primary accountability for the safe and efficient operational performance and compliance with the Australian
Drinking Water Guidelines, Environmental Protection Licence, water access licensing and relevant legislative
and regulatory requirements;
• Identify, investigate and respond to trends or complex issues;
• Assist or prepare reports including but not limited to: incident and investigation reports, project funding
submissions, operational and corporate reports, annual reports and other reports as required.
• Play a key role in ongoing development and implementation of work orders, asset and defects applications
and tools for long term success and robust operations relating to asset management;
• Play a key role in the ongoing development and implementation of emergency response, contingency plans
and other business continuity functions such as risk assessments, security and incident management plans,
to ensure long term success and robust operations when plans are enacted.
• Coordinate and implement efficient and effective continuous improvement processes for Utilities Engineering
Team e.g. quality management, performance management, program evaluation, service delivery reviews,
best practice and benchmarking approaches.
• Ensure Council’s work health & safety (WHS) and environmental policies, procedures and systems are
implemented, monitored and supported.
Promote the integration and use of information and communication technology as it relates to the efficient, effective
functioning and performance of the section.

Specifications and Technical Skills:

Essential Criteria:
• Relevant tertiary qualification (Engineering, Project Management, Science or equivalent related field); and
extensive experience managing maintenance, renewal and capital works programs / projects, particularly
those involving water reticulation and gravity / pressure sewer networks;
• Substantial experience and demonstrated ability to lead, coach and support staff, and contractors, to achieve
work targets and objectives effectively and efficiently;
• Demonstrated ability to effectively manage challenges and changing priorities whiles delivering to team and
corporate deadlines;
• Demonstrated substantial ability to identify and contribute to process improvement at an operational and
strategic level;
• Proven ability to communicate, consult and negotiate with industry bodies and associations effectively and
independently; and
• Proven ability to identify, collect and analyse information and produce meaningful, business-focused reports
for sound decision making.

Desirable Criteria:
• Business management or other relevant qualifications
• Experience in management of service and construction contracts
• Demonstrated knowledge of or experience with software applications used to manage civil construction and
maintenance programs and projects such as SCADA, GIS or industry equivalents.
