SPECIAL POWER OF ATTORNEY

KNOW ALL MEN BY THESE PRESENTS:

I, LILIBETH T. SOLER, Filipino, of legal age and with address at Notre Dame Village,
Maguindanao, Cotabato City, have named, constituted and appointed ANA MAE M. NARAG,
Filipino, of legal age and a resident of 179 Talon-Talon, Loop, Zamboanga City, to be my true
and lawful Attorney-in-fact, for me and in my name, place and stead, to do and perform the
following acts and deeds, namely:

1. To represent me and in my behalf in the management of my catering business in the

Department of Agriculture, Region IX;

2. To receive payments by way of checks in view of the catering services;

3. To represent me and in my behalf in signing of any documents in view of the

catering services;

4. To represent me and in my behalf in following up agreements with any person or

entity in view of the catering services;

5. To pay any and all such expenses that may be necessary in view of the catering
services;

6. To sign and execute the necessary documents to carry into full effect the power
herein conferred and to do any other related and/or incidental task that may be
needed to fully and effectively carry out the authority herein conferred upon her.

HEREBY GIVING AND GRANTING unto my said attorney-in-fact full power and authority
to do and perform any and every act and thing whatsoever requisite, necessary or proper to be
done in and about the premises as fully to all intents and purposes as I might or could do if
personally present and acting in person, with full power of substitution and revocation.

HEREBY RATIFYING AND CONFIRMING all that my said attorney-in-fact shall lawfully do
or cause to be done by virtue hereof and in pursuance of the purposes above-stated.
