LTO Transfer of Ownership 

Procedure 

1. Acquire a Motor Vehicle Clearance Certificate from the PNP-HPG

 A Motor Vehicle Clearance Certificate (“MVCC”) is an official document certifying that the
vehicle is not in the list of wanted or stolen vehicles as to the date of issue.
 To confirm the same, the PNP-HPG will inspect the car. A representative from the HPG will verify
the engine and chassis numbers through a process called “stenciling or macro-etching.” This
verification uses a paint remover to check that the numbers are valid and are not tampered
with.
 Where can one get MVCC? One can apply for MVCC at any PNP – HPG motor vehicle clearance
satellite station, from Mondays to Fridays at 8am to 5pm.
 Requirements:
1. Accomplished PNP Motor Vehicle Clearance Application Form
2. Notarized Deed of Sale or Writ of Execution from court authorizing the transfer
3. Two (2) valid ID of the new owner and the new owner (with photocopies attached to the
Deed of Sale)
4. LTO Certificate of Registration (CR) and Official Receipt (OR)
5. Tax Identification (TIN) of the vehicle seller and buyer.
6. Macro – Etching Certificate.
 Situational Requirements:
1. For mortgaged vehicles – Cancellation/ Release/ Assumption of Chattel Mortgage
2. For vehicles acquired from a company/corporation – Secretary’s Certificate
3. For Vehicles from an insurance company: Certification that the vehicle was not declared
a total loss/wrecked prior to sale.
4. Vehicles sold through a representative – Special Power of Attorney
 How to get the MVCC?
1. Go to the nearest PNP-HPG MV Clearance Division.
2. Submit the original and photocopy of the requirements
3. Once approved, an order of payment will be issued to the applicant.
4. Present to the HPG office the validated payment
5. Proceed to PNP Crime Laboratory or Motor Vehicle Inspection Area for the physical
inspection macro-etching examination of the vehicle.
6. Claim your stub indicating the date one can receive their MCVV.
 Validity – MVCC is valid for seven working days only.

2. Applying for LTO Transfer of Ownership

 Requirements:
1. Motor Vehicle Clearance Certificate, Macro-etching and special bank receipt
2. Accomplished Motor Vehicle Inspection Report – One can get the same at the Motor
Vehicle Inspection Center (MVIC) at the LTO District Office
3. Insurance Certificate of Cover (COC) / Endorsement of insurance proving that the vehicle
has an existing CTPL coverage
4. Certificate of Emission Compliance (CEC), if with renewal
5. Photocopy of valid IDs of the original owner and the new owner.
6. LTO Certificate of Registration (CR) or Certificate of Registration Encumbered (CRE)
7. Notarized Deed of Sale/Transfer/Conveyance
 Procedure in LTO:
1. Bring the vehicle to the appropriate LTO office
2. Submit all requirements for the transfer of ownership for evaluation and computation of
fees
3. Authorized inspector will inspect the vehicle and conduct emissions testing.
4. Pay the fees and receive the official receipt.
5. Present the OR to the Releasing window and receive the Certificate of Registration,
plates and stickers.
